As such it can never be replicated in the event of an environmental disaster. We are specifically concerned with the insidious erosion of the water quality within the harbor through the harmful and illegal effluents being pumped over the side by a live aboard anchored in the harbor, as well as those boats that might follow him here. We are equally concerned with the eventual possibility of some type of derelict being anchored and abandoned in the harbor to escape moorage costs. These unseaworthy craft, by necessity, are constantly pumping contaminated bilge water into the harbor, or even worse, sinking at their moorings due to a lack of attention by the owners. Additionally, the long term anchoring of unattended pleasure boats with integral fuel tanks pose the problem of these vessels coming adrift in strong winds and grounding on the shore causing the eventual spillage of fuel oil and other contaminants. We are asking the B.O.C.C. to use their influence with the appropriate governmental agencies to establish Port Ludlow Harbor as a short term anchorage zone. While active boaters are most welcome to anchor in Port Ludlow, we recommend a limit of fourteen days in anyone month for anchored vessels meeting the above criteria. The fourteen day stay is contingent upon the vessel pumping out on the seventh day or when their holding tank is full, whichever comes earlier. Ninety nine percent of all anchoring vessels fit within the desired profile, unfortunately it is the other one percent who require that we have some type of proactive enforcement measures in place. We simply do not have the luxury of waiting until the damage is done to create an effective enforcement action, which should include the authority to remove the vessel from the harbor at owner's expense. Your support of this measure will not only be greatly appreciated by the current residents of Port Ludlow. but also by all those who follow us to Jefferson County to live nearby one of the great small boat harbors in the United States.
