Habitat Management Plan 1 March 10, 2021 INTRODUCTION Ecological Land Services, Inc. (ELS) has been contracted by Bing Selvog to complete a habitat management plan (HMP) for the proposed single-family home on property at 60 Pinto Lane, Jefferson County Tax Parcel Nos. 966900076 and 966900077, in Brinnon, Washington. This property is in a portion of Section 34, Township 26 North, Range 2 West of the Willamette Meridian (Figure 1). STUDY AREA DESCRIPTION These existing platted lots are on the southeast side of Pinto Lane within the residential neighborhood of Lazy C Ranch on the west end of Brinnon (Figure 2). Both lots are currently developed with a garage/shop on the eastern lot (077) and an above-ground septic system on the western lot (076) (Photoplate 3). The remainder of the lots are composed of open maintained grounds with a line of conifer trees along the east property line, a group of large western red cedar trees at the southwest corner, and a small group of coniferous and deciduous trees at the northwest corner (Photoplates 1 and 2). The latter group of trees lies on a raised area at the northwest corner and the remainder of the lots is generally level to gradually sloping down from east to west (Photoplate 2). There is an existing access across the roadside ditch near the shared line between the lots. PROJECT PROPOSAL The two lots are partially developed with a garage/shop on the eastern lot and an aboveground drainfield on the other. A single-family home is proposed between the two existing features (Figure 3). It is positioned to allow direct connection to the existing drainfield and where vegetation removal is limited to a grassy/weedy area (Photoplate 3). None of the native woody vegetation on these lots will be removed to accommodate the home. ENVIRONMENTAL AND HABITAT CONDITIONS STATE AND FEDERALLY LISTED SPECIES AND CRITICAL HABITAT Federally listed fish, bird, and mammals within the Olympic National Park and Jefferson County were identified using the WDFW, National Oceanic and Atmospheric Administration (NOAA) Fisheries, and United States Fish and Wildlife Service (USFWS) websites and are presented in Table 1. State and federal status and presence of critical habitat are also included in the table. A species will be considered for designation as a State Candidate if sufficient evidence suggests that its status may meet the listing criteria defined for State Endangered, Threatened, or Sensitive. 4) WDFW, PHS website 2021 5) NOAA 2021 6) USFWS 2021 WASHINGTON DEPARTMENT OF FISH AND WILDLIFE, PRIORITY HABITATS AND SPECIES The Washington Department of Fish and Wildlife Priority Habitat and Species (PHS) website (WDFW 2021) identifies presence of priority habitat and species areas within this area of Brinnon as presented in Table 2 (Figure 5). Table 2: WDFW, Priority Habitats and Species Priority Habitat or Species Priority Area Roosevelt elk (Cervus canadensis roosevelti) Regular concentration Harlequin duck (Histrionicus histrionicus) Breeding area Northern spotted owl (Strix occidentalis caurina) Occurrence WASHINGTON DEPARTMENT OF NATURAL RESOURCES, NATURAL HERITAGE PROGRAM The Washington Department of Natural Resources (WDNR), Natural Heritage Program identifies 19 sensitive, 4 threatened, and 1 endangered species of rare plants in Jefferson County (WDNR 2021). Golden paintbrush is listed as threatened by the WDNR and is also federally listed as threatened (USFWS 2021). JEFFERSON COUNTY CRITICAL AREA AND HABITAT MAPPING The Jefferson County Critical Area Maps viewed through the online mapping website was used to identify the presence of critical areas found within the vicinity of these lots (Figure 4). The map indicates that the lots lie within a large wetland unit and that there is a Type 3 stream to the east. However, there are no wetlands on these lots nor on the lots within this residential development. There is a stream mapped across the development to the northeast of these lots, but a stream channel was not observed in this location. There are spotted owl and marbled murrelet areas mapped offsite to the north. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 3 March 10, 2021 RESEARCH AND SITE INVESTIGATION Birds Marbled murrelet Marbled murrelets nest in mature or old-growth forests near coastlines in which the trees are at least 32 inches diameter at breast height (dbh) with a multistoried canopy, moderate to high canopy closure or an open crown canopy. Large vertical and horizontal snags are also present at various stages of decay. These birds more commonly nest in forest stands that are greater than 500 acres and less commonly nest in stands less than 100 acres. Murrelets typically utilize the largest tree in the stand for their nests. Yellow-billed cuckoo Yellow-billed cuckoos are found in deciduous forests where they forage in dense trees and shrubs. They nest in a tree or shrub usually 2 to 12 feet above the ground typically on a flimsy platform of short twigs on a horizontal branch. Streaked horned lark Streaked horned larks are found in prairie and grassland, coastal beaches, and sparsely vegetated shorelines along the lower Columbia River. This species nests and feeds in bare areas of fields and pastures. Spotted owl Spotted owls are found in low to mid-elevation mature to old growth forests with dense canopies consisting mainly of Douglas fir having several vertical layers of vegetation. They nest in trees with broken tops and other natural hollows and in old