I was not able to attend the meeting where ORM delivered their "Blueprint for the Future," to the residents of Port Ludlow; so I asked for and received a packet of information from Mr. McCarry. I have enclosed a complete copy for your review. Although the comment period is closed for the scoping meeting, I believe the information is relevant to the entire project and ask that the County, as well as all other controlling agencies, consider ORM's 1999 publicly announced plans in the reVIew process. The packet of information contains 1) a press release, 2) color rendition ofORM's "Preferred Plan" and 3) a four page Planning Forum document. In previously distributed information, Mr. McCarry is on record as representing there is a need for 100 slips based on the 450 unsold lots as well as current demand. What I find interesting is that of the 22 top requests from the community study groups and ORM surveys, there is no mention or need for additional marina slips. Please note that ORM heard from 1061 property owners! ORM's information packet also included a color rendition of their "Preferred Plan." It depicts a resort area that includes the Beach Club, a museum, youth center, retail and restaurants, conference center and a new hotel. Their Preferred Plan also depicts their intent to extend the marina southward from the current design - not westward as depicted in the 2000 and 2001 permit drawings. I guess my question would be "what changed?" It appears that ORM was trying to LOG, ITEM # ro~ Page ~Of S. e e represent intent to live up to their goal to create a hallmark community with respect for the area's unique environmental features... Certainly a marina expansion southward from the current dock configuration would create less environmental harm because it has little over-water shading in the more critical shoreline areas. I assume that in 1999 there was a concerted effort on ORM's part to quiet the various perceived dissident groups, get agreement on the Village Council (one of the listed goals) and continue to package the development for eventual sale. If I had known their true design in 1999, I would have been much more vocal regarding the marina expansion plans. Sadly, it appears that once ORM had community buy in to the plan, they quietly changed it. As I mentioned in the opening of this letter, I request the County's consideration of the enclosed documents. My wife and I ask that any permitted expansion be built southward of the current marina as noted in ORM's Preferred Plan. Thank you. The company sponsored Planning Forum involved citizens in an open process to help plan the future build-out and completion of Port Ludlow. Over the last two-and-a- half years, 23 citizen committees came up with general and specific recommendations ranging from protecting the environment to building a yacht club, health care and other facilities. In a passionate appeal for unity, aRM's CEO Gary Tucker said the company is willing to meet many of the community's requests provided residents could come together to elect a self-representative body to manage the community's joint assets and interests. "We are committed to working with the community during the completion of Port Ludlow," said Tucker, "but we have to work together." For more than 18 months, Jefferson County has been working on new zoning regulations for Port Ludlow as part of the Growth Management Act requirements. aRM officials say the regulations are necessary before anyone could build many of the community requests including an expanded golf facility and an indoor tennis/recreation center.
