Hi Brent. This is what the Store looks like today. Those pictures that the restoration sent you made
the Store look like a total demolition which it wasn’t at all. Talk to you this afternoon!

Hi Shannen and team,
On behalf of Tom & Sue, here is the list of repairs completed since the fire damage:
RE-ROOF SAME FOR SAME - see: BLD2021-00330
Restoration service provided by First Onsite (formerly Interstate Restoration)
Electrical rewiring provided by Frederickson Electric
New side windows installed (front windows remained intact from before fire)
New flooring installed
No other renovations are planned aside from the tenant improvements required for the
approved business (within the existing floor plan) and of course any necessary code updates.
Essentially the building is ready and waiting for us to move forward once we know what we
can do with it! :)
Please let us know if you need any other info from us.
Thank you!

Good morning Anna,
Of course! We appreciate you looking into the damage and repairs required, as that will
hopefully allow us to answer some of the thresholds and triggering requirements in the
building code that pertain to reopening the store as it was.
As for your other questions below, we are working through these internally with our
building team and building official. Specifically, re-opening as previously operated, depends
on the percentage of repairs required vs. the damage that occurred (at least this is my
understanding), but we are still learning more. I know these are challenges for your vision,
thank you for being patient with our department as we try to sort some requirements out. We
will likely schedule another meeting to discuss the requirements once we have a little more
clarity.

Thank you Shannen! I am working to gather more info on the repairs completed since the
fire. Stay tuned!
In the meantime, I just wanted to make sure I'm on track with my understanding of last
Friday's meeting outcome:
Building code requires an ADA public restroom inside the building before the Store
can be re-opened either AS-IS (grocery market) or as an Eating establishment.
^^ sounds like this assumption is being reviewed once we know if the fire
repairs have actually triggered a complete post 2018 building code update
which would require this restroom even for a Group M (grocery/mercantile)
or Group A-2 (eating establishment) occupancy.
Due to the Store's septic capacity, we are unable to provide an ADA public restroom
inside the building to fulfill this requirement.
We are asking for a variance to allow an alternative public restroom solution such as
an ADA portable restroom trailer within 200ft of the building in order to fulfill this
requirement.
How'd I do? :)
Thanks!
Anna

I have started the conversation with our director/building official and other staff. At this
time, internally, we have to discuss potential methods forward. I will let you know once
we have some answers!
That being said, it would be extremely helpful if you had any details about the extent of
damage the fire caused and any necessary repairs that need to occur or have already been
completed. This is important when reviewing thresholds of triggers within the building
code.

On June 2, 2021 and July 26, 2021 a permit was issued for the repair of the ceiling. Dayle
Houk was the engineer on the permit. Upright Build did the repair. These are both listed on the
permit and on the plans.
Frederickson Electric did all of the wiring, the state came for a final inspection of wiring.
Roofing was done by All Weather Roofing
Insulation by C&F Insulation
Drywall was done by Bruner Drywall
Plumbing was done by Bob Brown and was limited to new sinks/fixtures
Hope this is what you were looking for, thanks, Sue and Tom Rose

Thank you Anna,
Can you tell me who performed repairs outside the re-roof (which would just be for
sheathing) for the fire damage? The ceiling rafters needed to be replaced, the drywall,
windows, and posts at a minimum appear to have been damaged in the fire. Any
repairs to structure components of a building require a building permit, this would
include the above items. Typically a fire damage to that extent requires an engineer to
evaluate the building for safety, can you tell me if this was performed?

RE: Building permit – Fire Damage repair to Nordland General Store
Thomas and Susan Rose,
Thank you for the recent phone conversation. We do have the engineering documents that were
submitted with your re-roof application and the emails stating the contractors that performed the work.
We have created a new permit specifically for the fire damage repair, you can reference that permit with
number BLD2022-00531
To complete this application process and have the inspectors out to the site we need these documents
below:
1.Completed application form. The one we have on file for the re-roof is not the same application
form as for the fire repair.
2.Floor plan of the general store showing all rooms, doors, windows, plumbing fixtures, smoke
detectors, fire extinguishers, and appliances (see attached floor plan example). In order to
determine the occupancy load of the commercial structure we need any aisles or tables that
are proposed to be in the store at opening.
3.Insulation certificate from C&F Insulation describing the work completed, you may already have
a copy of this.
4.Plumbing certificate from Bob Brown showing work completed. This can be the bid he provided
or the invoice if it details the work completed.
5.All electrical permits are issued by WA State Labor and Industries. At final inspection they put a
sticker in the electrical panel. We will need to verify this sticker is posted before final.
6.Potable water application and letter from Jefferson County PUD.
7.Since we are unable to perform any inspections, a letter from the engineer that drew up the
original plans will be required stating that the work was completed to plan and the building is
structurally sound.
8.After reviewing submitted documents a determination will be made if a flood elevation
certificate will be required.

9. A list or copy of the invoices showing the cost of the repairs, as well as the assessment value of
the building from the insurance company. If you have any additional questions you can contact
our office at 360-379-4494 to speak to the permit manager or 360-379-4461 and speak with the
building plans examiner.
Once we receive these documents we will have a complete application for your fire damage repair and
can schedule a final inspection. This will allow you to reopen the Nordland General Store in it s original
use, under the same occupancy class.
Thank you,
Jodi Adams – Permit & Admin Manager
