Biden Administration Announces Six-Week Campaign to Get More Americans their Updated COVID-19 Vaccine Before End of the Year

With winter and holiday gatherings right around the corner, more Americans getting their updated vaccine will help avoid thousands of preventable COVID-19 deaths. This week, the Biden
Administration announced a six-week campaign through the end of the year urging Americans to get their updated COVID-19 vaccine. The six-week campaign will focus on reaching seniors
and the communities that were hardest hit by COVID-19 by making it even more convenient to get vaccinated and increasing awareness through paid media.
Making it even more convenient to get vaccinated – particularly for seniors and communities most impacted: Over 70,000 locations are offering the updated COVID-19 vaccines, and the Department
of Health and Human Services (HHS) has taken steps this month to expand to even more locations, including mobile settings and sites in rural and remote areas, through more flexible
ordering options for providers.
Hundreds of pop-up vaccination clinics to make it even easier for people to get their updated COVID-19 vaccines before the end of the year: National and local organizations, state and
local health departments, K-12 school districts and higher education institutions, and pharmacies will continue to host pop-up vaccination clinics in urban and rural communities.
Activating the health care workforce to highlight vaccinations and treatments for older Americans: This week, a coalition of the nation’s leading medical societies <https://whitehouse.us10.list-manag

and trust – to use every interaction with patients as an opportunity to make strong recommendations to get vaccinated against COVID-19, educate and answer questions about prevention
and treatment options, and where feasible, provide vaccination.
Reaching people with facts and information about the updated COVID-19 vaccines through paid media: HHS’s We Can Do This public education campaign is airing TV and digital ads during
the World Cup, as well as ads focused on reaching adults 50+ for Black, Latino, Asian Americans, Native Hawaiians and Pacific Islanders (AANHPI), American Indian and Alaska Native (AI/AN)
and rural audiences.

Biden-Harris Administration Continues Fight for Student Debt Relief for Millions of Borrowers, Extends Student Loan Repayment Pause

This week, the U.S. Department of Education announced an extension of the pause on student loan repayment, interest, and collections to June 30, 2023.
The extension will alleviate uncertainty for borrowers as the Biden-Harris Administration asks the Supreme Court to review the lower-court orders that are preventing the Department from
providing debt relief for tens of millions of Americans. Payments will resume 60 days after the Department is permitted to implement the program or the litigation is resolved, which
will give the Supreme Court an opportunity to resolve the case during its current Term. If the program has not been implemented and the litigation has not been resolved by June 30,
2023 – payments will resume 60 days after that.
“Callous efforts to block student debt relief in the courts have caused tremendous financial uncertainty for millions of borrowers who cannot set their family budgets or even plan for
the holidays without a clear picture of their student debt obligations, and it’s just plain wrong,” said U.S. Secretary of Education Miguel Cardona. “I want borrowers to know that the
Biden-Harris Administration has their backs and we’re as committed as ever to fighting to deliver essential student debt relief to tens of millions of Americans."

This week, the White House Council on Environmental Quality (CEQ) launched version 1.0 of the Climate and Economic Justice Screening Tool (CEJST) <https://whitehouse.us10.list-manage.com/track/click?
u=f620288bb41dd81f9c715ef4d&id=2113ddb60e&e=1b00b68fe6> , an essential step in implementing President Biden’s Justice40 Initiative and ensuring that the benefits of Federal programs
are reaching communities that are overburdened by pollution and historic underinvestment.

identify communities that can benefit from the Justice40 Initiative.
“Every community, regardless of zip code, should have clean water to drink, healthy air to breathe, and protection from extreme climate events,” said CEQ Chair Brenda Mallory. “The Climate
and Economic Justice Screening Tool identifies communities that have faced historic injustices and have borne the brunt of pollution so we can ensure they’re some of the first to see
the benefits of climate action. This is a major step toward meeting President Biden’s environmental justice goals and forging a better, cleaner future for all.”

Biden-Harris Administration Announces $550 Million in Clean Energy Funding to Benefit and Lower Costs for More than 250 Million Americans

The Biden-Harris Administration, through the U.S. Department of Energy (DOE), released a Notice of Intent <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=60743bc1
a4&e=1b00b68fe6> announcing $550 million to support community-based clean energy in state, Tribal, and local governments — serving more than 250 million Americans. This investment in
American communities, through the Energy Efficiency and Conservation Block Grant (EECBG) Program, will support communities across the country to develop local programming and deploy
clean energy technologies to cut emissions, reduce consumers’ energy costs, and help meet President Biden’s goal of a net-zero economy by 2050.
“This funding is a streamlined and flexible tool for local governments to build their clean energy future,” said U.S. Secretary of Energy Jennifer M. Granholm. “State, local, and Tribal
communities nationwide will be able to leverage this funding to drive greater energy efficiency and conservation practices to lower utility bills and create healthier environments for
American families.”
The $550 million made available through the Bipartisan Infrastructure Law (BIL) represents the second time that the EECBG Program has been funded, the first of which was through the
American Recovery and Reinvestment Act of 2009. With this most recent funding, communities can build on prior investments and leverage additional clean energy funding from DOE, other
federal agencies, and the private sector to achieve sustained impacts that can put their communities on a pathway to decarbonization.
Through the EECBG Program and the Office of State and Community Energy Programs (SCEP), DOE will support the many diverse state, local, and tribal communities across the U.S. as they

