1. The purpose of this memo is to forward information requested on your, DCD, 30 June
2005 Letter.
2. Based upon the results of our wetland reconnaissance and selected wetland surveys, we
wish to proceed with the project. We envision construction to be in phases, thereby allowing us
to obtain easements and permits for the more challenging areas as we are working on the more
straight forward portions ofthe project. Because this project is becoming time sensitive we are
requesting to hold the public hearing for the entire island for the shoreline permit. We also wish
to have the JARP A sent forward to the different agencies for the entire island less those areas
that were identified on the wetland reconnaissance that have not been addressed by the PUD yet.
In particular we wish to get the Corps of Engineers approval for SR116. This is needed to get
the DOT permit.
3. You requested that we submit revised site plans to include wetlands, landslide hazard
areas (30' buffer), Identify Ordinary High Water Mark and shoreline jurisdiction and type 5
streams. See enclosed maps.
a. Wetlands. We hired Parametrix engineering to perform a Wetland
Reconnaissance Survey for the island (enclosed). Based upon the outcome of the survey we
have developed a phased strategy to move forward with the project in what we feel is an orderly
cost effective manner. Phase 1 construction is to be the water lines shown on the enclosed
project map. It basically takes in the northern lIz of the Island and SR116. This area was selected
because of the high number of individuals that wanted the water system in those areas, because it
is relatively free of wet lands, to complete the DOT portion in one effort, and because the water
line is already at Fort Flagler. The selected route avoids the major wetland at the South end of
Mystery Bay, and uses BMPs to cross the other wetland areas. We have completed the wetland
survey to determine buffers and have included the recommended BMPs. The full report is
enclosure.
At the 19 October 2005 BOC meeting the BOC authorized parametrix to complete the
wetland survey for the rest of the Islando This will allow us to complete installation of water
lines on the rest of the Island. (Before starting the follow up phases that are within wetland
buffer areas we would submit for permits from the county. -) ?
b. Land Slide Hazard Areas. Review ofthe County maps provided a summary of
potential land slide hazard areas. There appears to only be a couple of points where the
proposed water line and the hazard areas are in proximity to one another. Near the in!~r.section

ofSR116 and Garden road is shown as a high risk area and on the north~R~4~mt~'hR~
Fort Gate Road. The first site, which shows a potential high risk is on tile tWt&;~8~tJf~
road. The PUD will install the water line on the opposite side of the road from the potential
hazard. Additionally, the PUD will install flexible couplings designed for this purpose every 50
feet through the identified landslide hazard area. At the northwest site (slight potential) the
PUD will install the water line on the non-water side and will install the flexible coupling there
also. We used these couplings on another project and they seem quite well designed for that
purpose.
c. OHWM. As part of Parametrix's contract they identified the OHWM and
where it would overlap with the water lines and wetlands In general SR116 South of the
intersection Swartz Road is all within 200 feet of the OHWM. Other areas are generally outside
the 200' radius from the shoreline
d. Type 5 streams. The only stream that was shown as a type 5 by the county was
an intermittent stream near the Mystery Bay Park. Parametrix survey of the stream resulted in
their determination that the stream did not require any special BMP. Ve vi. ~ w ( \) (\) ~ ~
4. Response for comment letters (Log items 42 through 78). Most of these letters probably
do not need any response. Many of the questions are similar to those that were in the lawsuit
against the PUD over the formation of an LUD. I can provide you the results for back ground
information if you wish. Some general responses:
a. A lot of the letters address concern over continued growth on the Island and that
some how the water system can control the growth. Unfortunately, growth is a function of
zoning and desirability. Using US census data it can be seen that around 10 new structures have
been built every year for the past 20 years (even without a water system). Zoning issues should
be addressed to the county not the PUD (note: County supports a water system as does CTED,
DOH, and DOE).
b. Instead of a water system use alternative methods. Currently rainwater diversion
is illegal without a water right and even then DOH does not support it as source of public water." ?
(We have reviewed possible PUD has been petition and LUD legally formed for a water system.)
c. Water system is bad for environment. In reality the reason for a public water
system is the environment. Marrowstone is a sole source aquifer. Seawater intrusion is a major
problem. A water system should take care of that situation. Concern over failing septic systems
needs to be addressed to the local health department, not the PUD. I hope they are not allowing
improperly designed septic systems to be permitted.
d. Water transfer from Chimacum Valley to Marrowstone is illegal. It is authorized
for municipal water purveyor to serve water within their service area. DOE and DOH both
recognize public water systems as better managers of our resources and encourage public water
systems over private systems.
e. Some concern over the placement of the water lines. The PUD would prefer to
place the water lines in the road shoulders, however, the County and State would prefer us to not
be there. So we are left in the ditches or onthe far side of the ditch. Both County and State road
crews grade material on a regular basis from the ditches and so we would prefer to not be in the

ditch. Unfortunately, the only place left is often unsuitable for waterline installanon,anCI""We
therefore are back in the ditch line. It should be pointed out for those that are concerned about
the displacement of contaminated material in the ditch, both the county and state are constantly
grade the ditch lines to keep them clean of soil deposits. Therefore they have already removed
or stirred up most of the ditch lines. Also we do have a stormwater plan submitted to PW s for
reVIew.
f. Service Areas. This was gone over in the lawsuit. PUD is the only County SMA
and as such is responsible all new water systems in the County outside an approved Service area.
The PUD has since applied for and been given Marrowstone Island as their service area.
g. SEPA. The PUD would prefer lines less than 8 inches in diameter. Water
moves more and is fresher through small diameter water lines. But there is a desire for some
level of fire protection on the Island and therefore 8 inch mains will be used for the primary
routes. If the county wants us to reduce those main sizes they can direct us to do so and we will.
8 inch or less water lines are categorically SEPA exempt.
h. Weare doing the project in phases to accommodate having the wet lands marked
by a wetland specialist. Weare trying to avoid wet lands where possible and to mitigate them
when and if we must go through them.