stick nests of other species. Harlequin ducks Harlequin ducks are found in fast flowing rivers during the breeding season and move to slower flowing water when with chicks. Rivers with islands or sand bars are preferred habitat for resting and they are found in rocky coastal cliffs in the winter months. They nest in holes in trees, rocky ledges, and occasionally on the ground. Plants The WDNR lists 24 sensitive, threatened, and endangered species that occur within Jefferson County (WDNR 2021). The lots for which this assessment was completed are partially developed and regularly maintained so there was no suitable habitat for the listed plant species. None of these species were observed on these lots and there was no suitable habitat noted within the residential development. Wildlife Inventory The January 2021 site visit observed no suitable habitat for the listed species as described above. There are small groupings of trees on the lots, but they do not represent part of mature or old-growth forest and include only a few deciduous trees. The research conducted for this project indicates that the lots are not within critical habitat for any of the listed species. No other wildlife species were observed on these lots during the site visit. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 4 March 10, 2021 Critical Areas Assessment The lots within this residential subdivision are mapped as containing wetlands according to the Jefferson County Critical Areas map (Figure 4). The vegetation conditions, which include maintained open land and pockets of trees, are not indicative of wetlands. Data to confirm the absence of wetlands was collected in the lowest elevation area of the lots, which is in the northeast corner where the vegetation was dominated by maintained grasses, hairy cat’s ear (Hypochaeris radicata, FACU), and creeping buttercup (Ranunculus repens, FAC). The soil profile in this area was composed of two compacted gravelly sandy loam layers. The upper 12 inches had a brown (10YR 3/2) matrix color and below 12 inches, the soil had a yellow brown (2.5Y 3/2) matrix color. Redoximorphic concentrations were not observed within either layer of the soil. Water was not present during the February 12, 2021 site visit and there was no evidence of wetland hydrology. There was also no evidence of water elsewhere on these lots. The vegetation criterion was met because there was greater than 50 percent dominance by FAC species, but the area was determined to upland because there were no positive indicators present for hydric soils or wetland hydrology. The data collected in this area is indicative of conditions across the remainder of these lots, which slope up to the southwest and west. There were no wetlands or streams observed within 300 feet of the lots because of the dense residential development on all sides. IMPACT ASSESSMENT These lots are currently partially developed with a garage/shop on the eastern lot with groups of trees on two sides. The western lot is undeveloped except for an existing aboveground drainfield. A single-family home is proposed between the garage/shop and drainfield where maintained grass dominates. The existing onsite structures were constructed without removal of any of the existing groups of trees and because the home is proposed between the garage/shop and drainfield, there will be no removal of woody vegetation for the current proposal. Therefore, the vegetation conditions onsite will not change except where the house will be constructed (removal of the grass and weeds) and will not change the condition of any potential habitat. No-Net-Loss Assessment The single-family home will introduce a new building to the neighborhood but because the surrounding lots are fully developed, there will be no change to the habitat available to the listed species. There will also be no change to the noise levels that can affect habitat use by the listed species because of the developed conditions in this area. Stormwater generated on the developed lots will discharge into the roadside ditch along the north line. There will be no increase to the amount of stormwater onsite because of the current compacted conditions of the lots and the placement of only a single residence. Because this project proposes no change to any suitable habitat for the listed species and there will be no new impacts to habitat or critical areas , mitigation is not proposed. In our opinion, local, state, and federal regulatory agencies should agree with our determinations. However, the information contained in this report should be considered preliminary and used at your own risk until it has been approved in writing by the appropriate regulatory agencies. Habitat Management Plan 1 March 10, 2021 INTRODUCTION Ecological Land Services, Inc. (ELS) has been contracted by Bing Selvog to complete a habitat management plan (HMP) for the proposed single-family home on property at 60 Pinto Lane, Jefferson County Tax Parcel Nos. 966900076 and 966900077, in Brinnon, Washington. This property is in a portion of Section 34, Township 26 North, Range 2 West of the Willamette Meridian (Figure 1). STUDY AREA DESCRIPTION These existing platted lots are on the southeast side of Pinto Lane within the residential neighborhood of Lazy C Ranch on the west end of Brinnon (Figure 2). Both lots are currently developed with a garage/shop on the eastern lot (077) and an above-ground septic system on the western lot (076) (Photoplate 3). The