The Federal Communications Commission Publishes Draft Broadband Availability Map

The Federal Communications Commission (FCC) announced the publication of a first draft of the National Broadband Map <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&i
d=c668e8476a&e=1b00b68fe6> showing fixed and mobile broadband availability data submitted by internet service providers through the Commission’s Broadband Data Collection (BDC). The
new National Broadband Map displays location-level information and is the most comprehensive, granular, and standardized data the Commission has ever made available on broadband availability.
The new National Broadband Map <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=505cdef8f5&e=1b00b68fe6> will be the most detailed data on broadband
availability the FCC has ever collected or released. The map displays location level information about the mass-market internet services available across the United States, as reported
by Internet Service Providers (ISPs) to the FCC. The broadband availability data displayed on the map reflects services available as of June 30, 2022.
Unlike previous FCC broadband availability maps, consumers, state, local, and Tribal governments, service providers, and other entities can now dispute the data submitted by providers
and contribute to an ongoing effort to improve the accuracy of the map. Stakeholders can now file challenges to the fixed and mobile broadband availability data shown. In addition,
consumers may begin to submit corrections, in the form of individual challenges, to the location data in the Broadband Serviceable Location Fabric <https://whitehouse.us10.list-manage.com/track/clic
k?u=f620288bb41dd81f9c715ef4d&id=ecadaa3f8a&e=1b00b68fe6> , a dataset that includes all locations in the United States and Territories where fixed broadband internet access service has

Affordable Connectivity Program Update
Federal Communications Commission (FCC) Chairwoman Jessica Rosenworcel announced that on Thursday, November 10th, the FCC released the ACP Outreach Grant Program Notice of Funding Opportunity
(NOFO). The NOFO provides up to $60 million for the National Competitive Outreach Program and $10 million for the Tribal Competitive Outreach Program. Eligible applicants must submit
applications for both programs by January 9, 2023, 11:59 p.m. EST. The FCC will follow up with a separate NOFO on November 21, 2022 for the Your Home, Your Internet and ACP Navigator
Pilot grant programs which will provide funding at $5 million per pilot program, for a total of $10 million.

The U.S. Commission on Civil Rights Seeks Applicants Bipartisan State Advisory Committees
The U.S. Commission on Civil Rights seeks applicants for its bipartisan State Advisory Committees, who serve as the Commission’s eyes and ears on the ground across the country, investigating
and researching civil rights issues specific to their jurisdiction. The Commission is especially interested in appointing individuals who have a demonstrated interest in civil rights,
voting rights, and the equal protection of the law in the administration of justice. Applicants do not have to be attorneys. Rather we seek individuals who can approach these issues
from diverse personal and professional experiences and from various points of view.

changes at the national, state or local levels.
Recent examples where reports were cited as a source for such changes include reports calling for digital equity in Maine, excessive use of force by law enforcement in Washington State,
and remote learning and equity in education in Nevada . In addition to legislators, civil rights advocates frequently use Advisory Committee reports as a resource to make change on
national, state and local levels.

Equity in Infrastructure Pledge
A key focus for the Administration to date has been to leverage federal spending, including through procurement, to build wealth in underserved communities. In June 2021, on the centennial
of the Tulsa Race Massacre, the President announced a new goal to increase the share of federal contract spend by 50 percent—by 2025, and since then the Administration has rolled out
a series of new policies and management practices to help us get there.
The Bipartisan Infrastructure Law offers a massive opportunity to accelerate our efforts. In July, as part of a set of announcements focused on equitable contracting under the Bipartisan
Infrastructure Law, the Biden-Harris Administration called upon BIL grantees to sign the Equity in Infrastructure Project (EIP) “Pledge.”
Under the Pledge, signatories commit to increase prime contracting opportunities for underserved businesses, streamline processes for obtaining necessary DBE certifications, improve
payment times, and expand access to financing to help underserved businesses meet infrastructure contracts.

Thanks to the American Rescue Plan and the Inflation Reduction Act, both signed into law by President Biden, a majority of people continue to have access to affordable premiums that
help lower costs for families. Four out of five customers will be able to find plans for $10 or less per month after tax credits.

The White House Internship Program (WHIP) application period for the Summer 2023 White House Internship Program is open from now until Monday, November 28th at 11:59pm ET.

The 2023-2024 White House Fellowship Application is Open!

The application for the 2023-2024 White House Fellowship is now open. The application is available as of November 1, 2022, and will remain open until January 6, 2023, at 5:00 p.m. ET.
This week, Rose Vela, Director of the President’s Commission on White House Fellows, announced the opening of the application season for the 2023-2024 White House Fellowship year: “This
uniquely non-partisan program has a distinguished legacy that reaches back more than half a century, and we hope that Americans with a passion for leadership and public service will
take a look at the website, examine the criteria, and consider applying – or urge others to consider applying.”
The 2023-2024 White House Fellowship program year will begin in August 2023, and conclude in August 2024. All applicants must be United States citizens, and must have completed their
undergraduate education. With the exception of active duty military personnel, Federal Government employees are not eligible to apply.
