They don't respect that 25 miles an hour at all you've got approximately a 100 Families or thereabouts living in that Area, many of them Use, that as a Walking Path, their Families, including Children, in Baby Buggies, and You Can't 09:03:03 See around at all. And they're ducking traffic down there with the up and coming I'll round about at the end of one O 4 it's going to Create all Kinds of additional problems, currently Google, actually, tells People, this is the Way, around the the Backup and so that Adds, to the 09:03:25 Problem with the Up and coming project. It is going to be an absolute nightmare, because the other end, the west end of one of of Shine road. 09:03:35 You can't see traffic coming from the bridge, you're crossing a line of highway that has got they're all doing 60 70 miles an hour. 09:03:47 And it also was where Tel Lakes Intersects. 09:03:50 If you're giving a visual on that so directing people. 09:03:55 That direction, without some kind of traffic, modifications is going to present even more of a problem. 09:04:01 This problem has existed for 2 years, and it's my understanding from talking to Neighbors, especially recently, that they've been told that due to its the Ka Kavians it it it turns out there's a lot of Permitting that is necessary probably if we're, environmental 09:04:23 Reasons, and that we're basically waiting for it to be completely gone. 09:04:28 Which would eliminate that part of the problem they won't have to file paperwork. 09:04:35 They can deal with it as an emergency. And I fully support all of the ideas we need to not only mitigate, the roundabout, but the traffic impacts. 09:06:24 Caused by the delays that will occur in the during construction as far as I can read and in touch to people, there is no real mitigation plan of saying Hey, are they going to just back up one. 09:06:41 O. 4, are they going to try to divert traffic, data downshine road to get around some of the Construction, and whether or not Residents for the Area, Will, turn Left Off of the Intersection of Paradise Road and Shine Road and come all the Way down Shine, because there is no 09:07:05 Left Turn Lane on the West end of Shine Road, where it connects to highway, one of 4 and it is purely insane to try to turn left at that intersection, when There's Cars coming up behind you at 70, miles an hour because 55 is not the the average Speed 09:07:22 So everybody comes down shine road from that end of the traffic zone. 09:07:26 So I am encouraging somebody to take a look and try to mitigate how we take care of traffic coming in and out of the neighborhood, the residents of our Ho, have concerns that depending on mitigation, when they 09:07:43 Come down, Shine Road, and they find that it's Blocked, or it's a one. 09:07:48 Way street that they'll end up dumping down into the Dead End road down Meredith, and They'll be turning around all over the place in in the community, so I Appreciate all your help and and at least let Us, know who to talk to and who we can work, with on an 09:08:05 Ongoing basis for for this construction, because it's just not the State. 09:08:09 It will affect the county as well 09:08:14 Thank you, Mr. Hilda brand, we will respond to all of the comments. 09:08:19 We've received this morning. We know which what status means in this new interface? 09:09:56 Yeah, I thought it meant funding, too. So anyway, we it sounds like the repair is is being planned, and and somewhat imminent. 09:10:08 That of course doesn't address the speeding issues which we've heard a lot about, and in my 10 year in the last few years Lowered, the Speed Limit Accordingly and you know There's a hope that the roundabout will Alleviate some of the safety concerns washd 09:10:24 is building that because of safety concerns. I say it's largely status quo with minor increases, and the reason, I say, that is that Virtually everything in this, mid by any review, except 3 items that you'll see in a moment are the results of decisions the Board has already made retro 09:50:51 Pay, 09:50:53 Retention paid for Corrections, Hiring Bonuses for Corrections, adding 2, Sheriff's Deputies in the Courthouse Eliminating the Contract with Ppc many of those Resulted in in Cost Increases that we added a Communication Specialist at Half Time, we added a 09:51:14 Database, Manager and we've added other positions around the County as Well and however, the 23 Budget is actually lower than the 2022 Budget, Considering the the 22 Budget through the third, Quarter Appropriations, and although and on the Flip 09:51:35 Side though revenues are increasing, so I think we're positioned well with this mid by any I review and modification I might also mention that the county has has reaped a huge windfall of Federal Revenue through not only cares in 2. 09:51:55 1,000, and 20, but the American Rescue plan, act that thus far has resulted in about 7 and a half 1 million coming to Jefferson county, 09:52:03 With another, 1.692-00-0000due next year. So we're approaching the 10 million, dollar mark in Federal revenues, related to the Pandemic, not counting cares. 09:52:13 If you had cares were at about 11.8 and well, I'm on this I I just want to commend the board for the decisions that you've made regarding those funds and in my Budget message that's hosted with this agenda item I do list. 09:52:33 Those for the benefit of the Viewing public, now elephant in the room is 40, year high inflation of 7, and a half percent which is complicating everything we hear about people wanting Road, Projects done but Construction Inflation, is even higher than the 7.5, and with a Limited 09:52:58 Local, money. We have for roads, it's it's very difficult to attend to every every priority, and our our public works. 