Port Ludlow Marina Expansion
At our pre-application meeting on May 3, 2000 we discussed the need for a Parking Management
Plan for the proposed Port Ludlow Marina Expansion. Attached to this memorandum you will
find the following:
· A Parking Management Plan, and
· Two drawings identifying the location of Parking Spaces allocated for the Marina
I have prepared the following analysis to demonstrate there is sufficient parking available to meet
the parking requirements of Marinas as set forth in the Jefferson County Zoning Ordinance,
Section 13, Table No.5. The ordinance requires one parking space for every 2 boat slips.

Based upon the parking analysis in Table 1, the proposed parking plan provides adequate parking
to meeting the zoning requirements for the proposed marina expansion. The attached Parking
Management Plan identifies the specifics for each of the parking areas identified above. The
drawing shows the location of the parking relative to the marina.

Port Ludlow Marina
Parking Management Plan
The following information describes the locations and amount of parking available for
use by the Port Ludlow Marina. The descriptions also include information about the type
of parking in each area. This Plan also includes information about sign age throughout
the Parking Areas.
There are five (5) distinct parking areas outlined in this description, Paved Parking (PP),
Gravel Lot A (A), Gravel Lot B (B), Gravel Lot C (C), and the Ludlow Maintenance
Commission Lot (LMC). Each of these areas are shown on the attached Parking Plan
Drawing.
Paved Parking (PP)
a. Parking Next to the Marina Building
Currently there are 13 parking spaces next to the building and the picnic area. One is
designated and signed for handicap parking only. Two are signed for one-hour parking
only. The remaining is open.
In the revised plan the first four from the back marina office entrance would remain
unsigned. The fifth would remain a handicap space. The first two by the picnic area
would change to Loading and Unloading only and the remaining six spaces would be
signed for one-hour use.
b. Parking in the Center of the Asphalt lot
Currently there are 44 spaces. Two spaces on either side of the crosswalk are designated
handicap parking. In the revised plan there would be no changes, except that parking
would be limited to 48 hours or less. Live aboards could park in the center lot.
c. Parking in the Outboard Asphalt lot
Currently there are 32 spaces. In the revised plan there would be no changes, except that
parking would be limited to 48 hours or less. Live aboards could park in the outboard lot.

Gravel Lot A (A)
Currently there is space for approximately 30 vehicles. The lot will be treated and re-
graveled to make it more appealing. It will be re-signed as a Long Term Parking lot.
The lot currently has an ingress and egress. The lot will be signed as a one way through
lot in order to reduce the aisle widths to code.
Gravel Lot B (B)
Currently there is space for approximately 30 vehicles. The lot will be treated and signed
as a Long Term Parking lot. Unattended RVs and boat trailers may park in the upper lot
for 48 hours, with permission.
The lot currently has only one way in and out. A culvert could be constructed at the East
End such that the lot could be signed as a one way through lot. This would reduce the
aisle widths to code.
Gravel Lot C (C)
This lot will be used for overflow parking. There is head-in parking for 14 compact cars
on the resort road that passes the Bridgedeck.
Ludlow Maintenance Commission Lot (LMC)
In the upper LMC parking lot, Pope Resources has a lease for use of 56 parking spaces
for under a 20 year lease. This lot would be used only ili overflow situations.
Signage
· New signs will be added to the lower lots to indicate that Long Term Parking is in the
graveled lots only, and that parking in the center lot and the outboard lot are for 48
hours or less.
· Gravel Lots A and B lot will be signed as one way in order to meet the code widths.
· "One-hour" signs and "Loading and Unloading" signs will be ordered for the lot by
the picnic area.
· "No Parking-Tow away" signs will be located:
1. Along the marina drive west of the pond
2. On the service road off the marina drive that runs north of the pond
