I sat in via Zoom on the Commissioner meeting of 11/7/2022 as well as the meeting on October 3rd 2022. I am sure you realize these new SDR & LLOR applications are not only affecting the Septic Designers of our community but have impacted the Designers, Architects, Engineers as well as Permit Consultant businesses within our County. Let alone what it is doing to the Property owners of Jefferson Co. When I sat in on the Commissioner's meeting on Oct 3rd, 2022- I was very surprised at how quickly this new permit and process was being mandatory as the 1st stop. I am extremely disappointed, at the lack of public outreach about this process and or requirement. I specifically remember Mr. Bulter stating that he or one of his employees reached out to the Real Estate Agents and informed them of this new requirement. Since that meeting I have spoken to a handful of Real Estate Agents only to learn they had no idea of this new step in the permit process, nor did anyone from Community Development reach out to their companies. If you remember I was one of the lucky citizens that got to speak at that meeting on October 3rd before you all turned off the Public Comment period. I requested that you as our Commissioner extend your current Moratorium. or allow a 60-90 grace period before rolling out this new procedure. ( This has always been previous Community Development Directors procedure Grace period) Some of the reasons for that request- a) Allow Community Development to do more outreach of this new process as well as create the permit applications, and train the Land Use Planners on how to review these new applications. b) if you would have extended this new process or at the minimum allowed a grace period- it would have allowed all of us professionals to get current projects that were days away from being submitted to the correct Departments of Jefferson Co. c) Most importantly if this new procedure or process was extended, it would have allowed Jefferson Co Community Development time to create the SDR & LLOR applications as well as train their current staff on how to process/review these new applications. If you remember Josh Peters and Brent Bulter said- these new applications would take approx. 1 week for review. and would not hold up submitting permits. To my knowledge, they have only completed 1 of 85 SDR &LLOR applications received to date. Do you all know the applications for SDR & LLOR were created on the fly by DCD on 10/4/2022- I know because one of the Septic Designers I work with on a regular basis went to DCD to pick up this application, and he was told it had not been created yet, and to please be patient. ( Please realize how much stress this puts on your staff at DCD) I ask you all Is this good leadership of our current Director of DCD? Have you all looked at your Budget numbers yet? You do realize that Jefferson Co DCD is mostly supported by the Building permit that they receive? If memory serves me correctly that department is supported by 65% of the building permit applications received. (NOT LAND USE PERMIT) Yet the Director of DCD keeps saying how he needs more Land Use Planners and expressed concern about losing his current Planners' in the meeting of November 7th, 2022. I have a very hard time believing this Department needs more Land Use Planners- They need better leadership- I for one hoped that Josh Peters would be the best person for that job, and I still believe he is or can be. What this Department needs is a Director that has great leadership- that not only supports the Land Use Planners- but the Upfront Staff and Admin Staff- THIS DEPARTMENT needs a Building Offical, as well as more Permit Technicians, Plans Examiners, and upfront staff. I remember the days when Al Schalf ran DCD- and he had 3 Permit Tec, 1 Land Use Planner Tec, 2 Plans Examiners, plus a Receptionist, and 2- or 3 building inspectors and fewer Land Use Planners then this department currently has! It is my opinion that Brent Bulter needs to go, He has little concern for how his decision affects his Department or the small business of our Community. The challenge of salary/pay has been something this Department has struggled with for over 5 years- this is not a new topic. It is typically for Jefferson Co DCD to get new land use planners straight out of college, and they stay until something better comes along. I mean no disrespect to any of you, or the current Land Use Planners. I would be curious how many pending permits were actually processed by Community Development during this new SDR & LLOR struggle. It is my understanding that Shannen Cartmel and Bryan Benjamin were and are the LEADS for SDR & LLOR applications, while this department could not intake any new building permits until the SDR & LLOR review is complete, I know this department had pending permits that are still sitting waiting for the Land Use Planner to complete their review. What is going on with this Department? The whole Department needs to be restructured- I have faith in Josh Peters & Jodi Adams to help make this happen- I wish I could say the same for Brent Bulter. I also would encourage you as the Commissioner to meet with the Staff at Jefferson Co DCD and ask them how much faith they have in their current Director. How many pending permits were processed during the time, when no one could submit new permits to this department? What is really going on? Thank you for your time and I do not envy your positions, but I do hope you will help not only the current staff at Jefferson Co DCD- but you will somehow help the small business that work with Jefferson CO DCD on a regular basis. Finally, I know this email will now be public record, but I request that it is not shared with Brent Bulter, as I fear he will retaliate on me and my personal business and the Citizen I am currently trying to help through the tedious permit process.
