The District understands there is no active comment period on the project at this time. A few points of clarification are requested of the County regarding the mitigation measures listed in the FSEIS. The FSEIS mitigating measures suggested for impacts to fire protection and emergency service are: . Fire hydrants and emergency access to be provided. . New dry line fire suppression system to be installed on C-Dock, the central walkway and all new docks. . Training/or marina personnel and live-aboard residents in emergency fire fighting procedures. . Fire call boxes to be installed on new docks and central walkway. . Construct new connection between B-Dock and C-Dock. The B-dock to C-dock connection is also noted at pg. 2-2 under the general heading of proposed project and alternatives, before any of the individual alternatives are described. The location of this discussion in the FSEIS gives the impression the B-C connection mitigation is expected regardless of which alternative is selected. However, Alternatives #1, #3, and #4 do not specifically describe or show the B-C connection. This makes sense only for Alt. #4 because it is the no action alternative. Please clarifY as to whether the B-C connection was considered mitigation with all the alternatives. Alt. #2 identifies 32 new slips and a set of floats for breakwater/tie-up at the end of A-dock. Alt. #3 identifies 36 new slips at the end of A-dock. Alt. #5 identifies 15 new slips and an extensive breakwater/tie-up area at the end of A-dock. Please clarifY as to whether there was consideration of a dry line fire suppression system into A-dock if Alt. #2, #3, or #S were selected. There is no discussion within the FSEIS of installation of the dry-line fire suppression system into B-dock regardless of the alternative selected. Please state if B-dock would have no dry-line fire suppression system extended to it, regardless of the alternative selected. There is no discussion within the FSEIS of installation of the dry-line fire suppression system into the proposed unnamed dock in Alt. #3 that would be located immediately east of the fuel float. Please state if this unnamed dock would have no dry-line fire suppression system extended to it, if Alt. #3 were selected. More specific to the fire suppression system, is the terminology "all new docks" used in the FSEIS intended to include any new slip, tie-up, float, dock, breakwater, or connection, or was there assumed to be a triggering length or minimum number of tie-ups prior to the mitigation being applicable to a specific area of the marina? Please clarifY where the "central walkway" is located on the existing marina, and if the location of a "central walkway" would change depending on the alternative selected.