09:53:06 Department does a fine job of leveraging the money they do get into grants, so that they do a very fine job of maintaining our roads, and Undertaking capital Projects, and then finally, the last pull, it, I believe there's, consensus that a recession is on the way, 09:53:27 When I say consensus, it doesn't mean that it's unanimous. 09:53:31 It means that the bulk of people who apply on matters such as this believe a recession is coming. 09:53:37 And I think the county is well positioned to whether that recession, and so with that I'll dive into the numbers. 09:53:46 So, what does so the charge does. It's got the general fund, which really is our main concern, because we have so many departments competing for general fund dollars, and then of course we have 58 other funds, that have dedicated funding for specific purposes and and those budgets are 09:54:04 Well Managed by the Budget Managers in the county, that that manage them but on the General Fund side, you can see that the Left Column is 22 through the third quarter, and then the Middle Column is the Recommended Budget for 2023, and then There's 09:54:21 A percent change column, there. And those in the 23 numbers are through the third quarter of 23, right no, no, the 20. 09:54:27 3 numbers know that there is no third quarter for 2023, so it's it's just. 09:54:35 It's saying little Year Budget that's the full year budget, which will likely be amended through the Supplemental Process. 09:54:42 This year, but I can't see into the future to put the third right. No, I thought you might have just given the twenty-two-year-old year with appropriations just adding the Third full Year Very full year. With Appropriations okay, okay. The inflation rate, I think, was 1.8 and We're Limited to 1% on property, taxes, plus new construction. 10:04:58 So if new construction is a percept, and we can add a percent, and then inflation is 1.9, then we're staying, we're staying pretty level, but it's 7 and a half we're we're losing 5,% at least every year, and i I think there might be some 10:05:15 Signs that inflation is moderating. If Gas prices are beginning to come down although in Port Townsend, we don't see that quite as quite as as much as others do 10:05:27 Bullet, Number 3 Competition for Employees, you know when we increase compensation by 9% and then 0, 0, city of port, towns, and went 5, 5, and 5, and we gave our employees, an extra step and that got them, to 11, and a half so we're still 3 and a half behind with the 10:05:45 city, did, and and then of course neighboring counties, are paying their correction, Staff retention bonuses, and Hiring Incentives and credit to the Board we have Followed Suit although the Amounts We're paying are less than what our Neighbors, pay once again, because we have 32,000 10:06:10 people kits that has 200,000 plus and clown is what 75, 80 and so we're doing the best we can do to to remain, competitive and then of course, American Rescue, plan act Funds the Board still, has a substantial Amount of of those Monies, yet to 10:06:30 dedicate there are other needs in the community. 10:06:34 I got a request from Betsy Davis from the Votes School. 10:06:38 She would like to have some of this money for for an initiative, and that, and we have another workshop on that any any requests of that nature will be brought to your attention 10:06:51 Then of Course, the Award Winning Intergovernmental, Collaborative Group Continues I think the Board recently approved the Resolution Continuing that through December 31 23 I I Think, this is a a a Real Example, of Local Governments, Collaborating and Cooperating 10:07:13 on issues of major concern in the Community Sustaining Sustainable Forestry, what the County has done already? 10:07:23 I think is laudable, but there's so much potential to do more and 10:07:29 Oh, this story is now being written and I don't know. 10:07:33 What chapter we're in I think, we're towards the front end of that Book, but I'm hoping that we the remaining chapters of that book are going to be as good, as the first several and then I mentioned Chris Coy and a Capital Committee, That's what this 10:07:49 Bullet, is capital, projects, and property management, I think the Cat the Commissioners know we have 300 parcels, and Hmm. 10:07:57 We need to understand why we own them, and then begin to dispose of those that the county doesn't need, and they could be returned to the tax Roller, and then the Road Fund continues to labor with funding shortages, the Secure Rural schools Program, used to bring Public works, over a 1 million Every 10:08:18 Year, and now they get a combination of kilt and srs, and and the Board commits to a certain amount, every every Budget, Cycle, but it falls well Short of what they used to Receive, now what the Board did do, to Help Eliminate, that Funding Shortages, to Reduce, the 10:08:38 Diversion, property taxes away from the road fund into the general fund for traffic, law Enforcement the Board reduced that from 720,000, and 21 to 672,022 and it reduces, and additional 52,000, and 23 Down, to 10:08:57 600 and as we prepared that 2425 budget. 