ZON2022-00026 - HOSPITALITY ESTABLISHMENT – TRANSIENT RENTAL PROJECT LOCATION:
Parcel #: 963303104; IRVING PARK ADDITION BLK 31 TAX 70 W/PTN S/VAC STS; Section 17 - Township 30N - Range 1W; 142 Ash Loop, Port Townsend, WA 98368.
CONDITIONS:
1.) This approval is for a Short Term Transient Rental (less than 30 days) located at 142 Ash Loop only. Any future
permits on this site are subject to review for consistency with applicable codes and ordinances and does not
preclude review and conditions, which may be placed on future permits. 2.) The life-safety review for this transient rental permit is limited to basic fire life safety relating to 911 locator
consistency, handrails, guardrails, egress, exterior safety lighting, and smoke & carbon monoxide detection & warning sufficiency. It is impossible for the transient rental permit to be an exhaustive review of all potential life/safety issues. 3.) A minimum of three parking spaces shall be provided and permanently maintained for the transient rental.
4.) No outdoor advertising signs are allowed. 5.) The septic system is permitted for 3 bedrooms. Maximum guest occupancy is 6 guests. Use of other rooms for
sleeping or additional guests will exceed the design capacity of the septic system and cause premature failure
of the septic system. Any additional guests will be considered a violation to this permit approval. 6.) The transient rental shall be operated in a way that will prevent unreasonable disturbances to area residents. 7.) Transient accommodations must meet all local and state regulations, including those pertaining to business
licenses and taxes. 8.) No food service allowed. The applicant is approved for the vacation rental only and did not apply to provide
prepared meals for customers and no approval for such has been granted with this application. Applicant must make application to the food safety program if preparation and service of food is proposed. 9.) Jefferson County provides no oversight or review of potable water for hospitality permit applications. 10.) The Administrator finds that this application complies with applicable provisions of the Unified Development
Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 11.) The proposal is to use an existing residence as a transient rental. The applicant is not proposing to create or
add any impervious surface and the proposal will not result in any land disturbing activities.
12.) Jefferson County determined that this proposal is categorically exempt from review under the State
Environmental Policy Act (SEPA) pursuant to WAC 197 11 800(6)(b). 13.) The detatched garage will not be accessible to the renters.
FINDINGS:
1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) Jefferson County Department of Community Development reviewed the application and the county GIS

mapping system for the presence of critical areas and concluded that the property DOES NOT contain critical areas. However, future proposals will be subject to a new critical area review and conditions may be added if
critical areas are found on the property.
3.) The revised site plan as submitted on August 12, 2022 has been reviewed for consistency under the UDC, and
has been approved by Jefferson County Department of Community Development. Any modifications, changes,
and/or additions to the stamped, approved site plan dated August 15, 2022 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 4.) The parcel has been designated as Rural Residential 5 under the Jefferson County Comprehensive Land Use
Map. APPEALS:
Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one (21) calendar days of the date of issuance of this land use decision. For more information related to judicial appeals see JCC 18.40.340.
