HomeMy WebLinkAboutSDR2022-00036 Site Development Review 802362015JEFFERSON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street | Port Townsend, WA 98368 360-379-4450 | email: dcd@co.jefferson.wa.us http://www.co.jefferson.wa.us/260/CommunityDevelopment SITE DEVELOPMENT REVIEW Per Ordinance No: 09-10033-22 and Jefferson County Code (JCC) 18.40.440, site development review (SDR) process will provide owners and developers of land an assessment of site requirements for development of a parcel. Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 802362015. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 5 acres (RR1:5). This is a conforming lot and is 5.041 acres. A boundary line adjustment was done in 2017 under MLA17-00053 / SUB2017-00010. Legal Lot of Record Status: This parcel is a legal lot of record under previous county approval of a boundary line adjustment in 2017. The parcel is also conforming to current zoning. Critical Areas: Category III Sloped Wetland (Wetland B), Category 2 Riverine Wetland (Wetland A), Fish Habitat Stream, Seismic Hazard, Slight Landslide Hazard, Susceptible Aquifer Recharge Area Wetlands: A wetland determination letter was submitted in conjunction with the associated septic permit, SEP2017-00188 on August 7, 2019. This report clarifies and corrects findings from a report completed and submitted in January 2018. The August 7, 2019 report completed by Marine Surveys & Assessments was verified onsite and via report by County Wetland Biologist, Donna Frostholm on June 19, 2019 and the report reviewed August 22, 2019. There are two wetlands present onsite, identified in the wetland report. Wetland A is located on the other side of Leland Valley Road W, which is opposite site of proposed development envelope. Wetland A is functionally isolated from the proposed development via Leland Valley Road W and therefore the buffer does not apply to this development proposal. Wetland B is located near the proposed development and holds a 140-foot buffer. All development must maintain the regulated wetland buffers and they must be maintained in natural, unaltered condition. The wetland report is valid until August 7, 2024 per Jefferson County Code (JCC) 18.22.905. If development is proposed after this date, an updated or amended report will be required. Streams: There is a mapped fish habitat stream on the parcel segregated from proposed development by Leland Valley Road W, the stream is completely within the wetland and its buffer and is functionally isolated by the road from the development. 2 Seismic Hazard and Slight Landslide Hazard: The property has a mapped seismic hazard that is consistent with the wetland boundaries. Development is proposed over 150 feet from the seismic hazard. Slight landslide hazards are not regulated under the current critical areas ordinance, Jefferson County Code (JCC) 18.22 Article V. The development is also about 100 feet from the mapped slight landslide hazard. No geotechnical report for the current proposal is required. If any development occurs in the seismic hazard, a geotechnical report will be required. This is unlikely because this area is also protected by the Class II wetland (Wetland A) and associated buffer. Stormwater permitting: The stormwater proposal must comply with the 2019 Stormwater Management Manual for Western Washington. Infiltration is likely infeasible on the site, as soils do not support required drainage rates. Next Steps: Apply for building permit.
