OF COMMUNITY OEVELm'MENT This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. Construction is estimated to take four months to complete. 7. Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? If yes, explain. Yes. The Marina is associated with the overall Port Ludlow Development Program. A master plan was developed for the phased development of the Port Ludlow community over a 1 O-year period. An Environmental Impact Statement (EIS) was prepared for the overall development dated April 12, 1993. The proposed Marina expansion was included and studied in the EIS as one element of the Development Program. The other development and expansion elements of the EIS are all upland. No other marina expansions are planned at this time. 8. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. . Port Ludlow Marina has 280 existing slips plus areas for approximately 40 additional boat sideties. The owners propose expansion of the facility with the addition of 100 new slips and additional sidetie areas. The following is a discussion of the key elements of the conceptual layout for the expanded Marina. The following key factors guided the conceptual layout: . Provide 100 slips in the range of 36 feet in length up to 60 feet in length. . Provide additional sidetie areas for vessels larger than 60 feet to moor. . Cost-effective solution utilizing existing infrastructure as feasible. . Minimize environmental impacts: . by eliminating alternatives in shallow water and constructing slips in deeper non-intertidal water · by not utilizing treated-timber piling . by removing an existing wide dinghy float area to improve light penetration . by requiring best management practices during construction to protect the environment . by replacing a solid float for the kayak storage with a grated float to allow light penetration . others as detailed in the Biological Evaluation. . Minimize impact to existing tenants and facilities. . Ability to phase the project. . Work within the constraints of the neighboring Scott Property dock. . Include amenities such as dinghy floats and an expanded kayak float. - 3 - # LOG IreMpage --5-0f.IJ- -'- I~ 't, '"-,, ',-< The proposed 100-slip expansion plus sidetie areas for the Port Ludlow Marina are shown in Figure 1. The proposed expansion occurs to the west and south of the existing Marina. The expansion is connected to the C, 0, and E dock system. No change is proposed to the AlB dock system. The proposed layout includes extension of the 0 and E lateral systems and a new F lateral system. The F lateral dock will also serve as the new floating breakwater for waves approaching from the south. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. Port Ludlow Bay. Earth a. General description of the site (circle one): flat, rolling, hilly, steep slopes, mountainous, other. Water b. What is the steepest slope on the site (approximate percent slope)? The slope of the substrate beneath the Marina slopes from the vertical riprap at an approximately 6 percent grade. At the seaward extend of the Marina, the slope dec'reases, with depths at the outer margin of the Marina between 35 and 40 feet. Most of the Port Ludlow Bay is between 50 and 60 feet. The expansion will occur along the outer edge of the 35- to 40-foot depth. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Sediment substrates under the Marina are relatively fine-grained native sediments. d. Are there surface indications or history of unstable soils in the immediate vicinity? if so, describe. NJA e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. No dredging is required for the proposed Marina expansion project. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. NJA g. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Port Ludlow Bay 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. '~ ',--j TO BE COMPLETED BY TIIE APPLICANT 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No dredging or filling is required in association with the proposed Port Ludlow Marina Expansion. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No. 5) Does the proposal lie within a 100-year floodplain? if so, note location on the site plan. The entire project is within Port Ludlow Bay. The system will be designed to function during extreme high water conditions. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. During construction, Best Management Practices (BMPs) will be required by construction contract documents. The contractor will remove any demolition items or materials to an, upland disposal location. Other water quality control systems such as floating container booms will be used as necessary to meet water quality standards as established by the Department of Ecology. The majority of new items will be prefabricated at an upland manufacturing plant. There will be no concrete poured in place. b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. There is an existing boat sewage pumpout system at the Marina sufficient in size to accommodate the proposed expansion. The existing boat sewage pumpout system at the Marina is located on the fuel and visitors float providing clear, easy access by all Marina tenants. No direct discharge of boat sewage systems is allowed by the Port Ludlow Marina Rules and according to DOE regulations. Tenants are required to abide by the no direct discharge rules per their lease documents. Additional signage is provided to delineate the location and encourage the use of the pumpout by transient moorage patrons. The Marina also has a Marina Spill Control Procedures Manual that establishes the methods and means including responsible parties, training history and requirements for Marina personnel, BMPs, and spill response actions that are incorporated in the event of an accidental spill or discharge. c. Water Runoff (including storm water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. N/A. No upland work is proposed. 