Installation of the water system is planned in two phases and this memorandum is also intended to assist in permitting review, enabling the initiation of Phase 1 construction. PUD #1 of Jefferson County has formed a Local Utility District to provide public water to Marrowstone Island. This project was a result of several events: EP A designation of the Island as a sole source aquifer; sea~water intrusion problems that resulted in the GMHB directing Jefferson County to improve Island wide water quality; Washington State Park's expressed desire for the PUD to own and operate the water system at Fort Flagler State Park; and a petition by the local residents for public water supply. Because of the size of the project the PUD desires to do construction in phases. This should allow for better coordination of the various activities required to complete the Island wide effort. Phase 1 will construct the water system along SR 116 - with the exceptions of the areas around the southeast end of Mystery Bay (Nordland) and across the southern causeway between Indian and Marrowstone Islands; Schwartz Road, East Beach Road, Meade Road, and East Marrowstone Road between East Beach and Meade Roads. This route was selected to avoid potential wetlands, prior to completion of thorough wetlands delineations and any other required environmental studies or permits, so that the project could proceed as those studies were being completed. The PUD contracted with Parametrix to conduct an island-wide wetland reconnaissance of the proposed water system aIignment. Based upon the reconnaissance results, Parametrix conducted a wetland delineation of the proposed Phase 1 route. The results of the project area wetlands reconnaissance and delineations are included as part of the JARPA submittal. Project construction plans have been modified to avoid impacts to wetlands identified in these studies. Parametrix is now being contracted to complete the wetland delineations for the remainder of the water system route on the island (Phase 2). The Phase 1 wetlands delineation identified two areas where wetlands area within or near the proposed alignment (Schwartz Road and Meade Road). In both cases, these wetlands appear to be isolated from any other waterbodies and we believe meet the U.S. Army Corps' definition of non-jurisdictional waters. Therefore, we are hoping for approval from all the agencies to proceed with Phase 1 of the project. Two other wetland areas were delineated that may require additional permits and the water system will be constructed under later phases. These areas include the portion of SR 116 at Nordland along the southeast shoreline of Mystery Bay and the southern causeway. At N ordland, the water line will be installed on the landward side of SR 116 additional permitting 230 Chirnacum Road / P.O. Box 929, Port Hadlock, WA 98339 (360) 385-5800 FAX (360) 385-5945 may be required because of delineated wetlands within the proposed alignment. At Nordland and in crossing the southern causeway, we intend to use horizontal directional drilling for water line installation to avoid impacts to environmentally sensitive areas, but anticipate that we may need additional studies/ permits. Please advise us on how to proceed. Undelineated wetlands identified near the proposed alignment during the reconnaissance survey appear to be under the jurisdiction of the County. We will work with the County to avoid and minimize direct project impacts to these environmentally sensitive areas. A formal hearing with the County Hearing Examiner is required for this project. We hope to have the entire project approved by the Hearing Examiner and understand that we cannot complete the various phases without all the needed permits in place.
