Greetings Stacie,
We would first like to comment on the fact that the engineering report that is to
accompany this application has not yet been submitted by PUD#l. It is hard to imagine a
planner being able to make decisions on this application without this vital information
outlining exactly how this project intends to proceed. It makes it equally difficult to
make comments on the proposed project as well. We protest the review of this application
without an engineering report and we strongly urge that the comment period be extended
until such time that this report can be made available to the public with sufficient time
to comment.
It is also our understanding that your agency requested from the applicant a more
detailed map of wetland delineations, and since the pipelines in this project will cross
many wetlands, an environmental impact analysis. This information is also conspicuously
absent from their file. It is impossible to comment on how the PUD will mitigate the
environmental hazards of crossing wetlands without viewing those documents. We submit that
the appication for these permits is incomplete and that the public comment period be
postponed and not begun until all the material required, that we would be commenting on,
be present.
A notice by PUD#l stated that they consider this project to be exempt from SEPA
review. We urgently question:
how a water pipeline system crossing Kilisut Harbor in an old and possibly leaking pipe
- how a project that transfers out-of-basin water
- how disturbing soils adjacent to commercial and private shellfish beds
- how the crossing and possibly draining and possibly contaminating many wetlands
could possibly be exempt from environmental review. This project is not exempt from SEPAl
