Roll Call and Introductions – Bart Kale, Chair (0:01:04) Committee Members Present: Bart Kale, Chair & Citizen at Large Greg Brotherton, County Commissioner Lisa Crosby, District #1 Tracy Grisman, District #1 Tim Deverin, District #3 Bliss Morris, Alternate, City of Port Townsend Glenn Gately, Conservation District Alysa Thomas, Skookum Brian Tate, Waste Connection Committee Members Absent Jenifer Taylor, District #2 (joined after quorum count taken) Staff Present Al Cairns, Solid Waste Manager Justin Miskell, Solid Waste Operations Coordinator Chris Spall, Public Works Support Staff Laura Tucker, Public Health, Education and Outreach Guests/Visitors: David Pater, WA State Dept. of Ecology, Charles Law, Victor O. Okereke, Vikek Environmental Engineering Quorum Determination: There is a quorum. (0:02.40) Public Comment: Comments on sewer sludge used to make compost. (0:02.52) Approval/Correction of Draft Minutes for 12/02/2021, 01/20/2022, and 05/26/2022 meetings. (0:09:27) Tim moved, Tracy seconded, and motion carried to approve these minutes with a correction to the May 26, minutes. Correspondence received for discussion: None Committee Reports – No standing committees at this time (0:13:02) Staff reports Justin is working with PUD to extend Fiber to Scale house at Transfer Station (0:13:10) OLD BUSINESS 1. Facility Replacement Planning Process (0:15:38) Information about task force kickoff meeting and introduction of Victor Okereke, consultant for the project. 2. CROP (0:23:36) Laura Tucker talked about CROP Solutions and the outreach she’s been doing. NEW BUSINESS 1. Election of SWAC Chair and Vice Chair (0:33:00) These positions have a one-year term limit with a one-year renewal option. Time to elect a new Chair and Vice-Chair. Lisa Crosby was nominated and unanimously approved as Chair, and Tracy Grisman was nominated and unanimously approved as Vice-Chair. These role changes take effect at the conclusion of this meeting. 2. Partner Updates (0:41:07) a. Skookum (Alysa Thomas) – Lisa is traveling and listening in, but unable to respond at this time. b. Waste Connections/Olympic Disposal (Brian Tate) – No updates. Taking notes to pass on to Chad. c. City solid waste/recycling/composting (Bliss Morris) Nothing to bring before SWAC. d. A.I.R.E. program (Tracy Grisman) – Pilot program started in June. Crew is helpful and welcoming. Working out really well. Eye opening as to what is being dumped. Coming up with creative ideas to bring up issues of waste. 3. Future Agenda Items (0:49:27) • Cascade Community Connections as a guest at next SWAC meeting. • Part of scope of work for Facility Replacement Planning is to visit newer facilities on east side. • After kickoff meeting, determine when SWAC would like briefings on Facility Replacement planning process. • Diversity, equity, and inclusion and how it should factor into Facility Replacement Planning Process and future revisions to the Solid Waste Management Plan (SWMP).
