This letter rouses my concerns about the effect of the ~arrowstone Water System on the
environment. I question the issuing of the Shoreline Conditional Use and Substantial
Development permit.
Having personally looked at the MLA05-00276 packet in the development office, I want
to tell you how difficult it is for a "layperson" to understand the process and exactly what I'm
supposed to comment on.
No where in the packet did I find a detailed engineering plan. Any maps that I did find
were small and difficult to understand. Having been involved with the project for over two years.
I really wanted to see details. Where are the wetlands and how will the proposed engineering
design be done so as not to impact them? The wetlands map pulled off the county well site
doesn't show detail and is too small. Where is the wetlands evaluation and comments by a
wetlands specialist? PUD manager, Jim Parker, told the audience at a PUD meeting several
months ago that they would be having a specialist to do this analysis. I go further and question
the validity of the wetlands map provided by the county website. When I compared the county
records of~arrowstone wetlands and what I know - the information isn't the same.
I could not find an engineering report in the packet. I looked for a map and/or report that
showed the location and sizes of the pipes and showed all the roads and the side of the road the
pipes would be laid.. I know there have been engineering changes since the original design was
proposed over two years ago. Where are these changes? I am concerned with the seemingly
careless attitude that the PUD has used for this environmental review. We (citizens of
~arrowstone) were promised a compete SEP A review many times and even in their written and
approved water plan.
Why doesn't the PUD want to do a full SEPA? Was the engineering design planned on
purpose to avoid a SEP A? Is the design adequate to provide water and "some sort of' fire
protection for the island? What happens when the golf course is footed into the system?
Have this design been piece mealed to avoid SEP A? Where is the infomration in the
Indian Island and Fort Flagler phase of this project. I saw no mention of a loop system around
the bottom of Indian Island. What if the PUD isn't awarded the Navy water contract? Has the

fire considerations been studied and reviewed by the proper authorities?
The shorelines of Marrowstone Island are a great concern of mine and so is the recharge
of my well! Not only do I want the shorelines protected from contaminates, I want my well
protected. I have a good well and intend to continue using it as my water source. Will my well
become contaminated by opening the ditches and charlging the level of the ditches? What does
the design show about the culverts that are under some driveways? My driveway and my
neighbors do not have culverts, the water in the ditches soaks back into the ground. What will
happen to my recharge when the ditch levels are raised? WiJ]. my well recharge be affected?
Will I have flooding from an overflowing ditch or will the dJ.):ch level and culverts be designed to
course the rain water to flow past my property iti8tead of rec~~ging the aquifer under it?
I request that any hearings and copies of decisions regarding this public notice be sent to me.
