Job Gains Continue, With a Week of Economic Strength and Signs of Progress on Inflation

This week, we learned that the economy added 263,000 jobs in November, and the unemployment rate remains near record lows. This is good news for working families across the country.
We’ve created 10.5 million jobs since President Biden took office — more than any Administration in history at this point in a presidency — including 750,000 manufacturing jobs have
been created under President Biden.
That’s just the latest strong economic news this week:
* In October, incomes went up and we saw more signs of progress on inflation.
* Gas prices are down below $3.50, where they were when Putin invaded Ukraine—and continue to fall.
* GDP is up — our economy grew at 2.9% last quarter, an even stronger pace than we’d previously thought.
* Black Friday and Cyber Monday both set new records in sales.
* We’re making real progress on tackling inflation while we transition to a period of steady stable economic growth, without giving up the gains we’ve made for working families.
The President’s plan to build an economy from the bottom up and middle out is working.

The bill I’m about to sign ends a difficult rail dispute and helps our nation avoid what, without a doubt, would have been an economic catastrophe at a very bad time in the calendar.
Our nation’s rail system is literally the backbone of our supply chain, as you all well know. And so much of what we rely on is delivered on our rail, from clean water to food and gas
and every — every other good. A rail shutdown would have devastated our economy.
Communities could have lost access to chemicals necessary to ensure clean drinking water. Farms and ranches across the country would have been unable to feed their livestock. And thanks
to the bill Congress passed and what I’m about to sign, we’ve spared the country that catastrophe.
At the same time, we ensured workers are going to get a historic 24 percent wage increase over the next five years, improved working conditions, and peace of mind around their healthcare.
And I want to thank Congress, Democrats and Republicans, for acting so quickly. I know this was a tough vote for members of both parties. It was a tough for me. But it was the right
thing to do at the moment to save jobs, to protect millions of working families from harm and disruption, and to keep supply chains stable around the holidays, and to continue the progress
we’ve made and we're continuing to see on the economy.
Our economy continues to grow. The economic report — the GDP is up even more than it was previously thought. We continue to create jobs — lots of jobs.
And today, we’ve learned that the economy added 263,000 jobs in November. And we’ve now created 10.5 million jobs since I took office, more than any administration in history at this
point in a presidency. And 750,000 of them are domestic manufacturing jobs — “Made in America.”
As we go into the holiday season, here’s what this all means. The Americans are working, the economy is growing, wages are rising faster than inflation, and we’ve avoided a catastrophic
rail strike.

This week, the President of the United States and the President of the French Republic met in Washington during the first State Visit of the Biden-Harris Administration. France is the
United States’ oldest ally, and while our relationship is rooted in history, it is oriented squarely toward the future. Building on their joint statement of October 29, 2021, the leaders
outlined a shared vision to strengthen security and increase prosperity worldwide, combat climate change, build greater resilience to its effects, and advance democratic values. This
vision is built on a shared conviction that the United States and its European allies and partners can better face our greatest challenges and capitalize on our most promising opportunities

as health, semiconductors, and critical minerals, as well as strengthening our security and defense cooperation.

Biden-Harris Administration Announces New Actions to Support Indian Country and Native Communities Ahead of the Administration's Second Tribal Nations Summit

This week, President Biden hosted the second Tribal Nations Summit of his Administration to help foster Nation-to-Nation relationships and provide Tribal leaders with an opportunity
to engage directly with senior Administration officials. Since taking office, President Biden has prioritized relationships with Tribal Nations that are built on respect for Tribal
sovereignty and self-governance, honoring federal trust and treaty responsibilities, protecting Tribal homelands, and conducting regular, meaningful, and robust consultation. The President
has also advanced an economic agenda that includes historic levels of funding specifically for Tribal communities and Native people, including $32 billion in the American Rescue Plan
(ARP), $13 billion in the Bipartisan Infrastructure Law (BIL), and $700 million in the Inflation Reduction Act (IRA).

Presidential Memorandum to Promote Accountability for Conflict-Related Sexual Violence

This week, President Biden signed a Presidential Memorandum on Promoting Accountability for Conflict-Related Sexual Violence to strengthen the U.S. government’s efforts to combat conflict-related
sexual violence (CRSV), a too-often overlooked and underreported crime. For each rape reported in connection with a conflict, the United Nations estimates that 10 to 20 cases go undocumented.
The United States does not accept CRSV as an inevitable cost of armed conflict, and is committed to supporting survivors through all available measures —including legal, policy, diplomatic,
and financial tools—to deter future violence.
This week's action complements the Administration’s comprehensive efforts to support survivors of CRSV, including by promoting gender equity and equality, addressing the root causes
of conflict, and advancing Women, Peace and Security. In particular, it is aimed at:
* Leveraging sanctions authorities, assistance restrictions, and other tools to promote accountability for perpetrators of CRSV;
* Ensuring acts of CRSV are given equal consideration alongside other serious human rights abuses in developing designations under existing sanctions authorities; and
* Continuing to build a coalition of like-minded nations and international organizations to prevent and promote accountability for acts of CRSV.

