Aumock, Consulting International Fire Code Plans Examiner and Fire Code Inspector Dt: 05 September 2020 Re: BLD20-0447 & 448: Fire Alarm System AES Radio to monitor existing FACP's, 3804 Hastings Ave. Port Townsend, APN 001 071 001, 005, & 007, “Newport Academy” Cc: Morgan Bruneau, Community Development Technician This plans examiner is in receipt of the permit application and specification documentation for the above- referenced permit application numbers from your office. The above-referenced proposal was reviewed by this plans examiner for compliance with the International Fire Code [I.F.C.], 2015 Edition with any applicable Washington State W.A.C. 51-54 Amendments, and N.F.P.A. 72, 2019 Edition, National Electrical Code 70. The following constitutes this plans examiner findings and determinations based upon the plans of record submitted. Findings, Determinations, and Requirements: 1. The fire alarm system addition of FACP monitoring for two individual buildings is found designed by a licensed alarm technician using the provisions of National Fire Code 72 and related sections. 1.1 The submittal meets the criteria required from I.F.C. Section 907.1.2. 2. The component specifications indicate that all are listed and approved for the purpose for which they are to be installed. [I.F.C. 907.1.3] 3. The proposed installation is an owner option for two existing facilities. 4. The designer, installer has the proper State certification, dating to September 30, 2020. 4.1 The fire alarm system shall be installed by a licensed fire alarm technician, using the provisions of National Fire Code 72 [N.F.P.A.72], National Electrical Code [N.F.P.A.70], and I.F.C. Section 907.6, and product manufacturer specifications. 5. The “Fire Alarm System Secondary Battery-set Calculation Worksheet” "Total Capacity [Amp- Hours]” meets the product specification sheet "Recharge Capability” acceptable range requirements. 5.1 The F.A.C.P. monitors back-up batteries [secondary power supply] shall be labeled for date of installation. 6. The fire alarm system shall be formally tested, and have final inspection in the presence of a County inspector. [I.F.C. Section 907.7] 7. A formal "Record of Completion" report shall be provided for this system after satisfactory acceptance testing, and copy filed with the permit files at the County Department of Community Development. [I.F.C. Section 907.7.2]. 8. Operating, testing, and maintenance instructions and equipment specifications of the completed installation shall be provided on-site. [I.F.C. 907.7.3] 9. The building owner shall be responsible to maintain the fire and life safety systems in an operable condition at all times, based upon N.F.P.A. minimum intervals. 9.1 Service personnel shall meet the qualification requirements of N.F.P.A. 72 for maintaining, inspecting and testing such systems. 9.2 A written record shall be maintained and shall be made available to the County Fire Code Official or his/her designee. [I.F.C. Section 907.8] Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this proposal. It is the recommendation of this plans examiner that the permit applications be approved subject to the aforesaid requirements. 1 hour time was logged for staff communications, plans review, report preparation, and submittal of this material.
