Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of April 3, 2006 Chairman Phil Johnson called the meeting to order in the presence of Commissioner David W. Sullivan and Commissioner Patrick M. Rodgers. COUNTY ADMINISTRATOR'S BRIEFING: John Fischbach reported on the following items: · Courthouse Projects: Parking spaces are now available in the back lot of the Courthouse. The reserved parking will be marked within the next few weeks. The sidewalk in the front ofthe Courthouse is being replaced this week. This will limit the number of parking places in the front of the Courthouse and the front entrance will be closed. The newspaper boxes will be moved back to their original location in front of the Courthouse after the sidewalk paving is completed. · Economic Development: He has not received an answer from the State Department of Community, Trade and Economic Development on the County's request for re-designation as the Associated Development Organization recipient. He will call them this week. APPROVAL OF MINUTES: Commissioner Rodgers moved to approve the minutes of March 27, 2006 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. PROCLAMATION re: April 7 and 8, 2006 as "Genealogical Days": Chairman Johnson read the proclamation designating April 7 and 8 as Genealogical Days. Commissioner Sullivan moved to approve the proclamation. Commissioner Rodgers seconded the motion which carried by a unanimous vote. PROCLAMA TION re: Proclaiming April as "Disability Awareness Month": Lesa Barnes, representing Disability Awareness Starts Here (DASH), was present when Chairman Johnson read the proclamation designating the month of April as Disability Awareness Month. Commissioner Rodgers moved to approve the proclamation. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Page 1 Commissioners Meeting Minutes: Week of April 3, 2006 Lesa Barnes reported that their annual event to increase disability awareness is scheduled for April 19. She also thanked the Board for the infrastructure work currently being done on the Courthouse grounds because it will allow the Courthouse to be more easily accessible for citizens with disabilities. PUBLIC COMMENT PERIOD: A citizen commented that he was wrongfully accused of a crime and treated badly by Sheriff s Deputies and he intends to file a claim against the County. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to delete item #3 and approve the balance of the Consent Agenda as presented. Commissioner Rodgers seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 13-06 re: HEARING NOTICE; Proposed Supplemental Budget Extensions/Appropriations; Various County Funds; Hearing Scheduled for Monday, April 17, 2006 at 10:30 a.m. in the Commissioners' Chambers 2. HEARING NOTICE re: Proposed Ordinance Repealing and Replacing Fee Schedules Contained in Ordinance No. 11-1115-99 and 05-0419-04 for Animal Services; Hearing Scheduled for Monday, April 17, 2006 at 10:05 a.m. in the Commissioners' Chambers 3. DELETE AGREEMENT re: Designating the Official County Newspaper of Public Record for Legal Notices; Port Townsend-Jefferson County Leader (Approved Later in Minutes) 4. AGREEMENT re: Paradise Bay Road Project No. CR1148 Phase I; Jefferson County Public Works; Olympic Water and Sewer, Inc. 5. BID AWARD re: Supply of Asphalt Concrete; Ace Paving AGREEMENT re: Designating the Official County Newspaper of Public Record for Legal Notices; Port Townsend-Jefferson County Leader: (See Item #3 on the Consent Agenda.) Commissioner Rodgers stated that on March 13 he abstained from the vote on the bid award to the Port Townsend- Jefferson County Leader. He noted that a bid was not received from the Peninsula Daily News and the Editor had emailed the County on the day the recommendation for bid award was on the agenda, explaining that they were not aware ofthe call for bids. The call for bids was advertised in The Leader and a copy was sent to the PDN's Port Angeles office. Commissioner Sullivan moved to approve the agreement designating the Port Townsend-Jefferson County Leader as the official County newspaper of public record for legal notices from July 1, 2006 to June 30, 2007. Chairman Johnson seconded the motion. The Chair called for a vote on the motion. Commissioner Sullivan and Chairman Johnson voted for the motion. Commissioner Rodgers abstained from the vote. The motion carried. Page 2 Commissioners Meeting Minutes: Week of April 3, 2006 "~'.'.'''''''.. ;:;, .' ,"'-: -t;.s'/JrN::'~'" The Board met in Executive Session from 1 0:05 a.m. to 11 :00 a.m. with the Prosecuting Attorney, County Administrator, Community Development Director and Associate Planner regarding actual litigation. The meeting was recessed at the close of business on Monday and reconvened on Wednesday for the following business. All 3 Commissioners were present. Requestfor Proposal (RFP); Federal Title X and State Family Planning Funds; Washington State Department of Health: Commissioner Rodgers moved to have Chairman Johnson sign the RFP for family planning funds.
