We call your attention to recent articles in the Port Townsend Leader and the Peninsula Daily News regarding
the Jefferson County PUD #l's effort to construct a public water system on Marrowstone Island. We live on
Marrowstone and we are writing in support of the prompt construction of this water system.
The people of Marrowstone have come out in favor of public water. The litigation brought by the opposition was
costly but decided. The court supported the PUD and establishment of the water system. Even some of those
who were at one point opponents to the system now plan to hook up. This process has taken far too long.
Further delay only increases the cost and does not serve the public interest.
The lack of concern for the health and welfare of their fellow citizens demonstrated by the late-intervening
"concerned citizens" at the PUD's June 15th meeting is overwhelming. They claim to be concerned about the
"environment". It is abundantly clear that their aim is to stop this badly needed public improvement.
These naysayers must live in some other world. Unfortunately, in our world dry or weak wells are a reality. Salt
water intrusion is a reality. Some Marrowstone residents must truck water to wash themselves and flush their
toilets. Others deal with poor quality water as best as they can. All of this can be finally eliminated by the PUD
water system.
These activists pick through the file for anything that can be used as an obstacle to development. As we have
seen in other well-publicized cases, it is not hard to find a nit in any issue, law or regulation if that is your
talent. Finding fault is all too easy. Being constructive and exercising common sense appears to be much too
difficult.
In general, environmental law recognizes several levels of development and potential impact. For more
significant cases the law requires appropriate study and mitigation measures. Burying a small diameter water
pipe alongside existing state and county roads is one of the most benign of public utility developments. It goes
against decency and common sense to manipulate the process to make installation of a small-diameter water
pipe into a more significant development. It is further nonsense to argue that a developed state right of way
could be a protected wetland.
It is obvious that the belJ[efj!:S of a water system on Marrowstone clearly outweigh any adverse impact.

Manipulation of environmental law has become a national pastime for these so-called activists. They and those
who allow this to persist should be held accountable.
We urge you to support the PUD and prompt construction of this much needed water system. Thank you.
