Please publish a notice of application for MLA05-00276 (SDP05-00014 & ZON05-00027) In the
Wednesday, June 8, 2005 edition of the Port Townsend Leader (if possible).
1. Add the activities for noticing to both cases, but publish the notice from SDP05-00014. (It's a Type III
permit while the zoning is a Type II.)
2. Please let me review the notice prior to publishing and mailing to make sure the standard language on the

accoutrements, in and along the road ditches throughout Marrowstone Island.
The Unified Development Code identifies water pipelines as minor utilities requiring a Conditional Administrative use
subject to a Type II process. Proposed utilities within shoreline jurisdiction require a Shoreline Conditional Use and
Substantial Development Permit subject to a Type III process involving noticing and a public hearing.
The proposal is exempt from review under the State Environmental Policy Act pursuant to WAC 197-11-800(23)(b),
The project will require approval from Washington State Departments of Transportation and Health. US Army Corp of
Engineers and the Departments of Ecology, Natural Resources and Fish & Wildlife will have the opportunity to comment
and determine whether permitting is required through their departments.
COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS:
The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested
persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy 01
the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development,
Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments concerning this
application should be submitted to the Department by 4:30 p.m. on December 23, 2005. If the last day of the comment period falls
on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday.
Comments submitted after this date may not be considered in the staff report.
PUBLIC HEARING INFORMATION:
This is a Type III permit application that is exempt from SEPA review. An open record hearing will be scheduled and separate public
notice will be provided at least 15 days prior to the hearing. A copy of the staff report will be made available for inspection at no cost at
least seven calendar days prior to such a hearing.
The final permit decision for this Type III permit application will be made by the Hearing Examiner. Parties of record may appeal the
decision to the Appellate Hearing Examiner within 14 calendar days of the final Hearing Examiner Notice of Decision. Decisions of the
Appellate Hearing Examiner may not be further appealed except to Superior Court.
APPEALS:

POSTING INSTRUCTIONS
Please post the attached notice on a 2-foot by 3-foot board provided by this department in a conspicuous
location visible to vehicle traffic and pedestrians on or reasonably near the proposed
development by November 23, 2005.
The clear adhesive paper can be put over the notice after you mount it to protect it from the elements.
Additional notice boards may be required where the site does not abut a public road, for a large site that abuts
more than one (1) public road, or the Administrator determines that additional notice boards are necessary to
provide adequate public notice.
Notice boards shall be maintained in good and legible condition by the applicant during the notice period, be in
place at least fifteen (15) calendar days prior to the date of the hearing, and be removed within fifteen (15)
calendar days after the end of the notice period.
Complete the affidavit, have it notarized, and return it to this office within three (3) days of posting. If the
affidavit is not filed as required, any scheduled hearing or date by which the public may comment on the
application will be postponed in order to allow compliance with this notice requirement.