10:09:03 We'll have to have a discussion about whether the general fund can afford to reduce that to 5, 70 from 6, 20 10:09:12 Then of course mentioned the number of times already as a Structural Funding issue for Counties. 10:09:21 So there are a number of things that we have to keep in mind. 10:09:25 When putting the Budget together resolution 38, 22, is the goal and Objective Memorandum by the Board for the Preparation of the mid Biennium Review, and Modification, of Course, the 12, Year Old Resolution on Special Purpose Tax and then 41 19 and 10:09:45 setting minimum Recommended Reserve Amounts and I can say that all the budgets that are in the mid by any and review, and modification do meet the Minimum Fund Balance Required 10:09:57 And so now we have a series of tables, 10:10:04 Hard to read these, and I have no idea how to 10:10:11 Let's see when I'm in full screen mode, I can't modify what We're seeing. 10:10:18 Oh, yeah. Just recognizes that that's an area of revenue is going to continue to stay high you think in 23 okay. 10:11:57 Yeah, in fact, if you have idle cash cds are pretty good then you know you and I've talked about that. 10:12:05 So I'm gonna move on to it expenditures. 10:12:13 So most notable here is is the the Sheriff and pretty sizable. 10:12:20 Increase there, from third, quarter 2022 what is that 700,000. 10:12:28 So we're, Adding 2 Deputies, Corrections, Deputies to do courthouse security, and that the Will be Matched by $135,000,, reduction in the Non-departmental Budget which is where we pay Ppc solutions, and it, it, also takes 10:12:42 Into account, bargaining, unit agreements, that resulted, in some substantial compensation Increases and Doesn't, reflect all the Openings, at the Corrections, Correct yes, and the Long Jab No. 10:12:59 The retention and hiring bonuses the budget for those 10:13:05 And then this, is the companion Chart for other funds. 10:13:12 You can see, fund 123, 4,000,362, and then down. 10:13:20 Here, 10,000,463 for the Tri Area, Sewer Fund 10:13:27 And then Construction and Renovation were tackling a couple of big Projects the Port Towns, and Community center, and so on Hmm. 10:13:42 Apartmental Numbers they are yeah, public Health has the Second Largest Well, Public Health and Public Works, and the Share for the 3, Largest Budget Items but in other Funds, It's Public, Health and to Try Area, Sewer and Roads 10:14:01 Then Staffing Summary pretty pretty good, increase, you know. 10:14:08 The foundational public health money is resulting in public health Hiring additional staff, I Know Apple is really excited about hiring. 10:14:18 An epidemiologist 10:14:22 And but this reflects all the you know, you know Kristin and and the Hr office, and and then Judy and the county administrator, and 10:14:39 And then community development rising to 19 still below, the almost 26. 10:14:47 They had back in 2,008, but we are over the 2,008 staffing as a county. 10:14:52 Yes, we are right for the first time we are. Yeah, that's that's definitely a milestone. 10:14:57 You only took 13 years, Let's Try and keep it there. 10:15:04 Yeah, for sure. So So that concludes the slides on the mid by any review and modification. I I don't know if the Board has any questions they would like answer between now and next Monday or whether you have any changes you'd like to see 10:15:20 I have one question. So we heard in Budget meeting last week that we're starting to see softening of of revenues, Sales tax down a little bit, and I see that we were still Budgeted for 23 Anticipating Sales, Tax Revenue, to increase a little bit in 10:15:41 this year, you know, if if we project that there's further recessionary factors coming into play, do we do we risk that number being off base well, the recession well for the full year, no I I think, the projection, for the full year is Solid, the receptionist 10:16:04 Isn't gonna hit in January. It might hit in May or June 10:16:12 And so any negative impact next year on Sales tax won't be for a full year. 10:16:16 And so I think the increase that we've got factored in here, is appropriate and and certainly 10:16:24 You know as indicators, come in, I mean, I'm I'm focused on the conference Board and and forbes and Bloomberg, and all of that and I digest, that material and so I'm Comfortable with the Projections we have I I hope I'm not 10:16:42 proven wrong, Well, and even some of the the you know things, like the the construction of the Port, headlock sewer. 10:16:51 That tends to bump up capital projects, bump up sales tax, one O 4 and Hybrid, 19. 10:16:59 Whatever construction projects the State has will provided it's the delivery of those raw materials. 10:17:09 So, and and then we have Construction project, going on on Landis Street, and then on Rainier and an Apartment complex going up, and so we're going to get Sales Tax Revenue, off of those Projects and and then to the Degree that I Don't know when Habitat might start 10:17:29 Thinking about putting money into the property, that we help them buy and hadlock, but that's going to generate, a monstrous Amount of sales. 10:17:38 Tax, yeah, okay, yeah, any other questions from the Board before we open this for public testimony. 10:17:47 Okay. And we also appreciate from the United Good Neighbors, give Jefferson campaign that you all have been partner on this process for over 60 years. 10:33:42 Now and that is really really incredible. So every year I want to come and kind of report out to you how things are going and just share some gratitude. 