IN THE MATTER OF DESIGNATING THE NEW }
CRITICAL INFORMATION TECHNOLOGY }
ROOM A "SPECIAL FACILITY" } RESOLUTION NO. 5 3 2 2
WHEREAS, Jefferson County is required to comply with public works bidding laws adopted by
the State of Washington and it is critical to the ongoing technical management of county operations and
provision of public services that uninterrupted access to Jefferson County's information technology
infrastructure and data be provided; and
WHEREAS, existing County information technology infrastructure has been deemed inadequate
for emergency situations including the loss of power and a county server facility migration to a more
secure facility has been deemed an urgent and essential capital project for the County to complete; and
WHEREAS, chapter 39.04.280 of the Revised Code of Washington (RCW) provides for
exemptions from competitive bidding requirements for purchases involving "special facilities"; and
WHEREAS, the County Central Services Department recommends that the Board of County
Commissioners designate the new Critical Information Technology Room located in the Jefferson
County Sheriff's Administration Building as a "Special Facility" in accordance with RCW 39.04.280
due to the essential nature of information technology housed therein in both emergency and non -
emergency situations; and
WHEREAS, the existing county server technology has proven vulnerable to power interruptions
and other unforeseen events that hinder essential county services from effective delivery; and
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners
hereby designates the County `Critical Information Technology Room' at the Jefferson County Sheriff's
Office as a "Special Facility" in accordance with RCW 39.04.280; and
BE IT FURTHER RESOLVED, that the Board of Commissioners directs the County
Administrator to complete the necessary work to ensure a seamless transition of information technology
support to Jefferson County and to effectuate the full operation of the Critical Information Technology
Room as soon as possible.

RE: Resolution — In the Matter of Designating the New County Critical
Information Technology Room a "Special Facility"
STATEMENT OF ISSUE: The Central Services Department is requesting that the Board of
County Commissioners designate the new County Critical Information Technology Room
located at the Port Hadlock Sheriffs Department Administration Building as a "Special
Facility" (in accordance with Revised Code of Washington Chapter 39.04.280) This
designation will exempt it from standard competitive bidding rules. This is required because of
the unique and sensitive nature of the facility and the urgency associated with completing the
work.
Currently, the county's server equipment is housed in the County Courthouse — a building with
known vulnerabilities: it is not seismically survivable; it has no generator back-up power, etc.
This was exemplified by the loss of critical county information systems during the recent
windstorm, which complicated the county's response to the weather emergency.
Approving this designation will also enable county staff to quickly resolve future problems
associated with the facility.
ANALYSIS: We have received a reasonable bid from Frederickson Electric, Inc. to rewire
the Sheriff's Administration Building to accommodate the new IT facility's power
requirements and will be bringing a contract to the Board for consideration should this request
be approved.
FISCAL IMPACT: Not Applicable
RECOMMENDATION: Approve and sign the attached resolution designating the new
County Critical Information Technology Room a "Special Facility" (RCW 39.04.280).
