HomeMy WebLinkAboutSDR2022-00015 Site Development Review 801044007JEFFERSON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street | Port Townsend, WA 98368 360-379-4450 | email: dcd@co.jefferson.wa.us http://www.co.jefferson.wa.us/260/CommunityDevelopment SITE DEVELOPMENT REVIEW Per Ordinance No: 09-10033-22 and Jefferson County Code (JCC) 18.40.440, site development review (SDR) process will provide owners and developers of land an assessment of site requirements for development of a parcel. Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 801044007. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 10 acres (RR1:10). This is a non-conforming lot and is 5.02 acres. Legal Lot of Record Status: The parcel records were reviewed and no indication of illegal creation was found. The legal description has remained consistent throughout time. Setbacks: On the west parcel boundary, adjacent zoning is rural forest 40 (RF-40). Jefferson County Code (JCC) 18.15.150(3): “Establish and maintain a minimum building setback of 100 feet adjacent to the rural forest lands designation, which shall serve as a resource protection area, as measured from the property boundaries of adjacent forest lands.” Setback from West Egg and I Road on the east parcel boundary is 20 feet. Adjacent rural residentially zoned land on the north and south parcel boundaries is 5 feet. Critical Areas: Non-Fish Habitat Stream, Wetlands Non-Fish Habitat Stream: This stream shown on the development envelope holds a 50 to 75-foot buffer dependent on the grade of the stream. If the grade is over 20%, a 75-foot buffer shall be maintained, if under 20% grade, a 50-foot buffer shall be maintained. An additional 5-foot building setback will apply to either buffer. Wetlands: Wetlands are mapped on the site and aerial photography indicates there may be additional unmapped wetlands on-site. Any development will require a wetland delineation by a qualified professional. If wetlands are present on the property, the potential development envelope will change based on the professional delineation and actual location of wetlands. Required Reports: Wetland Delineation Unpermitted Structure: County records indicate an existing residence of 1296 square foot building, likely in poor condition, based off of photography, that was first assessed in 1982. 2 Removal of this building is suggested prior to any future permitting. Alternatively, the applicant may work with code compliance to determine a manor of establishing a Built-Without-Permits Approval, Notice to Title or other method of coming into compliance. If the applicant wishes to keep this building, a code compliance plan or agreement must be established and completed prior to any future approvals on the site. Stormwater permitting: Stormwater Best Management Practices shall be implemented as conditioned on any permit approvals and as required in the current edition of the Stormwater Management Manual for Western Washington. Next Steps: 1. Develop a compliance plan to address the unpermitted structure on the property with code compliance coordinator, Debra Murdock, dmurdock@co.jefferson.wa.us. 2. Get wetland delineation completed. 3. At owner discretion, either remove or address unpermitted building. 4. Apply for development permits.
