Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 021184002. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 5 acres (RR1:5). This is a conforming lot and is 7.07 acres. Legal Lot of Record Status: This parcel was platted under a binding site plan, Kilisut Reef Estates. The plat was recorded on July 21, 1980 under Auditor’s File Number 266616. This parcel was approved under a short after August 11, 1969. A boundary line adjustment altered the previous platted property under a 2019 county approval. This was processed by Jefferson County Community Development under MLA19-00132 / SUB2019-00019 and recorded on June 30, 2020. This lot is a legal lot of record. Critical Areas: Shoreline Conservancy Designation, High Landslide Hazard, Unstable Shoreline Slope Stability -recent slide, Nitrogen Best Management Practice (BMP) Area, Special Aquifer Recharge Area (SARPA) and Susceptible Critical Aquifer Recharge Area (SUSC), Mapped Wetlands, High-Risk Seawater Intrusion Protection Area (SIPZ). Wetlands: Wetlands are mapped on the property, but review of Ecology shoreline photos and site contours indicate that this mapped wetland is only associated with the shoreline mapping and wetlands likely do not exist on the property at this time. Landslide Hazard/Unstable Shoreline Slope: The property contains an unstable recent landslide hazard and high landslide hazard; new development near this zone will require a geotechnical report. The proposal for the septic repair does not trigger a geotechnical report unless a septic expansion is requested. Nitrogen Best Management Practice Requirements for Special Aquifer Recharge Protection Area (SARPA) and Susceptible Aquifer Recharge Area (SUSC): SARPA+SUSC Critical Aquifer Recharge Area: Septic replacement designs must conform with requirements from Jefferson County Code (JCC) 18.30.180, 18.22, and Washington Administrative Code (WAC) 246. 2 The Jefferson County Board of Health will determine the best management practices (BMPs) to meet minimum on-site sewage standards within both a susceptible aquifer recharge area and a special aquifer recharge protection area. The septic system component must be designed to fully treat all nitrogen and bacteria concerns as required by Jefferson County Department of Environmental Health. Shoreline Regulations: Shoreline Conservancy designation is present on the property and extends from Ordinary High-Water Mark (OHWM) and landward 200 feet. The required shoreline buffer is 150-feet from OHWM. Septic system replacements may be allowed with a shoreline exemption or other shoreline permitting process depending on the proposal and permitting requirements from the Washington State Department of Ecology Shoreline Management Act and Jefferson County Shoreline Master Program currently and as amended in the future. Septic System Replacements taking place within the shoreline designation must pay for shoreline permitting and be reviewed by Jefferson County Community Development Planning Staff. Required Reports: None Stormwater permitting: Stormwater Best Management Practices shall be implemented as conditioned on any permit approvals and as required in the current edition of the Stormwater Management Manual for Western Washington. Next Steps: Apply for a septic repair/replacement permit from Environmental Health. Apply concurrently with DCD for shoreline exemption if any part of the proposal for repair is within the shoreline jurisdiction.
