RE: Permit for Marrowstone Water System
They applied for a Conditional Administrative Type II permit for a minor utility (water and sewer line installation) and a Type
III Shoreline Substantial Development permit (utilities within shoreline jurisdiction) on May 3, 2005. The project was
noticed in the Leader on June 8,2005. We received a large amount of comment on the project; mainly with regard the fact
that it is exempt from SEPA review (lines under eight inches are exempt). Stacie requested additional information on June
30,2005 (revised site plans with ESA and water line information, Wetland delineation, and response to comments). Stacie
decided to re-notice the project once we received and accepted the additional information. We received the additional
information on October 25, 2005. I reviewed the materials and discovered some minor inconsistencies within the wetland
delineation. I called Jim Parker and have arranged to meet him this Thursday, November 3rd, 2005, to go over and correct
the materials and discuss amending the 15t Phase of the proposal (which would be just the installation of the main line, not
including the causeway between Indian and Marrowstone Islands). Once we get and accept the additional information into
the file, we will re-notice the project for a 30 day comment period. After the 30 days, we will schedule a public hearing.
The earliest the hearing could be held is December 20,2005. A more realistic date would be January 3rd, 2005, or
January 17th.

I just finished a 30 minute meeting with Phil from the Plan Commission and two other residents of Marrowstone Island
regarding the PUD project. They are very interested in seeing us give a priority status to the permitting that the PUD has
to go through. Can you ensure that we do that and let me know if there are any problems encountered?
