ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENT,
AND REQUEST FOR COMMENTS ON SCOPE OF SUPPLEMENTAL EIS
NOTICE IS HEREBY GIVEN that Jefferson County has issued a Determination of Significance (DS)
under the State Environmental Policy Act Rules (Chapter 197 -11 WAC) for the following project:
Application: SDPOO-00014, Shoreline Primary Use Substantial Development Permit (SDP)
Applicant: Mark Dorsey, Port Ludlow Associates LLC, The original applicant was Olympic
Property Group LLC, The property in question has since changed ownership,
Representative:
Nicole Faghin, Reid Middleton, Inc,
Proposal: To expand the Port Ludlow Marina (Marina) by adding 100 new slips for 36 to 60 foot
vessels, adjacent side-tie areas for vessels over 60 feet in length, and amenities such as dinghy floats and
an expanded kayak float. The proposed expansion occurs to the west and south of the existing Marina,
connected to the C, D, and E dock system, The proposed layout includes extension of the D and E lateral
systems and a new F lateral system, with no changes to the AlE dock system, The design includes
provisions to minimize environmental impacts as detailed in a submitted Biological Evaluation, The
plans dated August 15, 2000 and submitted with the original application have been modified as
represented in an updated site plan received by the County on September 24, 2001,

Required Approvals: The final project must be in compliance with the Jefferson County Shoreline
Management Master Program (SMMP) and the Shoreline Management Act (SMA) in order to be
approved for a Shoreline Primary Use SDP, Hydraulic Project Approval (HPA) from the Washington
Department of Fish and Wildlife (WDFW), approval from the Washington Department of Natural
Resources (DNR) for use of the tidelands and bedlands, and approval from the Army Corps of Engineers
(COE) are also required, In addition, a building permit will be required from Jefferson County, as well
as inspection by the Washington State Department of Labor and Industries (L&I) prior to final inspection
by the Jefferson County Building Division, This SDP is for shoreline/land use approval only, No
building permit will be issued by Jefferson County until the completion of an Environmental Impact
Statement (EIS) or Supplemental EIS (SEIS) for the entire Port Ludlow Master Planned Resort (MPR)
expansion project, as outlined in Section 3,902 of the MPR Code (Ordinance No, 08-1004-99, adopted
October 4, 1999), This permit proposal is being reviewed under the development standards associated
with the applicable ordinances in place before the adoption of the Unified Development Code in
December 2000,

Description of Adopted Document: In combination with the Draft EIS, the FEIS examines the
potential cumulative environmental impacts of the entire Port Ludlow Development Program, including
proposed expansion of the Port Ludlow Marina by 100 slips, Pursuant to Section 3,904(1) of the MPR
Code, detailed environmental review for future resort development shall take the form ofa project-level
SEIS that supplements the 1993 Port Ludlow Development Program EIS,
SEIS REQIDRED/SCOPING PROCESS TO COMMENCE:
Notice of Significance: After review of a completed environmental checklist and other information on
file with Department of Community Development, Jefferson County has determined that this proposal is
likely to have a significant adverse impact on the environment. An EIS is required under RCW
43.21C.030(2)(c) and will be prepared under the direction of the County by a professional consultant
contracted by the applicant and approved by the participating regulatory agencies, The document will be
a project-level SEIS supplementing the 1993 Port Ludlow Development Program EIS, The
environmental checklist and other case materials indicating likely environmental impacts can be
reviewed at the Department of Community Development, 621 Sheridan Street, Port Townsend,
Jefferson County has identified the following areas for discussion in the SEIS: Pursuant to Section
3,904(2) of the MPR Code, the scope of the SEIS shall include, but not be limited to, the following
elements:
a, Earth, including grading, erosion control, and dredging;
b, Water, including runoff and water quality issues, , ,;
c, Plants and Animals, including impacts on fish and wildlife migration and threatened or
endangered species;
d, Land and Shoreline Use, including relationship to existing land use plans and estimated
population, housing, light and glare, aesthetics, noise..., recreation, and historic cultural
preservation;
e, Transportation, including trip generation, traffic congestion, traffic systems, vehicle and
pedestrian hazards, parking and spill-over parking; and
f, Public Services and Utilities, including water, stormwater, sewer, and fire",
These elements may be combined in the SEIS analysis to reduce duplication and narrow the focus to
potentially significant adverse environmental impacts.
Three alternatives have been proposed for consideration by the applicant: No action-maintenance
and rehabilitation only; Alternative 1-100 slip expansion as proposed in the application; Alternative
2-100 slip expansion with alternate design similar to the proposed project in the 1993 FEIS cited above,
Further description of the proposed alternatives for consideration is contained in a one-page document
prepared by the applicant's representative and dated September 17, 2001. This document can be
acquired via the Department of Community Development.
Scoping: Pursuant to WAC 197-11-360(3), agencies, affected tribes, and members of the public are
invited to comment on the scope of the SEIS, Comments may address alternatives, mitigation measures,
probable significant adverse impacts, and licenses or other approvals that may be required, Pursuant to

WAC 197-11-408 (Scoping) and WAC 197-11-410 (Expanded Scoping), the method and deadline for
submitting comments is as follows:
· The comment period under Expanded Scoping shall be thirty (30) days from the date of the
threshold determination. Considering that the determination will be published in the October 3,
2001 edition of the Port Townsend & Jefferson County Leader, comments must be submitted by
4:30 PM, November 2, 2001 to the Jefferson County Department of Community Development at
621 Sheridan Street, Port Townsend W A 98368.
. Pursuant to Section 3,904(1) of the MPR Code, the proponent shall hold a public scoping
hearing on Friday, October 12, at the Bay Club at Port Ludlow from 2:00 to 3:30 PM, All
interested persons are invited to attend.
· Shortly after the completion of the scoping comment period, Jefferson County will issue an SEIS
Scope document incorporating comments submitted.
· The SEIS shall be prepared under the direction of the County according to the SEIS Scope and
Part Four of Chapter 197-11 WAC.
. The Draft SEIS (DSEIS) will be publicly noticed and issued to agencies and interested parties
pursuant to WAC 197-11-455, A thirty (30) day comment period shall follow the release of the
DSEIS, pursuant to WAC 197-11-502(5), unless extended by the lead agency,
. The County will not act on the proposal prior to seven (7) days after issuance of the Final SEIS
(FSEIS), pursuant to WAC 197-11-460(5),
Appeal of the Threshold Determination: Pursuant to Subsection 8.20(1) of the Jefferson County SEPA
Implementing Ordinance (No, 7-84), as amended October 14, 1991 by Ordinance No. 06-1014-91, the
proponent or any aggrieved party may appeal the threshold determination by giving written notice to the
SEPA Responsible Official within ten (10) days of the decision. Considering that the determination will
be published in the October 3, 2001 edition of the Port Townsend & Jefferson County Leader, appeals
must be filed by 4:30 PM, October 13, 2001 with the Jefferson County Department of Community
Development at 621 Sheridan Street, Port Townsend W A 98368. If the last day of the appeal period falls
on a weekend or holiday, the appeal period shall be extended to the first working day after the weekend
or holiday,