Vice President Harris Met with World Leaders at the Asia Pacific Economic Cooperation (APEC) Summit
Earlier this month, Vice President Harris held successful meetings with world leaders in Thailand and the Philippines.
On November 18th, the Vice President participated in the APEC Leaders meeting and delivered the keynote address at the APEC CEO Summit in Bangkok, Thailand. During the Summit, Vice President
Harris announced that, as part of the United States’ 2023 Asia-Pacific Economic Cooperation (APEC) Host Year, the U.S. will convene the APEC Leaders Meeting in San Francisco, California,

On November 22nd, Vice President Harris paid tribute to the 139 U.S. service members who were killed and 11 who escaped during World War II, reaffirming the U.S.'s commitment to bringing

CDC Awards More Than $3 Billion to Improve U.S. Public Health Workforce and Infrastructure

This week, the CDC awarded $3.2 billion to help state, local, and territorial jurisdictions across the United States to strengthen their public health workforce and infrastructure <https://whitehouse
.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=3b6f8831da&e=1b00b68fe6> . This first-of-its-kind funding provides awards directly to state, local, and territorial health
departments to provide the people, services, and systems needed to promote and protect health in U.S. communities. Everyone in the United States lives in a jurisdiction that will receive
funding under this new grant.
“State, local, and territorial health departments are the heart of the U.S. public health system, and the COVID-19 pandemic severely stressed these agencies, which were already weakened
by neglect and underinvestment,” said CDC Director Rochelle Walensky, M.D., M.P.H. “This grant gives these agencies critical funding and flexibility to build and reinforce the nation’s
public health workforce and infrastructure, and protect the populations they serve. We are meeting them where they are and trusting them to know what works best for their communities.”
The $3.2 billion includes $3 billion from the American Rescue Plan Act <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=a723d57853&e=1b00b68fe6> for
jurisdictions to recruit, retain, and train their workforce, including critical frontline public health workers such as epidemiologists, contact tracers, laboratory scientists, community
health workers, and data analysts. The funding also includes $140 million from a new appropriation for jurisdictions to strengthen and revitalize their public health infrastructure.
Lastly, national partners will be awarded $65 million to provide training, evaluation, and other technical assistance to jurisdictions as they work to strengthen the services they provide
and rebuild their workforce to help protect every American community.

in YouthBuild Program grants to support pre-apprenticeships in high-demand industries including construction, healthcare information technology and hospitality. The grant application
closes February 7th, 2023.

economy added 263,000 jobs in the month of November, and that the unemployment rate remains at a historic low at 3.7%.
Affordable Connectivity Program Outreach Grant Notice of Funding Opportunity and Related Pilot Programs
The FCC has taken several significant steps recently to promote and facilitate affordable broadband service for the nation’s consumers via the Affordable Connectivity Program (ACP),
a $14.2 billion program that helps ensure that qualifying low-income households can afford the broadband they need for work, school, healthcare and more. On November 10, 2022, the FCC
released a Notice of Funding Opportunity (NOFO) for the ACP Outreach Grant Program. This ACP Outreach Grant Program NOFO provides up to $60 million for the National Competitive Outreach
Program (NCOP) and a minimum of $10 million for the Tribal Competitive Outreach Program (TCOP). The goal of the ACP Outreach Grant Program is to facilitate the promotion of the ACP
and increase awareness of and participation in the ACP among eligible households.

The Federal Communications Commission Publishes Draft Broadband Availability Map

The Federal Communications Commission (FCC) announced the publication of a first draft of the National Broadband Map <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&i
d=a8c6d73ee6&e=1b00b68fe6> showing fixed and mobile broadband availability data submitted by internet service providers through the Commission’s Broadband Data Collection (BDC). The
new National Broadband Map displays location-level information and is the most comprehensive, granular, and standardized data the Commission has ever made available on broadband availability.
The broadband availability data displayed on the map reflects services available as of June 30, 2022.
Unlike previous FCC broadband availability maps, consumers, state, local, and Tribal governments, service providers, and other entities can now dispute the data submitted by providers
and contribute to an ongoing effort to improve the accuracy of the map.
Stakeholders can now file challenges to the fixed and mobile broadband availability data shown. In addition, consumers may begin to submit corrections, in the form of individual challenges,
to the location data in the Broadband Serviceable Location Fabric <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=c15fdc7c04&e=1b00b68fe6> , a dataset
that includes all locations in the United States and Territories where fixed broadband internet access service has been or could be installed.

The U.S. Commission on Civil Rights seeks applicants for its bipartisan State Advisory Committees, who serve as the Commission’s eyes and ears on the ground across the country, investigating
and researching civil rights issues specific to their jurisdiction. The Commission is especially interested in appointing individuals who have a demonstrated interest in civil rights,
voting rights, and the equal protection of the law in the administration of justice. Applicants do not have to be attorneys. Rather we seek individuals who can approach these issues
from diverse personal and professional experiences and from various points of view.

The 2023-2024 White House Fellowship Application is Open!

The application for the 2023-2024 White House Fellowship is now open. The application is available as of November 1, 2022, and will remain open until January 6, 2023, at 5:00 p.m. ET.
This week, Rose Vela, Director of the President’s Commission on White House Fellows, announced the opening of the application season for the 2023-2024 White House Fellowship year: “This
uniquely non-partisan program has a distinguished legacy that reaches back more than half a century, and we hope that Americans with a passion for leadership and public service will
take a look at the website, examine the criteria, and consider applying – or urge others to consider applying.”
The 2023-2024 White House Fellowship program year will begin in August 2023, and conclude in August 2024. All applicants must be United States citizens, and must have completed their
undergraduate education. With the exception of active duty military personnel, Federal Government employees are not eligible to apply.
