OF COMMUNITY DEVELOPMENT Subject: Port Ludlow Marina Expansion Dear ChiefKier; On behalf of Port Ludlow Associates, we are responding to your February 18, 2003 letter to Josh Peters at Jefferson County. As you subsequently discussed with Josh, it is Port Ludlow Associates' intent to pursue approval of Alternative 5, as described in the Final EIS. The EIS process required analysis of several project alternatives atthe planning level; typically, alternatives not proposed by the applicant or the lead agency do not containthe same level of design detail as the "preferred alternative." While we intend to pursue approval of Alternative 5 as shown in the FEIS, we do not yet know the details of the final configuration of the new docks and laterals. It is our assumption that the final dock configuration will be determined through the shoreline permit process. We are committed to working with Fire District #3 during the permitting process to resolve your concerns. As we discussed in our earlier meeting at the marina, Port Ludlow Associates has agreed to: . Provide two access points to the docks . Provide an emergency call box on the docks . Install a dry line fire suppression system on all new docks and the central walkway (i.e., the main float from which the lateral docks extend). The line in the central walkway will be sized to provide service to the entire manna. Once the final dock configuration is known, we will address the issue of extending fire lines to new slips at the end of existing dock laterals and to all existing slips. From an engineering standpoint, the extent to which dry lines should be extended on the existing docks is still under discussion. The existing docks are old, with low freeboard and will n.eed to be replaced in the not-so-distant future. Addition of new fire lines now, could result in problems from the added weight when the lines are filled with water. This issue will be addressed during the designphaseofthe project. As we have stated, when we move into the permitting and design phase of the project, we will work with the Fire District. The request for a shoreline permit is currently on "hold" and we do not anticipate further work on the marina design in the immediate future. We are not able to move ahead with the marina expansion until we have complied with Jefferson County requirements regarding study of expansion of the upland Resort area. We anticipate beginning work on a Draft and Final EIS for the Resort expansion in the very near future and will contact you for Fire District input as part of this process as well.
