The utility district is proposing to install a new water supply system on Marrowstone Island. The water system will be constructed in phases and Phase 2 includes the installation of water service tying into the Phase 2 water service on public and private roads to the south of Fort Flagler State Park. At this time, the proposal is to install the water service within the shoulders of paved roads and within the roadbed of gravel roads. A wetlands reconnaissance by Parametrix in July 2005 identified approximately 36 wetlands within the proposed Phase 2 project area (see attached figures for general wetland locations). The purpose of this scope of work (SOW) is to describe the approach, tasks, and costs associated with a delineation of wetlands in the Phase 2 project area and to address preparation of a biological evaluation for compliance with the Endangered Species Act. Objective: Task 01 - Project Management To provide project oversight and communicate project status to PUD No.1. Approach: Assumptions: Deliverables: Review project progress, milestones, and deliverables. >-- Track scope, schedule, and budget. >-- Perform final QAlQC reviews of the deliverables; >-- Prepare monthly project reports for duration of project. Assume a maximum of2 progress reports. Monthly progress reports. Objective: Task 02 - Pre-field Preparation Approach: Assumptions: Review existing background materials, which may include soils maps, National Wetlands Inventory (NWI) maps, orthophotographs, and construction plans; and prepare for the wetlands delineation. ,,,,- Review existing background materials, including those provided by the PUD, and confirm with PUD No.1 staff the Phase 2 project area prior to the delineation. Site visits to meet with PUD NO.1 or regulatory agency staff are not included in this task. >-- The route for the Phase 2 water service (project area) will be confirmed by the PUD staff prior to the delineation. Changes in the confirmed Phase 2 route may involve additional site visits that are not covered in this SOW or budget. L. Prepare critical areas documentation as required by Jefferson County Unified Development Code (ODC) Chapters 3.6.9 and 3.6.10G). '.... Parametrix shall identify and flag the boundaries of wetlands within approximately 20 feet of the paved road edge for the proposed Phase 2 water service. The current project area includes approximately 6,500 feet of wetland edge at 36 wetlands (see attached figures for general wetland locations) identified during the July 2005 wetland reconnaissance survey and not yet delineated. Ten wetlands were delineated for Phase I in August 2005. Wetlands will be identified based on the methods defined in the Corps of Engineers Wetland Delineation Manual (Environmental Laboratory 1987) and the Washington State Wetlands Identification and Delineation Manual (Washington State Department of Ecology 1997). Wetlands will be classified following the U.S. Fish and Wildlife Service's wetland classification system (Cowardin et al. 1979) and rated using the Washington State Wetland Rating System for Western Washington, 2nd Edition (Ecology 1993), as specified in UDC S3.6.9(a)(1). Field data supplemented with background materials, including NW1 maps, Jefferson County critical areas maps, and orthophotographs will be used to rate delineated wetlands. Parametrix will meet on-site with PUD No. 1 staff following the delineation to discuss the survey results. This task also includes the following: ~ Establishing upland and wetland sample plots, and collecting soils, hydrology, and vegetation data as needed to identify wetlands. ~ Marking wetland boundaries and sample plot locations with flagging. ~ This task includes 8 hours for coordinating with the survey crew to ensure that the wetlands and buffers are accurately mapped. ~ The delineation area includes wetlands identified during the July 2005 reconnaissance survey along the proposed Phase 2 roads. These wetland areas are located within or adjacent to the proposed water service alignment and may be impacted by Phase 2 construction activities. .~ Wetlands will be delineated parallel to the road and within approximately 20 feet perpendicular to the edge of pavement. Where a roadside ditch is present, wetlands will be delineated to approximately 5 feet beyond the top of the ditch bank opposite the 'road. Where there are no ditches, wetlands will be delineated to approximately 20 feet perpendicular to the edge of pavement or to a fence line, ifthe fence is within 20 feet of the road edge. ~ Wetland delineation will be completed within three weeks of receiving written notice to proceed. ~ Wetlands will be sketch mapped in the field and sketch maps will be provided to surveyors to assist in accurately surveying delineated wetland boundary and data plots. A sketch map of the flagged wetlands will be provided to the surveyors for use in locating, surveying, and mapping the wetland boundaries. Task 04 - CAD Support Objective: Approach: Assumptions: Deliverables: Incorporate the wetland delineation results, wetland buffers, OHWM, and 200-foot shoreline jurisdictional zone on project site plans. Surveyed wetland delineation boundaries and existing OHWM data will be merged with existing site plans that have been provided by POD No. 1. Once these new features have been added to site plans, wetland buffers and 200- foot shoreline jurisdictional zone will be added to base map and labeled appropriately. >- POD No. 1 will provide a topographic base map and site plan layer depicting existing conditions (roads, other improvements, and elevations) and the proposed water service alignment in AutoCAD Release 2004 or earlier version. The base map will include topography at a 2-foot contour interval for the area at least 20 feet out from the edge of the pavement. >- Parametrix CAD standards will be used for report figures and base survey information. >- Base map shall be in a state plane datum that coincides with design plans. >- Parametrix will add surveyed wetland boundaries (provided by the POD) for the 10 delineation sites to the base map. >- Parametrix will also map the OHWM, 200-foot shoreline jurisdictional zone, and wetland buffers on the base map. >- Wetland and buffer impact analysis will be based on the surveyed drawings of delineated wetland boundaries provided by PUD NO.1. >- The draft base map will be completed within 2 weeks of receiving the mapped delineation boundaries and topographic features. >- POD No.1 will have one review opportunity