Consulting Plans Examiner and Fire Code Inspector Dt: 07 November 2021 Re: MLA21-0092 Dahlgren Industrial / Sidewalk Labs, CMT Mill, Port Ludlow Cc: Phil Cecere, Plans Examiner At your request, the above-referenced preliminary plan submittal documents were reviewed by for compliance with the 2018 Edition of the International Fire Code [I.F.C.], for permit application submittals content. As you are likely aware there is no documentation about either of the office or “tent Structure". The 3,500 square foot structur e documents are acceptable under the I.F.C. for a “Construction Permit" only, subject to the fire extinguisher requirements noted below. It is by Code that the proposal is subject to two [2] types of permits from Section 105 “Permits” of the 2018 I.F.C. First, the stated “Construction Permit” allows the applicant to construct the building. Second, an “Operational Permit” allows the applicant to conduct an operation or a business therein. The eventual operational permit will establish the building occupa ncy classification, and the internal uses and commodities types, machinery types, etc., allows applicable Code requirements to be established with a formal Code review. The Plan Call currently states F-1 and S-1 Occupancy Classes. Any change of use for this facility would require a new “Operational Permit.” The “Construction Permit" for the 3,500 SF structure must comply with I.F.C. Section 3315 “Portable Fire Extinguishers” and requires “not less than one approved portable fire extinguisher" be provided --a Code minimum. This will change in number when the operational permit is reviewed. This structure will require a minimum rated 2A:20B:C fire extinguisher. One item that is in Plans Examiner Phil’s domain is that the “Plan Call" refers to a Code requ irement for two [2] exits. The plan call appears to be for one of these two exits through an “intervening room" [storage room]. In summary, the applicant needs to be aware that deferred submittal[s], or a new "Operational Permit" application[s] shall include equipment types, including method of commodity movement, fuel/power sources, heating, commodity type[s], commodity movement paths, dust collection, and storage methods, etc. As a side-note, the project is adjacent to the existence of an overhead electrical power line at the site. Any LPG storage installing of an above-ground LP gas container[s] that is set near power lines that are more than 660 volts nominal are subject to setback requirements of N.F.P.A. 58 [2020 Edition] Section 6.5.3.13 “Additional Container Installation Requirements". 1.75 hours time was logged for the plan and Code research, report development, and filing of this report.
