We reviewed the cnvin)JJlIu;,11lal checklist and have the following comments: SKI' A Coordin!!!!!: Several checklist questions were answered with a referencc to tbe "attached biological assessml-'Ilt." which was not included in the co/'respond(''Ilce mailed to Ecology. As this document appears important to understanding the probability of potential impacts, Ecology would like to receive a copy as soon a~ possible. Ecology's scdil11("'llt specialist for this area, Russ McMillan, was not able to review the SEPA document for this proposal. Because this project will likely suspend sediments, Russ will review the document when he returns next week and send any comments related to this project at that time. Sediments are among the issues that will be addressed through Ecology's 401 Certification process,so communication with Mr. McMillan early in the project review/permit process is advised. Floodplain Manaaement: TIle County should address floodplain management issues in their shoreline or building permit to assure that the project ,wiUcrcatc no adverse flooding impacts; cause no rise in base flood elevations; and meet the construction standM'ds requittd in coastal high hazard areas (V .Zoncs) as required by county ordinance. Shorelands: As discussed during pre-apj)lication meetings, Ecology would like the shoreline permit process to include consideration rillarian habitat enh:lnccment opportunities in upland areas adjacent to the proposed expansion. Native species trees and shrubs, once established landward oftbe ordinary high water mark, would futlhcr stabilize soils while providing shade and other functional habitat values, plus visual screening. .......