2) Could waste materials enter ground or surface waters? All Marina users are required to comply with BMPs for the prevention of oil spills and other materials. The Marina also provides regulated collection points for the disposal of oil and other waste materials. 2) Proposed measures to reduce or control environmental health hazards, if any: All new tenants will be required to comply with the existing Marina Rules and Regulations. There is sufficient Spill Prevention equipment on site to accommodate the Marina once it is expanded. 8. Noise a. What types of noise exist in the area which may affect your project for example: traffic, equipment, operation, other)? No noise in the area will affect the Marina. b. What types and levels of noise would be created by or associated with the project on a short-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Temporary noise due to construction equipment, including pile driving will occur. Construction hours will be limited to those required by local regulations (typically 7 a.m. to 7 p.m.). c. Proposed measures to reduce or control noise impacts, if any: Contractor will be required to maintain equipment in good working condition and comply with all local noise regulations during construction. 9. The lights will be adjusted to illuminate the surface of the floats and not the surrounding areas. The lights will be illuminated from dusk until dawn. Pleasure boating and kayaking, beachfront public access walkways and trails, restaurant, inn, and resort amenities. See attached letter regarding public access facilities and opportunities at the Marina and surrounding Port Ludlow resort complex. b. Would the proposed project displace any existing recreational uses? If so, describe. No. c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any. The proposed project will increase boating activity and available space for kayak and dinghy storage. Extensive waterfront trails, transient moorage, and other recreational opportunities have been built or designated at Port Ludlow as the first phase of the overall development of the resort. 14. Historic and Cultural Preservation a. Are there any places or objects listed on, or proposed for, national, state, or local preservation registers known to be on or next to the site? Show on site plans, if any. Oak Bay Road and Harbor Drive currently serve the existing Marina and resort area. The existing roads have sufficient capacity for the Marina expansion. No change to the access of the Marina is planned. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? Jefferson Transit serves the Port Ludlow community. c. How many parking spaces would the completed project have? How many would the project eliminate? 219 spaces will be provided. See attached Parking Management Plan. No spaces will be eliminated. d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not including driveways? The peak hours are weekend days. The peak days are typically Memorial Day and Labor Day. Parking is based upon 50 percent usage on peak days. Therefore, the addition of 100 slips will likely generate at the most 50 new trips per day during prime summer weekends. The typical increase in trips would likely only be 10 per day. g. Proposed measures to reduce or control transportation impacts, if any: See attached Parking Management Plan. 16. Public Services a. Would the project result in an increased need for public services (for example: fire protection, police protection, health care, schools, other)? If so, generally describe. Fire protection will need to be provided for the new slips. The design will include fire protection measures for the new floats similar to the existing emergency pump systems recently installed on the existing float system. These pumps will be located per the requirements of the Uniform Fire Code on the decks of the new floats. No Iiveaboards will be allowed in the new slips so no additional public services such as schools or health care will be required. b. Proposed measures to reduce or control direct impacts on public services, if any. Fire protection systems will be provided on the ne~ floats. 17. Utilities a. Circle utilities currently available at the site: electricity, natural gas, water, refuse service, telephone, sanitary sewer, septic system, other, sanitary pump out service, oil recycle facilitv. b. Describe the utilities that are proposed for the project, the utility providing the service, and the general construction activities on the site or in the immediate vicinity which might be needed. Existing services will serve the new floats. Water and electrical services will be extended from the existing supply at the Marina to the new floats.