10:33:52 And let people know, steps. They can take in order to keep those certificates going. 10:33:58 I don't have to tell you all. That this last year has been quite a struggle for so many in our community. 10:34:04 There are places where young people are having mental health increased mental Health Challenges Families are facing a 9% Increase inflating costs Due to inflation there are places in our community where over 80% of young people are on the free or riches. 10:34:22 Meal, lunch program and you know, over 10% of our community lives in poverty, around, 10% of our community lives, in poverty, and I think, we are county that has more, of an identity, with our own, kind, of small villages, than with our county overall, and I think ugn offers. 10:34:42 An opportunity for us to connect across those geographic boundaries for us to connect across those economic differences, and to really support each other, and make sure that everyone in our community is able to navigate, these extra challenges, that we're going through and I think all of Us, particularly those of you who are on 10:35:02 This on this zoom right now are working towards what we call systemic challenges, making sure that things improve for people over time, better, Affordable Housing, Less people in poverty, more people with living wage jobs, yet at the same time, what we do, that important, systemic work, we know that there are people, who 10:35:24 Just need, food, who, just, need shelter, who just needs support from mental health and physical health, and that's what you united good neighbors, really does and that's what your staff, members by contributing to United Good Neighbors Make Possible, so our Goal, this Year is $375,000 We're up to 10:35:44 About 75,000, after one after 2 weeks of the campaign being open, so most of the campaign still to go and all of those Funds go to support organizations like the Local Food, banks like St Vincent, Dupon Who's, on the Front Line, if There's, a Family who Needs Financial 10:36:04 Assistance to you know, not get evicted to buy some food or services, or socks, or shoes for their children, or even to keep their cell phones on. 10:36:15 So they can communicate with their families. That is what these funds paid for they pay, for Jc, match to offer health care, free health care to people around the county. 10:36:26 They've got a van. They move through to Brennan, well, seen chima come in port, Townsend, Providing free Health care for people living without Homes, or who Just Don't Feel Comfortable, going into an establishment, like the Hospital and an Organizations like Benji Project who is 10:36:41 helping young people, and parents, navigate these really really challenging times. 10:36:46 I don't know if you saw the article in the New York Times knows Washington Post about the mental health crisis that's happening in our country right now for young people and Benji Project is so important to that so I just want you to know we are so Grateful for every Dollar that someone can 10:37:03 give most of the donations we get are between 10 and $50. 10:37:08 They all add up to huge amounts of help. I give small donations monthly to a number of organizations. 10:39:17 Because that's what I I can afford. But recently I added it up and I'm giving $200 a month, to lots of organizations. 10:39:25 And I was like well, that's a lot of money over the year. 10:39:28 But it's important to me and Now I give larger one time donations, to some organizations, but the Little Monthly, there was an organization that I was their First Monthly Donor and they were so Excited and They're like this is a this is Sea change for us and you know that kind 10:39:45 of booing, the confidence of the people leading organizations felt really empowering to me, and so I know, they have many more monthly donors, now but Monthly Donations, just 1510 $20, can make a big Difference in the Motivation and Empowerment, of an Organization. 10:40:04 so big. I'm a big fan of this kind of giving, yeah, and one of these organizations I've got to bring attention to because when I when I had my Hip replaced by actually was Able to sign out some equipment, Echo to Help me with my temporary, Disability remember when I brought 10:40:23 the leg, and my first, like 2 Months of Being, a Commissioner. 10:40:26 Yeah I got my my gear from Echo. I mean, it was frank, when you were a new commissioner. 10:40:32 Yeah, it was yeah, that was free. And I kept it for a whole year, and no nobody called me to say, can we have it back? 10:40:38 And so, yeah, a bunch of worthy causes. Here, echo is also a real game Changer for given folks rides to medical appointments. 10:40:46 I mean the the class, of the of the Peninsula. 10:40:48 They do much more than any of their partner organizations and other counties, hundreds and hundreds of rides, that I did not know a year. 10:40:56 Yeah, great organization. 10:40:55 And every single, organization that's on that list is working in that like same level of like hard work, and commitment. 10:41:03 I mean, they're just incredible people, as you all know, you know that they're just, incredible, people doing great work out there. 10:41:10 So, yeah, we're really really grateful, for all of the Support and they are too and 10:41:16 And I just want you to know They they asked me to say thank you as well, when I told them, I was coming on this morning.
