RESOLUTION NO.51 22
WHEREAS, Undie Road (County Road No. 150009) was permanently closed to vehicular
traffic, between milepost 0.75 and milepost 1.20, by the Jefferson County Board of County
Commissioners on February 21, 2017 (Resolution 08-17) due to landslide activity and road
destruction, and
WHEREAS, local landslide activity continues to damage Undie Road between milepost 0.48
and milepost 0.75 (current intermediate end of County Road), and a potential hazard exists to the
motoring public, and
WHEREAS, County forces have been required to repeatedly repair this segment of road to
maintain it in a serviceable condition. Damage is worsening over time requiring ongoing staff
and financial resources, and
WHEREAS, the County should not continue to expend financial and staff resources at this
location at the expense of necessary maintenance and construction on other parts of the county
road system, and
WHEREAS, this segment of road no longer connects to another road, and
WHEREAS, all property owners adjoining Undie Road between milepost 0.00 and 0.75 have
acknowledged that they agree with the proposed closure of this segment of road and that it
should be closed at mile post 0.00 near the Clallam / Jefferson County boundary. Adjoining
property owners will be allowed to continue using this segment of Undie Road for access to their
property at their own risk, and
WHEREAS, public road funds shall not be expended on roads that are gated and therefore not
accessible to the general public, and
WHEREAS, removing this road segment from the official Road Log does not vacate any right
of way that may exist but simply updates the Road Log to reflect what is and will be maintained
by the County, The public will retain the right to access the public right of way by foot or bike
until such time as the right of way is vacated, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads.

NOW THEREFORE, IT IS HEREBY RESOLVED that Undie Road (County Road No.
150009) shall be permanently closed to vehicular traffic and abandoned by Jefferson County
between mile post 0.00 and milepost 0.75. The Public Works Department shall erect appropriate
Road Closed an End County Road signage and install a gate to prevent unauthorized traffic from
entering the closed road segment, and
IT IS FURTHER RESOLVED that any adjoining property owners shall be allowed to continue
using this segment of Undie Road for access to their property at their own risk. Any and all
maintenance required shall be the adjoining property owners' responsibility at their own
expense, and
IT IS FURTHER RESOLVED that the Public Works Department shall cease maintenance and
expenditures of public funds on this closed and abandoned segment of Undie Road, and
IT IS FURTHER RESOLVED that Undie Road (County Road No. 150009) between milepost
0.00 and milepost 1.20 shall be removed from the official County Road Log.

Subject: Resolution to close a segment of Undie Road (County Road #150009)
Statement of Issue: Permanent closure of Undie Road, County Road #150009, between
MP 0.00 and MP 0.75 due to continuing landslide damage.
Analysis/Strategic Goals/Pro's Et Con's: Local landslide activity continues to damage
the Undie Road between MP 0.48 and MP 0.75 creating unsafe conditions for the
motoring public. Public Works forces have been required to repeatedly repair this
segment of road to maintain it in a serviceable condition. This segment of road should
be closed to protect the public and to free up resources to maintain other County Roads.
Chapter 47.48 R.C.W. authorizes closure of roads.
This segment of Undie Road no longer connects to another road due to closure of Undie
Road from MP 0.75 to MP 1.20 on February, 21, 2017 (Resolution 08-170). All property
owners adjoining Undie Road between MP 0.00 and MP 0.75 have acknowledged that
they agree with the proposed closure of this segment of road. The County will install a
locked gate at M.P. 0.00. Adjoining property owners will be allowed to continue using
this segment of Undie Road for access to their property at their own risk and expense.
Fiscal Impact/Cost Benefit Analysis:
Road damage is worsening over time requiring ongoing maintenance staff and financial
resources. Once the road is gated, public road funds should not be expended on roads
which are not accessible to the general public. The Public Works Department will cease
maintenance and expenditures of public funds on this road segment and it will be
removed from the County's official Road Log.
Recommendation: Public Works recommends the Board adopt this resolution thereby
closing Undie Road from MP 0.00 to MP 0.75, removal of this road segment from the
official Road Log, cessation of road maintenance, installation of a vehicle gate at the
point of closure, and installation of appropriate signage.
