HomeMy WebLinkAboutLog080 e JEFFERSON C~NTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street Port Townsend, WA 98368 November 30,2001 AI Scalf, Director Scoping Document for the Port Ludlow Marina Expansion Supplemental Draft Environmental Impact Statement (SDEIS) Application: SDPOO-00014, Shoreline Primary Use Substantial Development Permit (SDP) Applicant: Port Ludlow Associates LLC (formerly Olympic Property Group) Determination of Significance (DS): Jefferson County issued a DS and Scoping Notice for the above-referenced project on September 28, 2001 that was published in the Port Townsend & Jefferson County Leader on October 3, 2001. This Marina component SEIS will supplement the 1993 Port Ludlow Development Program EIS, which examined the potential cumulative environmental impacts of the entire Port Ludlow Development Program, including a proposed 100-slip expansion 0 the Port Ludlow Marina. Pursuant to Section 3.904(1) of the Port Ludlow Master Planned Resort (MPR) Code, detailed environmental review for future Resort development shall take the form of a project-level SEIS that supplements the 1993 programmatic EIS. A full Resort SEIS or EIS will include this Marina expansion SEIS as a component (refer to the Note on page 2). Scoping Summary: The extended scoping period for the Port Ludlow Marina expansion SDEIS was from October 3 to November 2, 2001. Five scoping comment letters were received from citizens in addition to earlier comments received from the Washington State Departments of Fish and Wildlife (WDFW) and Ecology (Ecology). Each of these letters was considered. A public scoping meeting was held on October 12, 2001 at the Bay Club in Port Ludlow. Associate Planner Josh Peters, representing the Jefferson County Department of Community Development (DCD), facilitated the meeting. Representatives of the applicant (port Ludlow Associates) and the EIS consultant (Reid-Middleton) were present. Twelve area residents and a representative of the Washington State Department of Natural Resources (DNR) attended the meeting. Summary minutes of the scoping meeting are on file with DCD. Scope of Port Ludlow Marina Expansion SDEIS: Based on comments received during this scoping process and the MPR Code, Jefferson County has identified the following elements of the environment for discussion in the Marina component SDEIS: Building Permits/ Inspections (360) 379-4450 Development Review Division LOG \TEM H <gO ..- Long Ra~~lanrlingOff -- FAX: (360) 379-4451 S coping Document: Port Lud/ow.rina Expansion e 2 Elements A. Earth - potential for bank erosion, scour, and dredging B. Surface Water - water quality impacts to Port Ludlow Bay from the proposed expansion/use (including analysis of measures to limit gray and black water discharge from slip users and the adequacy of the existing pump-out station) and related stormwater runoff C. Plants and Animals - identification of marine habitat and species (especially threatened and endangered species listed under the Federal Endangered Species Act and by the State of Washington) and impacts to the habitat and marine species D. Land and Shoreline Use - relationship to existing land use plans and population, consistency with existing MPR Code, impacts to adjacent land uses (noise, odors, boat and floatplane access to neighboring docks) E. Aesthetics - view impacts, light and glare F. Transportation - potential new trip generation and parking demands G. Public Services - increased demand for fire protection/emergency medical services and sanitary sewage disposal Alternatives: The following alternatives will be addressed in the SDEIS: Alternative 1 - proposed project (lOO-slip expansion per 2000 application amended in 2001) Alternative 2 - proposed project modified such that expansion is waterward instead of westward in front of the Scott Court properties Alternative 3 - 1993 (Alternate) Design for 100-slip expansion Alternative 4 - no action (no expansion of the Marina) Discussion of impacts will include both short-term construction impacts and long-term (operational) impacts. Any known cumulative impacts will also be addressed. Note: Per the MPR Code, Jefferson County will not issue any approval or permit (i.e., shoreline permit or building permit) for Marina expansion until completion of a Resort EIS or SEIS for the entire Port Ludlow MPR Development Program outlined in the 1993 programmatic EIS. The Resort EIS must address the cumulative impacts of both the Resort and Marina expansion. Jefferson County is acting as lead agency for this Marina component SEIS in the interest of facilitating environmental review for multi agency review of the Marina expansion proposal. WDFW, US Army Corps of Engineers, DNR, and Ecology all have some level of jurisdiction over the Marina expansion proposal. As Jefferson County has jurisdiction over the overall Resort development, of which the Marina expansion is a component, the County will evaluate the environmental impacts of the entire Resort development proposal before issuing approvals or permits for any individual component. Timeline and Public Involvement: The DSEIS is schedule to be ready for circulation sometime between mid-February and mid-March 2002. Upon notice of the availability of the DSEIS, there will be a 30-day comment period. A Final SEIS (FSEIS) will be completed before any permits are issued. _ LOG 'TEM 1buJ ~O t)age 8- of (}- -
