Nicole Faghin. vef Anne, I'll try to clarify the drawing. But I'll start with a side note. We spent HOURS trying to figure out how to tell the story in one drawing. So your comments, as we feared, indicate we still haven't found the right combo of colors, text, etc. Based on your comments, we'll try to adjust this before tomorrow's scoping meeting. Because if its confusing to you, then the rest of the public will DEFINITELY be confused. Now the attempt to clarify: The areas that are blue with red hatching are in both the 2000 and 2001 proposal, including the kayak grated float (no change from 2000). The BLUE ONLY is in the 2000 proposal and now deleted. The RED HATCHED is in the 2001 proposal. We tried to differentiate the areas changed by adding a DARK LINE around those portions of the Marina that may have changed. Change in over water coverage is 359 SF additional out of a TOTAL NEW overwater coverage of 32,136 SF proposed in the 2000 project. That means the changes increased the total new overwater coverage by 1%. The comments from the Colbys will be addressed during the SEPA process. Hope this helps! On the figures it is impossible to tell which elements are in addition to the 2000 proposal and which are in place of the 2000 proposal (see key for quick illustration). To clarify, the portions of the plan that are the blue 2000 proposal, are now dropped? The blue with red outline and hatching overlay are both 2000 and 2001, and the red hatching is additional 2001 proposal, correct? These authors work in 1995 documented that anything over 2 meters wide impacted nearshore habitat.). in same On your table, please clarify what the net increase in overwater structure of the 2001 proposal is from the existing facility (not the 2000 proposal), and what depths the increased overwater structure occupies. This will need to be: l)minimized to the absolute possible, and no increase in over water structure may occur shallower than -15 MLLW. Once all minimizing/avoiding has taken place, and it is confirmed that no eelgrass will be impacted, if there is any additional increase in overwater coverage (again which may only occur deeper than -15MLLW) than we will need to discuss a minimum of 2:1 mitigation. I have offered mitigation options in the past, including moving existing in and overwater structure, including, the gas float offshore. I also received a letter of comments from Colby and concur with water quality concerns, including pump out station capacity and locations. These should be addressed.
