You will submit a Master Land Use Application Form in conjunction with this supplemental application. The Administrator may require additional measures as indicated by the environmental review or other site plan review. For projects that involve a building or land use permit, stormwater review will occur as part of your overall application review. A stand alone stormwater management permit is required for clearing and grading activities exceeding 7,000 sq/ft that do not involve a building permit or other land use approval (ie. preparing land for future construction, clearing for speculative purposes, etc.). A stormwater management permit is required for the following activities: x All grading of 500 cubic yards or more; except for those activities exempted under JCC 18.30.070(5) x All clearing and grading activities within environmentally sensitive areas as defined within 18.22 of the JCC; x Land-disturbing activities of 7,000 square feet or more; or x Creation of 2,000 square feet or more of impervious surface Exempt Grading Activities The following activities are exempt from the requirements for a stormwater management permit (if located outside of an environmentally sensitive area) under the provisions of 18.30.070 of the JCC: x Maintenance of gravel roads; x A SEPA-exempt residential driveway; x Construction of a Class I-III logging road (per RCW 76.09.050 and WAC 222); x Construction of drainage improvements in accordance with the JCC; or x Construction of a pond of one-half acre or less which is not in a regulated wetland. Stormwater Disposal Policy Along Marine Shorelines Pursuant to JCC 18.22.130(2) all new development activity, including single-family residential construction, located on Marrowstone Island, Indian Island and within 500 feet of any marine shoreline is required to infiltrate stormwater runoff onsite, to the maximum extent practicable. This provision is intended to prevent seawater from intruding into underground aquifers, reduce non-point source pollution to marine waters, and reduce the potential for shoreline erosion due to tightline failure. This provision is interpreted as establishing a hierarchy in which the first and best alternative is on-site infiltration using drywells or other methods, the second best alternative is upland off-site disposal, and the least preferred alternative is direct discharge into marine waters through a stormwater tightline. In order to utilize the least preferred alternative, a stormwater tightline discharging directly into marine waters, applicants must demonstrate through a geotechnical or similar report prepared by a licensed professional that both on-site infiltration and upland off-site disposal are not practicable or feasible. The report must include cost figures for comparison. DCD RECEIVED 5/12/2022 G:\PermitCenter\###FORMS###\DRD\Stormwater\stormwater mgmt permit_FINAL.doc REV. 10/20/2014 Page 2 Please note that if a stormwater runoff tightline that terminates at or near the marine shoreline is allowed to be included in a development application, review under the Jefferson County Shoreline Master Program, the State Environmental Policy Act (SEPA) and other agency approvals (such as Hydraulic Project Approval from the Department of Fish and Wildlife) may be required as well. A Joint Aquatic Resources Permit Application (JARPA) form would need to accompany any permit application which includes a stormwater tightline at or below the ordinary high water mark. Criteria Prior to issuance of a stormwater management permit, the applicant shall submit a Master Land Use Application (MLA) and the required stormwater management plans to the Administrator for review and approval. The development definitions, criteria and thresholds for determining stormwater management plan requirements from the adopted Stormwater Management Manual (SMM) are found in 18.30.070 of the JCC. This includes minimum requirements and thresholds for developing a: x Small Parcel Erosion and Sediment Control Plan; x Large Parcel Erosion and Sediment Control Plan; x Permanent Stormwater Quality Control Plan (PSQC) Process The Administrator of the Department of Community Development will issue the stormwater management permit consistent with a Type I (administrative) permit process only upon a finding that the proposed use or activity meets all applicable requirements of 18.30.060 and 18.30.070, and any other applicable requirements of the JCC. This information may also be provided on other diagrams, plans, studies, or attachments submitted with the project application. If so, please indicate such on this permit application. The Administrator may waive specific submittal requirements determined to be unnecessary for review of the application. 1. Source of fill material and deposition of excess material. 2. Physical characteristics of fill material: 3. Proposed methods of placement and compaction consistent with the applicable standards in the International Building Code. 4. Proposed surfacing material. 5. Proposed method(s) of drainage and erosion control. 6. Methods for restoration of the site. 7. Demonstrate that instream flow of water will remain unobstructed. 8. Demonstrate that erosion and sedimentation from outflow channels will be minimized by vegetation or other means, and demonstrate that pond runoff will be controlled to protect adjacent property damage. Preserve Vegetation/Mark Clearing Limits prior to clearing — Only minimal clearing of grass, brush and sod is needed to accommodate the proposed driveway construction footprint. Avoid excessive clearing beyond the proposed driveway base. Stockpile removed sod and topsoil for post- construction restoration. 2. Establish Construction Access The proposed driveway approach via neighboring 415 Gybe Ho Rd will also serve as construction access. A vehicle de-mudding area for trucks preparing to leave the site shall be provided. 3. Control Flow Rates – Any existing concentrated surface flows identified during construction shall remain undisturbed. Stormwater run-off shall remain dispersed throughout the site. 4. Install Sediment Controls -- Prevent sediment transport from the driveway construction site into healthy wetlands. Provide silt barrier(s) as needed during seasons with potential rainfall. Construction during the dry season may not require highly robust sediment controls outside of the proposed wetland crossing, where silt barriers immediately downhill from the driveway construction area shall be provided. Existing 100 ft vegetated flow paths downhill of proposed clearing area should serve to attenuate and treat dispersed stormwater. 5. Stabilize Soils -- Stabilize temporarily exposed soils by hand-watering and establishing living cover with grass and ground-covering vegetation as quickly as possible. Hand-water soil piles as needed during dry season. Divert stormwater discharges away from soil piles during wet season. 6. Protect Slopes -- Not Applicable. 7. Protect Drain Inlets -- Not Applicable. 8. Stabilize Channels and Outlets -- No disturbances close to channels are proposed. 9. Control Pollutants -- Prevent discharge or release of all pollutants, including motor oil and other chemicals used during construction. Instruct all personnel regardiung this policy. 10. Control De-Watering -- Not applicable for this site; no dewatering expected. 11. Maintain BMPs -- All Temporary Erosion & Sedimentation Control Features must be inspected regularly, and maintained & repaired as needed. Maintain downhill vegetated buffers. 12. Manage The Project -- Assess conditions regularly and adjust construction stormwater management features as needed. 13. Protect Low Impact Development BMPs -- Avoid unnecessary ground disturbances.
