HomeMy WebLinkAboutSDR2022-00088 Site Development Review 901101039JEFFERSON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street | Port Townsend, WA 98368 360-379-4450 | email: dcd@co.jefferson.wa.us http://www.co.jefferson.wa.us/260/CommunityDevelopment SITE DEVELOPMENT REVIEW Per Ordinance No: 09-10033-22 and Jefferson County Code (JCC) 18.40.440, site development review (SDR) process will provide owners and developers of land an assessment of site requirements for development of a parcel. Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 901101039. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 20 acres (RR1:20). This is a conforming lot and is 43.10 acres. Legal Lot of Record Status: This parcel was platted under a binding site plan, Evergreen Coho Escapee Resort Recreational Vehicle Park. The plat was recorded on September 9, 1990 under Auditor’s File Number 343410. This parcel under the binding site plan has not changed since platted and remains a legal lot of record because it was platted after August 11, 1969. Critical Areas: Seismic Hazard, Nitrogen BMP Area, SARPA + SUSC Critical Aquifer Recharge Area, Mapped Non-Fish Stream Stream: There is a mapped non-fish habitat stream crossing through the middle of the parcel. It is evident by ground conditions and existing impervious surface that the stream does not exist in the manner mapped. Lidar imagery, US topography maps, and contours were evaluated. It appears if the stream does exist, it would border on the west parcel boundary. If a stream does exist, all new development must adhere to required 50-foot buffers and any septic repairs within this buffer must address the required criteria in Jefferson County Code (JCC) 18.22.230(4)(d) and (5). Seismic Hazard: There is a seismic hazard mapped on the eastern portion of the property. Any new building development requires a geotechnical report. Septic system replacements are exempt from requiring a geotechnical report in a seismic hazard area. Nitrogen Best Management Practice Requirements for Special Aquifer Recharge Protection Area (SARPA) and Susceptible Aquifer Recharge Area (SUSC): SARPA+SUSC Critical Aquifer Recharge Area: Septic replacement designs must conform with requirements from Jefferson County Code (JCC) 18.30.180, 18.22, and Washington Administrative Code (WAC) 246. The Jefferson County Board of Health will determine the best management practices (BMPs) to meet minimum on-site sewage standards within both a susceptible aquifer recharge area and a special aquifer recharge protection area. The septic system component must be designed to fully 2 treat all nitrogen and bacteria concerns as required by Jefferson County Department of Environmental Health. Required Reports: None Stormwater permitting: Stormwater Best Management Practices shall be implemented as conditioned on any permit approvals and as required in the current edition of the Stormwater Management Manual for Western Washington. Next Steps: Apply for septic repair / replacement permits.
