I would appreciate you confirming my understanding of your phone comments yesterday with respect to
the Port Ludlow marina expansion EIS and permit process.
1. The Port Ludlow Associates consultant has not, as yet, submitted PLA's final"proposal" for the marina
expansion.
DCD has yet to receive the draft Final SEIS, which is expected to contain the applicant's proposal to
address the concerns raised. DCD will review the document and direct the consultants to include any
changes we desire. The FSEIS will then be released to the public and other agencies with jurisdiction.
2. Your department will not make a decision to approve or disapprove this PLA marina expansion
proposal option separate from the whole resort development proposal and EIS as required by the Master
Planned Resort ordinances.
DCD will not issue a shoreline substantial development permit for the Marina expansion independent of or
before environmental review of the Resort expansion is complete, pursuant to the Port Ludlow MPR
ordinance.
3. PLA is expected to submit their resort expansion plan to Jerry Smith in the detail stipulated by the
ordinances, after which an environmental impact study must be completed for the complete resort
development plan prior to issuing any building permits.
Yes. The Resort expansion proposal will be submitted to DCD and Jerry Smith will most likely be the
project planner assigned to the case. Review of the Resort expansion proposal will require the
preparation of an EIS, part of which will be the environmental analysis for the Marina expansion
component of the Resort expansion plan.

scope and impact consideration as part of (a segment of the aggregate) the complete resort
development plan and EIS.

Josh, I assume at this time, with the other, inter related, resort development details known, your
office will again consider comments from interested residents.
When application is made for the Resort expansion, the scoping process for the EIS will commence. The
public will be invited to participate in that process. There may be other avenues of public participation, as
well. The details of the process will be established when application is made and a project planner
assigned to the proposal (most likely Jerry Smith).