to comment on the draft base map. >- The final base map will be the basis for figures in the critical areas report and will be completed within 2 weeks of receipt of written comments on the draft base map from POD No.1. Field data and surveyed wetland delineation boundaries will be the basis of classifying and rating wetlands, determining wetland buffers, and calculating potential project-related wetland and buffer impacts. ~ The critical areas report will address compliance with the UDC and environmental issues (Items LA. i., iii., and iv., LB., 2.A., and 2.B.) requested by DCD staff in the June 30, 2205 letter to PUD No. 1. Documenting other critical areas in the project vicinity, including landslide hazard areas, is not included in this SOW. }> PUD No. 1 will provide Parametrix with the map showing water line locations, topographic features (ditches, road shoulders, elevations relative to wetlands, and distance to wetlands), and surveyed wetland boundaries on site plans showing the proposed water service alignment. }> Parametrix will map the delineated and surveyed wetland boundaries and calculated wetland buffers on site plans. }> Wetland and buffer impact analysis will be based on an overlay of these sensitive areas and the proposed Phase 2 water service alignment provided by PUD No. 1. }> This critical areas report will include proposed measures to avoid and minimize potential impacts, but will not include a detailed mitigation plan. }> Assistance with or preparation of other permits is not included in this SOW. }> One site visits to meet with PUD No.1 and regulatory agency staff to confIrm delineation boundaries is included in this task. }> The draft critical areas report will be completed within 4 weeks of receiving the mapped delineation. }> PUD No.1 will have one review opportunity to comment on the draft critical areas report. }> The fInal critical areas report will be completed within 2 weeks of receipt of written comments on the draft report from PUD No.1. Survey delineated areas sufficiently for review by Jefferson County Department of Development. Establish control points based on Jefferson County control monuments using GPS RTK techniques. Survey wetland flags, road edges adjacent to flagged Phase 2 wetlands, elevations of wetland edges and proposed water main alignment, and mapping area using conventional EDM. The mapping area will include the road shoulder and ditch in and around the wetlands. ~ Jefferson County control datum will be used. ~ No boundary data will be calculated or included. ~ No utilities will be located. Locations and elevations of wetland flags, data plots, road edges, and mapping areas to be included in CAD drawings described in task 04. Task 07 - Biological Evaluation Objective: Approach: Assumptions: Prepare a biological evaluation (BE) for the Marrowstone Island Water System Project that complies with requirements ofthe Endangered Species Act (ESA). For the purposes of the BE, the proposed action will include the full extent of the Phase 1 and Phase 2 water system installation (Fort Flagler to Indian Island). Review documented records in the project area of species federally listed as threatened or endangered under ESA, assess potential project related impacts to listed species, and recommend conservation and mitigation measures to avoid or minimize those impacts. ~ Proj ect will not result in take of listed species or adverse impact to designated critical habitat or important habitat features for listed species (i.e., bald eagle nest or perch trees). ~ Formal consultation with U.S. Fish and Wildlife Service (USFWS) and NOAA Fisheries (the Services) will not be required and is not included in this SOW should it be required. ~ This task includes 2 hours of time to meet with PUD No. 1 staff and Indian Island Naval Magazine staff to discuss the BE preparation and findings. ~ Site visits to assess presence of listed species in the project area are not included in this task. Existing data sources (i.e., WDFW PHS and SalmonScape data and USFWS species Jefferson County species list) will be used to assess listed species presence in the project area. Navy will have one review opportunity to comment on the draft BE and PUD No.1 will provide consolidated comments on the draft to Parametrix. > The fmal BE will be completed within 2 weeks of receipt of consolidated written comments on the draft BE from PUD No.1. ~ PUD No.1 will be responsible for submittal of the Final BA to USFWS and NOAA Fisheries. This SOW does not include responses to comments from the Services following submittal of the final BE. One electronic copy and two hard copies of the draft BE and one electronic copy and five hard copies of the final BE will be provided to PUD No.1. Task 08 - Prepare Joint Aquatic Resources Permit Application (JARPA) Form Objective: Approach: Assumptions: Obtain necessary state and federal permits for work near waters of the U.S. and waters ofthe state, particularly work in the vicinity of the Schwartz Road wetlands, delineated wetlands and shorelines of Mystery Bay and Scow Bay. Parametrix will prepare the JARP A form after reviewing previously collected information concerning wetlands and waters of the state and CAD files and other available design drawings for the proposed project to ensure that impacts subject to state and federal permitting requirements have been identified and documented. ~ Horizontal directional drilling has been identified as the construction method for water line installation beneath delineated wetlands and shorelines at Schwartz Road, Mystery Bay, and Scow Bay. Changes in construction methods (i.e., open trenching) will require additional impact analysis, resubmittal of a revised JARP A form, and will likely require mitigation. ~ The Washington Department ofFish and Wildlife (WDFW) will make the final determination on the requirements for a Hydraulic Project Approval for work in the Scow Bay area. ~ The U.S. Army Corps of Engineers (Corps) will make the final determination on the requirements for Section 404 permits. ~ Preparation of additional permitting materials (mitigation plans) and agency negotiations, if required, is not included in this proposal. ~ Parametrix will provide hard copies and a draft JARP A package to PUD No. 1 for review and comment. ~ Following receipt of comments from PUD No. 1 staff, the final JARP A packet will be prepared. The JARP A will reference the pertinent supporting documents including the BE and wetland report as appropriate.