remainder of the lots are composed of open maintained grounds with a line of conifer trees along the east property line, a group of large western red cedar trees at the southwest corner, and a small group of coniferous and deciduous trees at the northwest corner (Photoplates 1 and 2). The latter group of trees lies on a raised area at the northwest corner and the remainder of the lots is generally level to gradually sloping down from east to west (Photoplate 2). There is an existing access across the roadside ditch near the shared line between the lots. PROJECT PROPOSAL The two lots are partially developed with a garage/shop on the eastern lot and an aboveground drainfield on the other. A single-family home is proposed between the two existing features (Figure 3). It is positioned to allow direct connection to the existing drainfield and where vegetation removal is limited to a grassy/weedy area (Photoplate 3). None of the native woody vegetation on these lots will be removed to accommodate the home. ENVIRONMENTAL AND HABITAT CONDITIONS STATE AND FEDERALLY LISTED SPECIES AND CRITICAL HABITAT Federally listed fish, bird, and mammals within the Olympic National Park and Jefferson County were identified using the WDFW, National Oceanic and Atmospheric Administration (NOAA) Fisheries, and United States Fish and Wildlife Service (USFWS) websites and are presented in Table 1. State and federal status and presence of critical habitat are also included in the table. Golden paintbrush is listed as threatened by the WDNR and is also federally listed as threatened (USFWS 2021). JEFFERSON COUNTY CRITICAL AREA AND HABITAT MAPPING The Jefferson County Critical Area Maps viewed through the online mapping website was used to identify the presence of critical areas found within the vicinity of these lots (Figure 4). The map indicates that the lots lie within a large wetland unit and that there is a Type 3 stream to the east. However, there are no wetlands on these lots nor on the lots within this residential development. There is a stream mapped across the development to the northeast of these lots, but a stream channel was not observed in this location. There are spotted owl and marbled murrelet areas mapped offsite to the north. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 3 March 10, 2021 RESEARCH AND SITE INVESTIGATION Birds Marbled murrelet Marbled murrelets nest in mature or old-growth forests near coastlines in which the trees are at least 32 inches diameter at breast height (dbh) with a multistoried canopy, moderate to high canopy closure or an open crown canopy. Large vertical and horizontal snags are also present at various stages of decay. These birds more commonly nest in forest stands that are greater than 500 acres and less commonly nest in stands less than 100 acres. Murrelets typically utilize the largest tree in the stand for their nests. Yellow-billed cuckoo Yellow-billed cuckoos are found in deciduous forests where they forage in dense trees and shrubs. They nest in a tree or shrub usually 2 to 12 feet above the ground typically on a flimsy platform of short twigs on a horizontal branch. Streaked horned lark Streaked horned larks are found in prairie and grassland, coastal beaches, and sparsely vegetated shorelines along the lower Columbia River. This species nests and feeds in bare areas of fields and pastures. Spotted owl Spotted owls are found in low to mid-elevation mature to old growth forests with dense canopies consisting mainly of Douglas fir having several vertical layers of vegetation. They nest in trees with broken tops and other natural hollows and in old stick nests of other species. Harlequin ducks Harlequin ducks are found in fast flowing rivers during the breeding season and move to slower flowing water when with chicks. Rivers with islands or sand bars are preferred habitat for resting and they are found in rocky coastal cliffs in the winter months. They nest in holes in trees, rocky ledges, and occasionally on the ground. Plants The WDNR lists 24 sensitive, threatened, and endangered species that occur within Jefferson County (WDNR 2021). The lots for which this assessment was completed are partially developed and regularly maintained so there was no suitable habitat for the listed plant species. None of these species were observed on these lots and there was no suitable habitat noted within the residential development. Wildlife Inventory The January 2021 site visit observed no suitable habitat for the listed species as described above. There are small groupings of trees on the lots, but they do not represent part of mature or old-growth forest and include only a few deciduous trees. The research conducted for this project indicates that the lots are not within critical habitat for any of the listed species. No other wildlife species were observed on these lots during the site visit. