The new owners would like to continue pursuing the permits for expansion of the marina at Port Ludlow. This should not be viewed as a new application. However, we have enclosed a revised JARP A that provides contact information regarding the new owners, The project description, proposed activity and activity purpose have not changed, The following is a brief chronology of this proiect to date: February 9,2000: Corps Pre-Application Meeting May 3,2000 Pre-application meeting at Jefferson County July 25,2000 JARPA submitted to COE and DFW July 25,2000 Shoreline Permit submitted to Jefferson Co, October 31,2000 Site Visit attended by DFW, DOE, COE, Jefferson Co, DNR Spring 2001 Olympic Property Group Negotiates sale of Port Ludlow July 2001 Port Ludlow Associates takes over operations of Port Ludlow September 27,2001 Jefferson County Issues Determination of Significance In August 2001 Port Ludlow Associates (PLA) requested that Reid Middleton resume the permit process that had essentially stopped in late fall 2000, This project continues to be a request for expansion of the existing marina to include addition of 100 slips, However, PLA requested a revision to the slip layout based upon a number of factors. First, changes were requested in response to issues raised at the Site Visit on October 3 1, 2000 concerning over water coverage in less than -20 feet water depths, Second, PLA expressed concern about the fairway and navigability between the new E Dock East lateral and the New F Dock East lateral immediately adjacent to the main marina entrance for the eastern portion of the marina. 70 Breaker Lane. The layout revisions show the changes between the existing marina, the layout as shown in the July 2000 JARPA application, and the new layout. These revisions stay within the 100 new slip limits that are described in the programmatic EIS for the Port Ludlow Development. The new drawings contain the following changes: . To address the navigation concern in the area between the new E Dock East and the New F Dock East, PLA proposes to reduce the new 60-foot slips on the south side of E Dock East to 40-foot slips. Since 40-foot slips are narrower than 60-foot slips, 8 new 40-slips can be located where the 6 new 60-foot slips were proposed in the original application, . To address the shallow water coverage issue raised by the Corps of Engineers, four proposed slips located at the West End of the D Dock lateral were eliminated, These were the only slips in the original layout in shallow water, . In order to provide for new 60-foot slip moorage in the marina, which is in high demand at marina facilities throughout Puget Sound, nine of the proposed new 50-foot slips on the north side ofE Dock lateral were modified to 60-foot slips, . To maintain a proposed expansion of 100 slips, the four slips eliminated on D Dock were balanced by the addition of two slips on E Dock East and the addition of two slips to the west end ofF Dock. The following is a comparison of the over water coverage shown on the layout of the marina in the 2000 JARPA application and the layout proposed in this revised 2001 JARPA application, See the attached drawing for reference. The proposed new kayak float is 2, 850 SF and has light transmission panels, as described in the JARP A application, In summary, the changes proposed in these drawings are fairly small and may actually be an improvement from a habitat perspective, First, we have eliminated new slips in the shallower areas of the marina, We have reduced the over water coverage in less than -20 feet by 188 feet. Second, the changes result in an overall change in over water coverage by 359 square feet. This is a one- percent (1-%) change in over water coverage for the entire project. A revised BE will be submitted to the Corps in the next few weeks, The biologist for this project, Pen tee Environmental, recently conducted a new eelgrass survey of the marina. Pentec conducted this new survey as a direct result of a request by the Corps and DFW at the October 31, 2000 site visit. The results of the eelgrass survey will be included in the revised BE. Port Ludlow Associates has also requested Jefferson County resume processing of its Shoreline Permit. The owners propose expansion of the facility with the addition of 100 new slips and adjacent sidetie areas, The following is a discussion of the key elements of the conceptual layout for the expanded Marina. The following key factors guided the conceptual layout: · Provide 100 slips in the range of 36 feet in length up to 60 feet in length. . Provide additional sidetie areas for vessels larger than 60 feet to moor. · Cost-effective solution utilizing existing infrastructure as feasible. · Minimize environmental impacts · by eliminating alternatives in shallow water and constructing slips in deeper non-intertidal water · by not utilizing treated-timber piling · by removing an existing wide dinghy float area to improve light penetration · by requiring best management practices during construction to protect the environment · by replacing a solid float for the kayak storage with a grated float to allow light penetration · others as detailed in the Biological Evaluation. · Minimize impact to existing tenants and facilities. · Ability to phase the project. · Work within the constraints of the neighboring Scott Property dock. . Include amenities such as dinghy floats and an expanded kayak float. The proposed 100-slip expansion for the Port Ludlow Marina is shown in Figure 1. The proposed expansion occurs to the west and south of the existing Marina. The expansion is connected to the C, D, and E dock system. No change is proposed to the A/B dock system at this time. The proposed layout includes extension of the D and E lateral systems and a new F lateral system, The F lateral dock will also serve as the new floating breakwater for waves approaching from the south, Preparation of drawings: See Appendix A - sanlple drawings and checklist for completing the drawings, One set of original or good quality reproducible drawings must be attached, NOTE: Applicants are encouraged to suomit photographs of the project site, but these do not substitute for drawings, THE CORPS OF ENGINEER REQUIRES DRAWINGS ON 8-1/2 X II INCH SHEETS.
