I mentioned that a determination that a proposal is exempt from SEPA is final per UDC 8.10.6.c(1):
The responsible official will detennine the applicability of a categorical exemption. The detennination by
the responsible official that a proposal is exempt from SEPA is final. None of the procedural requirements of
this Section 8.10 (except as provided in WAC 197-11-305 and this Section 8.10.6(c) apply to an exempt
proposal.
