Very briefly: The FEIS acknowledges that additional pollutants could enter Port Ludlow and surrounding marine waters due to the increased vessel use. Sewage, oil, fuel, trash, etc. The FEIS recommends boater education as a mitigation. Table 1 Summary, pg1-14 -1-16. As you know, I am working on the Surface Water Management Plan. I expect that a major component will be public education programs to provide information and to instill an ethic of personal responsibility for protecting water resources. I have been working with JC-WSU Cooperative Extension on a draft Surface Water Management Public Education Plan. The PEP identifies boater education and technical assistance to marina operators and boaters as an priority. Based on this I am recommending that you put a condition on the marina expansion SDP that would require the marina operator to work with a qualified education provider approved by JC to develop and implement an on-going boater education and operator training program. If there is an expansion proposal for the Port Hadlock marina, this would be an appropriate condition there, too. Let's discuss more. Mitigation is discussed in the FSEIS as something that will be established and occur through the HPA for the project. Jerry S. is involved in the EIS for the entire Resort Plan application, of which the Marina expansion is a component. We won't make a shoreline permit decision for the Marina until that process is complete.
