Response requested: Online survey for nonprofits operating host home programs
The Office of Homeless Youth (OHY) Prevention and Protection unit requests that nonprofit agencies operating host home programs complete a simple online survey by Dec. 1, 2022.
Requirement
Washington state law requires nonprofit agencies that are operating a host home program serving youth under the age of 18 to register with the Secretary of State’s Office and report

History of the host home reporting requirement
Many counties in Washington lack dedicated emergency housing resources for youth. Host homes and host home programs provide youth experiencing homelessness or housing instability with
the means to stay connected to the community where they reside, attend school, and have family or other critical personal connections.
* What is a host home? A private home that volunteers to host youth in need of temporary placement that is associated with a host home program.

Generally, host homes provide family-like environments to youth and are expected to provide shelter, food, some transportation, day-to-day support, and mentoring. Further services are
coordinated with the host home program.
In 2016, the Washington Legislature passed SHB 2440, which exempted host home programs that serve youth from state licensing requirements. SHB 2440 (codified in RCW 74.15.020) outlines
the requirements to operate host homes and host home programs, including the requirement that host home programs receiving government funding must report both program participation
numbers and outcomes to OHY annually.