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 4 March 10, 2021 Critical Areas Assessment The lots within this residential subdivision are mapped as containing wetlands according to the Jefferson County Critical Areas map (Figure 4). The vegetation conditions, which include maintained open land and pockets of trees, are not indicative of wetlands. Data to confirm the absence of wetlands was collected in the lowest elevation area of the lots, which is in the northeast corner where the vegetation was dominated by maintained grasses, hairy cat’s ear (Hypochaeris radicata, FACU), and creeping buttercup (Ranunculus repens, FAC). The soil profile in this area was composed of two compacted gravelly sandy loam layers. The upper 12 inches had a brown (10YR 3/2) matrix color and below 12 inches, the soil had a yellow brown (2.5Y 3/2) matrix color. Redoximorphic concentrations were not observed within either layer of the soil. Water was not present during the February 12, 2021 site visit and there was no evidence of wetland hydrology. There was also no evidence of water elsewhere on these lots. The vegetation criterion was met because there was greater than 50 percent dominance by FAC species, but the area was determined to upland because there were no positive indicators present for hydric soils or wetland hydrology. The data collected in this area is indicative of conditions across the remainder of these lots, which slope up to the southwest and west. There were no wetlands or streams observed within 300 feet of the lots because of the dense residential development on all sides. IMPACT ASSESSMENT These lots are currently partially developed with a garage/shop on the eastern lot with groups of trees on two sides. The western lot is undeveloped except for an existing aboveground drainfield. A single-family home is proposed between the garage/shop and drainfield where maintained grass dominates. The existing onsite structures were constructed without removal of any of the existing groups of trees and because the home is proposed between the garage/shop and drainfield, there will be no removal of woody vegetation for the current proposal. Therefore, the vegetation conditions onsite will not change except where the house will be constructed (removal of the grass and weeds) and will not change the condition of any potential habitat. No-Net-Loss Assessment The single-family home will introduce a new building to the neighborhood but because the surrounding lots are fully developed, there will be no change to the habitat available to the listed species. There will also be no change to the noise levels that can affect habitat use by the listed species because of the developed conditions in this area. Stormwater generated on the developed lots will discharge into the roadside ditch along the north line. There will be no increase to the amount of stormwater onsite because of the current compacted conditions of the lots and the placement of only a single residence. Because this project proposes no change to any suitable habitat for the listed species and there will be no new impacts to habitat or critical areas , mitigation is not proposed. Habitat Management Plan 1 March 10, 2021 INTRODUCTION Ecological Land Services, Inc. (ELS) has been contracted by Bing Selvog to complete a habitat management plan (HMP) for the proposed single-family home on property at 60 Pinto Lane, Jefferson County Tax Parcel Nos. 966900076 and 966900077, in Brinnon, Washington. This property is in a portion of Section 34, Township 26 North, Range 2 West of the Willamette Meridian (Figure 1). STUDY AREA DESCRIPTION These existing platted lots are on the southeast side of Pinto Lane within the residential neighborhood of Lazy C Ranch on the west end of Brinnon (Figure 2). Both lots are currently developed with a garage/shop on the eastern lot (077) and an above-ground septic system on the western lot (076) (Photoplate 3). The remainder of the lots are composed of open maintained grounds with a line of conifer trees along the east property line, a group of large western red cedar trees at the southwest corner, and a small group of coniferous and deciduous trees at the northwest corner (Photoplates 1 and 2). The latter group of trees lies on a raised area at the northwest corner and the remainder of the lots is generally level to gradually sloping down from east to west (Photoplate 2). There is an existing access across the roadside ditch near the shared line between the lots. PROJECT PROPOSAL The two lots are partially developed with a garage/shop on the eastern lot and an aboveground drainfield on the other. A single-family home is proposed between the two existing features (Figure 3). It is positioned to allow direct connection to the existing drainfield and where vegetation removal is limited to a grassy/weedy area (Photoplate 3). None of the native woody vegetation on these lots will be removed to accommodate the home. Golden paintbrush is listed as threatened by the WDNR and is also federally listed as threatened (USFWS 2021). JEFFERSON COUNTY CRITICAL AREA AND HABITAT MAPPING The Jefferson County Critical Area Maps viewed through the online mapping website was used to identify the presence of critical areas found within the vicinity of these lots (Figure 4). The map indicates that the lots lie within a large wetland unit and that there is a Type 3 stream to the east. However, there are no wetlands on these lots nor on the lots within this residential development. There is a stream mapped across the development to the northeast of these lots, but a stream channel was not observed in this location. There are spotted owl and marbled murrelet areas mapped offsite to the north. