Hoskins Associate Planner, DRD Jefferson County Department of Community Development 621 Sheridan St Port Townsend, W A 98368 D U'i. or RE: SEP A ANALYSIS FOR MARROWSTONE WATER SYSTEM AND OTHER NEEDED INFORMATION This letter supports the call for SEP A review of the water extension for Marrowstone Island and the necessity for additional planning documents prior to the awarding of the permits for the project. The plan calls for the lines to be placed in the ditches adjacent to the roadbed at approximately 3 feet in depth. Those ditches, where present, have been collection basins for all sorts of toxic runoff for years. Disturbing these areas could very possibly contaminate existing wells, commercial shellfish operations, family shellfish grounds, and other habitat areas. There is nothing in the PUD'S application that even mentions this possibility or how to prevent this from happening. SEPA is needed to determine the effect that this line could have on Mystery Bay. The Nordland Store in the 1990's had two gasoline pumps in front of the store. To the best of my knowledge, the tanks are still there. Who knows how much gasoline was spilled or for that matter, if the remaining tanks are leeching. If the area is disturbed, the chance of a significant toxic contamination of Mystery Bay is increased. A third reason for SEPA review lies in the PUD'S Water System Plan. The Commissioners approved the plan by resolution and it has been approved by the state and that document explicitly says that they will do SEP A reviews for all capital projects. Additional information is needed to determine adequacy and safety of the line that runs from Indian Island to Fort Flagler under Killisit Harbor. The line is extremely old and, will it carry the pressure needed for the system and is it save (are there small breaches that are letting salt water into the system? One of the requirements of the PUD is to protect the resources of the area in which they operate. In fact, that responsibility is more important than creating water system. There is nothing in the plan that even mentions how they plan on protecting existing wells. Jefferson County is the lead agency in the water resources planning group 17, which does not permit out of basin transfers of water. The PUD'S plan is to bring water to Marrowstone from the Chimacum Basin. As far as I can determine, there is not mention of that in their permit application. LOG ITEM # ~ 'f Page_-Lof .~ e e Page 5-5 of the Utility Service Review Procedure states that Jefferson County requires the system to be evaluated for the following parameters: Source type: All systems will be required to provide safe drinking water. If the Source is other than a properly constructed well. construction documents and Other evidence will be reviewed to verify the safetv and reliability of the supplv. Are these documents present within the application process? The second point in this procedure that could require the PUD to protect the source of supply for all wells on the island. Under source protection the applicant must protect the source of supply through setbacks or sanitary control measures. My well, which is a very good, is less than 30 ft from the proposed line. What source protection are they going to provide for our well and the wells of other residents' of Marrows tone Island? The PUD must be required to complete a thorough SEP A review and provide meaningful planning documentation for this project.
