Dear VIRGINIA & BRINN MCFADIN:
The Department of Community Development is in the process of reviewing your application. The following
information is needed to continue review of your project.
EXISTING SHOP: According to the submitted site plan (revised September 1st, 2022), there is an existing
studio located on the subject property. There is no permit for a studio in the property records. There is a building
permit (BLD1980-00202) on file for an "Office - Shop" (w/ attached deck) on file. Please answer the following
questions:
1. Is the existing studio the same structure permitted under BLD1980-00202?
2. Has the applicant received permit(s) from the Jefferson County Department of Community Development
("DCD") for changing ("converting") the use of the shop into a studio?
3. When was the shop converted into a studio? Please provide the year this conversion occurred.
4. Is the studio used for dwelling purposes?
5. In addition, according to the submitted site plan, there is a shed (8 x 8) located on the subject property. When
was the shed built?
Please submit the above information to the Department of Community Development within 90 days of the date
of this letter which would be 1/18/2023. Please call 360-379-4450 to speak with the assigned planner if you
have any questions.

Jefferson County has forwarded the attached application to you for review and comment because your agency is
responsible for determining compliance with state and federal requirements or may otherwise be affected by the
following proposal:
HOSPITALITY ESTABLISHMENT - SHORT TERM TRANSIENT RENTAL (LESS THAN 30 DAYS) OF
SINGLE FAMILY RESIDENCE
LOCATION: Parcel 901081033; Section 8 - Township 29N - Range 1W; NEAL SHORT PLAT LOT 1 &
TL TAX L-1; 81 Madrona Beach Dr, Port Townsend, WA 98368
REVIEW REQUEST: Please review the McFadin Transient Rental Permit Application (MLA2022-00075/
ZON2022-00035) for septic requirements (e.g. septic capacity, bedrooms per system, cooking/kitchen facility
requirements). According to the submitted site plan (revised September 1st 2022), there is an existing studio
located on the subject property. I have found the following information regarding the existing studio:
a. There is no permit for a studio in the property records.
b. There is a building permit (BLD1980-00202) on file for an "Office - Shop" (w/ attached deck) on file.
c. According to the assessor's page, a "Cabin" exists on the property but no "year built" was provided. This may
be the same structure as the "studio".
d. According to BLD1980-00202, there should be only 1 partial bathroom and no bedrooms inside the studio.
e. The Neal Short Plat contains the following Notice to Purchaser's: "Sewage disposal permits have been issued
for Lots 1 and 2 of this short subdivision. The permits are limited to two (2) bedrooms per permit. Site constraints
may prohibit future sewage disposal system expansion". If this "Office - Shop", "Cabin", or "Studio" contains a
bedroom then they are exceeding their septic system capacity.
We can further discuss this topics over the phone, but I wanted to show that there may be potential septic
violations on this property. Please let me know if the applicant has converted this structure into a dwelling unit.
Comments must be received within fourteen (14) calendar days or by November 3, 2022. If no written response
has been received within fourteen (14) days, your agency will be presumed to have no comments. If necessary,
the UDC administrator may grant an extension of time for comment. Please contact at (360)379-4450 if you
desire an extension of time or have additional questions regarding this proposal.

Dear VIRGINIA & BRINN MCFADIN: Jefferson County Department of Community Development staff have reviewed the application materials for the above proposed project and have determined that your application is not complete. The following information is needed by November 21, 2022 to constitute a complete application:
The first page of the main permit application is missing. Please complete this.
The site plan is not to scale and does not show all of the required information. Please follow the site plan checklist included with this letter for reference. Make sure to show the three parking spots consistent with the sizes of spaces listed in Jefferson County Code (JCC) 18.30.100 Parking. Additionally, the floor plan submitted does not include all the required details. Please follow the floor plan checklist and example and submit a floor plan consistent with the requirements.
Pursuant to JCC18.40.110(3)(b), if an applicant does not submit additional information, does not
request additional time to submit the required information within the ninety (90) calendar day period, or does not appeal the decision, the application will be considered abandoned and therefore withdrawn and the applicant shall forfeit the application fee. The Department of Community Development shall not be responsible for notifying the applicant of an impending expiration. Please advise the Department of Community Development in writing of your intentions.