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 3 March 10, 2021 RESEARCH AND SITE INVESTIGATION Birds Marbled murrelet Marbled murrelets nest in mature or old-growth forests near coastlines in which the trees are at least 32 inches diameter at breast height (dbh) with a multistoried canopy, moderate to high canopy closure or an open crown canopy. Large vertical and horizontal snags are also present at various stages of decay. These birds more commonly nest in forest stands that are greater than 500 acres and less commonly nest in stands less than 100 acres. Murrelets typically utilize the largest tree in the stand for their nests. Yellow-billed cuckoo Yellow-billed cuckoos are found in deciduous forests where they forage in dense trees and shrubs. They nest in a tree or shrub usually 2 to 12 feet above the ground typically on a flimsy platform of short twigs on a horizontal branch. Streaked horned lark Streaked horned larks are found in prairie and grassland, coastal beaches, and sparsely vegetated shorelines along the lower Columbia River. This species nests and feeds in bare areas of fields and pastures. Spotted owl Spotted owls are found in low to mid-elevation mature to old growth forests with dense canopies consisting mainly of Douglas fir having several vertical layers of vegetation. They nest in trees with broken tops and other natural hollows and in old stick nests of other species. Harlequin ducks Harlequin ducks are found in fast flowing rivers during the breeding season and move to slower flowing water when with chicks. Rivers with islands or sand bars are preferred habitat for resting and they are found in rocky coastal cliffs in the winter months. They nest in holes in trees, rocky ledges, and occasionally on the ground. Plants The WDNR lists 24 sensitive, threatened, and endangered species that occur within Jefferson County (WDNR 2021). The lots for which this assessment was completed are partially developed and regularly maintained so there was no suitable habitat for the listed plant species. None of these species were observed on these lots and there was no suitable habitat noted within the residential development. Wildlife Inventory The January 2021 site visit observed no suitable habitat for the listed species as described above. There are small groupings of trees on the lots, but they do not represent part of mature or old-growth forest and include only a few deciduous trees. The research conducted for this project indicates that the lots are not within critical habitat for any of the listed species. No other wildlife species were observed on these lots during the site visit. Bing Selvog-60 Pinto Lane Ecological Land Services, Inc. Habitat Management Plan 4 March 10, 2021 Critical Areas Assessment The lots within this residential subdivision are mapped as containing wetlands according to the Jefferson County Critical Areas map (Figure 4). The vegetation conditions, which include maintained open land and pockets of trees, are not indicative of wetlands. Data to confirm the absence of wetlands was collected in the lowest elevation area of the lots, which is in the northeast corner where the vegetation was dominated by maintained grasses, hairy cat’s ear (Hypochaeris radicata, FACU), and creeping buttercup (Ranunculus repens, FAC). The soil profile in this area was composed of two compacted gravelly sandy loam layers. The upper 12 inches had a brown (10YR 3/2) matrix color and below 12 inches, the soil had a yellow brown (2.5Y 3/2) matrix color. Redoximorphic concentrations were not observed within either layer of the soil. Water was not present during the February 12, 2021 site visit and there was no evidence of wetland hydrology. There was also no evidence of water elsewhere on these lots. The vegetation criterion was met because there was greater than 50 percent dominance by FAC species, but the area was determined to upland because there were no positive indicators present for hydric soils or wetland hydrology. The data collected in this area is indicative of conditions across the remainder of these lots, which slope up to the southwest and west. There were no wetlands or streams observed within 300 feet of the lots because of the dense residential development on all sides. IMPACT ASSESSMENT These lots are currently partially developed with a garage/shop on the eastern lot with groups of trees on two sides. The western lot is undeveloped except for an existing aboveground drainfield. A single-family home is proposed between the garage/shop and drainfield where maintained grass dominates. The existing onsite structures were constructed without removal of any of the existing groups of trees and because the home is proposed between the garage/shop and drainfield, there will be no removal of woody vegetation for the current proposal. Therefore, the vegetation conditions onsite will not change except where the house will be constructed (removal of the grass and weeds) and will not change the condition of any potential habitat. No-Net-Loss Assessment The single-family home will introduce a new building to the neighborhood but because the surrounding lots are fully developed, there will be no change to the habitat available to the listed species. There will also be no change to the noise levels that can affect habitat use by the listed species because of the developed conditions in this area. Stormwater generated on the developed lots will discharge into the roadside ditch along the north line. There will be no increase to the amount of stormwater onsite because of the current compacted conditions of the lots and the placement of only a single residence. Because this project proposes no change to any suitable habitat for the listed species and there will be no new impacts to habitat or critical areas , mitigation is not proposed.
