The Department of Community Development is in the process of reviewing your application. The
following information is needed to continue review of your project.
Based on Jefferson County mapping, there is a mapped stream on parcel 001301029. Please revise
the survey to show the stream's location
Per review from the Jefferson County Assessor's Office and the Jefferson County GIS Department,
please make the following revisions:
1. Please add the case number, MLA22-00077, to the Statement of Intent.
2. On the first page of the Statement of Intent, include the brief descriptions. Parcel A: S19 &
30-T30N-R1W Tax 24 #001301029 Parcel B: S19-T30N-R1W Tax 3 #001193004
2. On the Declaration of Single Lots Upon Boundary Line Adjustment, the parcel numbers are
reversed. Please correct them and list them as Parcel number, as we do not refer to them as Tax
Lot.
3. The Jefferson County Auditor's Office requests clarification as to why the the surveyor used the
prior survey reference for Parcel 33A and then added description enlargements instead of
referencing the more recent survey that created Parcel 33A.
4. On the survey, remove parcel number references on the parcels.
5. The Title Block for the BLA Header is missing, as well as the MLA/SUB reference. Please add
case numbers MLA22-00077 and SUB2022-00019.
6. The Legal Description reference is not our standard verbiage.
Please submit the above information to the Department of Community Development within 90 days
of the date of this letter which would be 12/21/2022. Please call 360-379-4450 to speak with the

Having visited the ravine in the northwest portion of Olia’s property I can confirm that there
is no stream or wetlands there, not even any evidence of seasonal flow.

never received it.
I am sure Bruce will fix the issues in the application as you suggest.
About the stream on my parcel 001301029: there is no stream. There hasn't been a stream onthis parcel since I owned it, nor is there any evidence of there ever being a stream on this
parcel. This question came up when I was getting my building permits, and no one could everfind any evidence of a stream. This is a mistake on the Jefferson County mappings that needs
to be corrected.

I have updated the Chrisman/Kerzhner boundary line adjustment documents after
reviewing your comments, though I do have the following comments and questions before
completing the updates:
Having visited the ravine in the northwest portion of Olia’s property I can confirm that there
is no stream or wetlands there, not even any evidence of seasonal flow.
I reverted back to the original 1987 de Chantal subdivision because the subsequent one(Volume 9 of Surveys, Page 109) by which Lot 33 is redesignated 33A contains defective
geometry which I do not want to perpetuate. I understand, thank you for explaining.
I’m not sure what you’re referring to as “the title block for the BLA header.” Are youreferring to the Declaration and, if so, the boxed text such as we inserted into the Niquette
BLA Declaration? (See attached.) For example, the Smith BLA that you completed, thetop of the Mylar referenced the survey to be a Boundary Line Adjustment.
Can you clarify what you mean by, “The Legal Description reference is not our standard
verbiage.” This comment is referring to the text box on the survey for the before and afterdescriptions, please have it read the same as you provided on the Niquette survey.
Once I have clarification, I’ll transmit updated editions of the affected documents.

Thank you for following up on this case.
Boundary Line Adjustments generally take at least three months to process. They are reviewed by
several departments to ensure compliance with state subdivision law.
I have routed the revised information from Bruce to the GIS Mapping and Assessor’s offices. I expect
their comments in early November. If the revision addresses the issues raised in the Additional
Information Request, the case can move forward. I will confirm with the Assessor that taxes are paid
on both parcels, and with the Auditor’s office that all your documents meet recording standards. At
that stage we will need the following items to record with the Auditor:
A check made out to the Jefferson County Auditor for $498.00 (287.50 for recording the
survey, $210.50 for the Statement of Intent)
Paper or Mylar survey
Notarized Statement of Intent
Real Estate Tax Affidavit with a check payable to the Jefferson County Treasurer for the
appropriate tax amount of $10.00

Could you let me know the progress of our Permit application Case Number:SUB2022-00019 please?
I believe Bruce submitted all the requested information last week.
There is urgency for me in getting this done -- I need the boundary adjustment to go through so I can
put a proper fence around my back yard to protect my animals. Last week 3 coyotes attacked one of
my cats in broad daylight, it was only by a miracle that I was able to scare them off and he wasn't
killed right in front of me, but he did suffer some pretty bad wounds.
So I am very anxious to have this case finaled so I can build a proper fence. I would like to
understand what the next review steps are, and how long it is likely to take, as it's already been 9
weeks since the permit was submitted.
Please let me know you are not the right person I should be talking to.

I’m making the latest additional changes to the Crisman/Kerzhner record of survey
as requested. However, I must observe that the very poor quality of the County’s
scanning is a problem in itself. Notice, for example, the black portions of the barscale and the bold borders haven’t even been picked up as uniformly black.
Running the scan at 600dpi rather than 400 would probably help considerably.
I’ll complete the fresh edition and get it up to you as soon as I can.

some changes. The attached TIF shows how the survey looks when scanned into thecounty’s recording system. The PDF with highlighted areas shows where the image

I have updated the Chrisman/Kerzhner boundary line adjustment
documents after reviewing your comments, though I do have the following
comments and questions before completing the updates:
Having visited the ravine in the northwest portion of Olia’s property I canconfirm that there is no stream or wetlands there, not even any evidence of
seasonal flow.
I reverted back to the original 1987 de Chantal subdivision because thesubsequent one (Volume 9 of Surveys, Page 109) by which Lot 33 is
redesignated 33A contains defective geometry which I do not want to
perpetuate. I understand, thank you for explaining.
I’m not sure what you’re referring to as “the title block for the BLA header.”
Are you referring to the Declaration and, if so, the boxed text such as we
inserted into the Niquette BLA Declaration? (See attached.) For example,
the Smith BLA that you completed, the top of the Mylar referenced thesurvey to be a Boundary Line Adjustment.
Can you clarify what you mean by, “The Legal Description reference is not
our standard verbiage.” This comment is referring to the text box on thesurvey for the before and after descriptions, please have it read the same
as you provided on the Niquette survey.
Once I have clarification, I’ll transmit updated editions of the affecteddocuments.

Can you send the BLA for us to verify what is on the REETA is correct?
What I can see without the BLA -
Box 2 – Grantee
Both John R Chrisman and Karen Mae Chrisman own the property, but only John R Chrisman is on
the REETA
You need the values for the parcels in the Assessed value column – 001-301-029 $961,065 / 001-
193-004 - $782,491
In Section 6 you need to check the bottom box “Is this property receiving special valuation as
historical property per RCW 84.26
Once we get a copy of the BLA, we will verify further.

Great timing, the Treasurer’s office just confirmed that this Real Estate Tax Excise Affidavit
form is accurate and complete. Once you return it with wet signatures and a check for $10
made out to the Jefferson County Treasurer, they will approve it.
