HomeMy WebLinkAboutSDR2022-00004 Site Development Review 802244003JEFFERSON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street | Port Townsend, WA 98368 360-379-4450 | email: dcd@co.jefferson.wa.us http://www.co.jefferson.wa.us/260/CommunityDevelopment SITE DEVELOPMENT REVIEW Per Ordinance No: 09-10033-22 and Jefferson County Code (JCC) 18.40.440, site development review (SDR) process will provide owners and developers of land an assessment of site requirements for development of a parcel. Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations. A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 802244003. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 5 acres (RR1:5). This is a non-conforming lot and is 0.72 acres. Residential development is present on this lot. Critical Areas: The critical areas present on this property include a Class II Wetland, Seismic Hazard, FEMA Flood zone A, and Critical Aquifer Recharge Area. Any further development of the property will require a geotechnical report for the seismic hazard. Seismic Hazard: The property contains a seismic hazard; development within this zone will require a geotechnical report for the seismic hazard. The proposal for the detached garage as proposed 10/7/2022 does not trigger a geotechnical report as the proposed site is located over 200 feet away from the outer edge of the hazard. FEMA Flood Zone A: The proposal is for a detached garage outside of the FEMA Flood ZONE. Any future development with the FEMA Flood Zone will have to comply with all regulations and flood proof requirements at the time of submittal. Wetlands: A Wetland delineation was submitted in conjunction with the SDR application. The wetland report was completed by Westech Environmental Consulting LLC on October 7, 2022. The report identified the wetland as a Category II Lake Fringe Wetland, upland of Lake Leland, which covers a large portion of the yard behind the existing house. The wetland holds a 110-foot buffer from the outer edge of the wetland boundaries. This buffer is to remain in natural condition and not permitted to be altered. The wetland report is valid until August 1, 2027 per Jefferson County Code (JCC) 18.22.905. Shoreline Regulations: Per the shoreline master program, the property is within the Shoreline Conservancy Designation for Lake Leland. The proposal that is associated with this SDR is outside of Shoreline Jurisdiction and does not require a shoreline exemption or other shoreline approval. The shoreline buffer for Lake Shores is 100 feet. 2 Required Reports: Wetland Report for any development. Stormwater Permitting: The stormwater proposal must comply with the 2019 Stormwater Management Manual for Western Washington. Infiltration is likely infeasible on the site, as soils do not support required drainage rates. Legal Lot of Record Summary: Per Jefferson County Code (JCC) 18.12.070(4)(e), this 0.72-acre substandard lot is eligible for development permits because the lot has a finaled residential on-site sewage system and primary residence permitted onsite under SEP1991-00277 and BLD1976- 00194. Next Steps: Apply for building permit.
