The original proposal was for the stairs to terminate on top of an existing riprap bulkhead and for concrete pads to support a wooden stair tower and wooden steps. The design was modified as a result of comments from the Washington Department of Fish and Wildlife to avoid terminating on top of the bulkhead. The new design is for a single-post, spiral staircase constructed of metal with a cantilevered upper landing. The project will be designed such that the stairs terminate landward of the ordinary high water mark and to have minimum impact on the well-consolidated shore bank.
