I guess I am the one who is confused. We (Reid Middleton & PLA) met
with Chief Kier. We added the elements that he requested for the marina
expansion at that time. The drafts were available at the marina, the
beach club, the bay club, the library and online as advertised.
In general, I feel that FD#3 is grinding into detail too early. We
haven't even began design yet and feel his comments are design related
specifics.

Greetings:
I spoke with Fire Chief Wayne Kier this morning. He explained that Fire
Protection District #3 did not receive a copy of the DSEIS for the Port
Ludlow Marina expansion proposal and therefore missed the comment
period. Thus, when they received the FSEIS, there was confusion about
where we are in the process.
I explained to him that the alternative that would most likely form the
basis for a future shoreline permit decision is Alternative 5: Response
to DSEIS Comments in the FSEIS dated December 31, 2002. That being
said, the SEIS for the Marina expansion is a component of the EIS for
the Resort Plan proposal, which is expected to be prepared and reviewed
sometime in the near future. An eventual shoreline permit decision
could address fire protection and other concerns through the
incorporation of permit conditions.
I informed Chief Kier that District #3 could participate in the Resort
Plan EIS process, if desired. I asked him to reconsider his letter of
February 18, 2003 in the context of what we discussed, particularly that
Alternative 5 from the FSEIS is the alternative that will most likely
resemble what is eventually approved through a shoreline permit, if and
when that permit is issued by the County. He may be responding in
writing with more specific concerns made within the context of
Alternative 5 and/ or Marina expansion in general. It may also behoove
PLA or Reid-Middleton to speak with Chief Kier directly about his
concerns and propose measures to address those concerns, accordingly.
