Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 002284035. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 5 acres (RR1:5). This is a non-conforming lot and is 3.21 acres. Legal Lot of Record Status: This parcel maintains the same legal description in all deeds dating back to 1983. The parcel is made up of two legal descriptions per bank requirements for lending because the parcel is in two sections. This was confirmed with the Jefferson County Assessor’s Office. Review of all deeds and parcel history indicates that this parcel was not separated and remains as one as required by subdivision code with the current zoning. Several county approvals have been made on this property including a detached garage (BLD2001-00269), single-family residence (BLD2002-00294), and a revision of a garage into an ADU (BLD2022-00288) and associated septic systems (SEP1994-00269 and SEP2022-00066). Critical Areas: Critical Aquifer Recharge Area (CARA) CARA: No impacts from CARA to the proposed revision to approved BLD2022-00288. Required Reports: None Stormwater permitting: The stormwater proposal must comply with the 2019 Stormwater Management Manual for Western Washington. Infiltration is likely infeasible on the site, as soils do not support required drainage rates. Next Steps: Follow up with assigned project planner H.
