It shows most of the main water line, has population projections etc. (I just used information from County) It also outlines PUD policies, etc. It is a four volume set of documents. We also have a Water Facility Inventory (WFI) , which is DOH's method to track the number of connection - approved and actual for any water system, check with susan porto she can fill you in. The Quimper water system is approved for 2626 connections and currently has 2038. So we have about 600 more approved connections we can add to include marrowstone. I submitted a project report for DOH to review specifically for Marrownstone. They OKed the report, as far as all the water lines, methods, financing, etc. They did want more information on the additional source of water to service the entire 800 lots. We were going with our new airport well, which can product 180 gpm, but alas DOE has not yet approved, so we are going with 600 gpm additional treatment at the Sparling. DOH has reviewed and OKed our plan. So we are good on both accounts. We have ordered the treatment and hope to pour the slab in January. The detailed engineer drawings will be completed once I have all the comments back from all the various agencies (JARPA, DOT, County, etc.). In general I do not see them changing a whole lot from what I have already done. Perhaps some adjustments to meet your or any other agencies needs, But in general the water lines will go down existing utility corridors, per the comp plan, will be on the opposite of the water where possible (to mitigate possible problems); will in the ditch line, and will avoid wet lands. We will follow WDOT standard specs for 2004. I only have one copy, but you can use if you like. I am sure your PW's has plenty of copies. As to copy's of the map. I will try to print, but each one takes about 5 minutes of my time to do. I am on vacation Monday and Friday, but will come in if you need me to. TIle capacity analysis in this report includes two proposed sources (Four Comer #1 and #2) with a total capacity of 300 gallons per minute (gpm). There are currently no water rights associated with these sources. Jefferson County Public Utility District's intent was to transfer water rights from the Sparling wellfield to these wells. However, it is my understanding that the Department of Ecology may not allow this. Please explain what other options are being considered to obtain the additional source capacity. If a new source capacity strategy is pursued, please submit a revised p.'oject report. Regulations establishing a schedule of fees for review of planning, engineeling, and construction documents were adopted July 1,2004 (WAC 246-290-990). An itemized bill for $377 is enclosed. Approval ofthis plan is valid as it relates to current standards outlined in WAC 246-290-revised March 2003, WAC 246-293-revised September 1997, RCW 70.116, and the requirements of the Municipal Water Law (SESSI-IB 1338)-effectivc September 9,2003, and is subject to the qualifications herein. Future revisions in the rules and statutes may be more stringent and require facility modification or corrective action. Approval of the update of this WSP is required on or before February 17, 2011, unless the ODW requests an update or plan amendment pursuant to WAC 246-290-100 (9). APPROVED NUMBER OF CONNECTIONS This WSP includes capacity information that demonstrates the physical ability of these water systems to provide water with any watcr right limitations that might occur during the six (6) year period for which the approval of this WSP is valid. Based upon the information supplied in the WSP, the water systems havc sufficient capacity to meet the growth projections for the identified six-year planning period. New non-residential connections may need to be evaluated on a case-by-case basis to determine the relative impact on the capacity limitations. LOCAL GOVERNMENT CONSISTENCY Submittal of the WSP did not include local govemment consistency detenninations from Jcfferson County Planning Department. Jim Parker, manager of JPUD, sent the consistency statements to Jefferson County, but Jefferson County did not sign and retum the consistency statements. Mr. Parker signed the consistency checklist on March 2, 2004. This WSP meets local government consistency requirements for WSP approval pursuant to RCW 90.03.386 and RCW 43.20. WATER RESOURCES The Department of Ecology (Ecology) did send a comment Idler indicating there may be discrepancies with the water right self-assessments included in the WSP. Please work with Ecology to resolve any discrepancies. Ecology has chosen not to take action against the water systems for these discrepancies. Therefore, the information presented in this WSP will be considered valid as it applies to this WSP. Because Ecology has jurisdiction with respect to water rights detemlinations, ODW's approval of this WSP cannot be construed as a guarantee of water rights or legal use of water under the approved WSP. ODW's approval is subject to subsequent determinations by Ecology concerning the water rights for this system, which may require submittal of additional planning documents or other submittals to ODW. Qut:slions conceming water rights or any uncertainties or discrepancies conceming water rights issues should be directed to Ecology. LOG ITEM # l!:fj Pag~___]:._ot LV Jim Parker February 18, 2005 Page 3 SERVICE AREA AND DUTY TO SERVE Pursuant to RCW 90.03.386 (2), the service areas identified in the WSP (as denoted in the enclosed service area maps) may now represent an expanded "place of use" for the water systems' water rights. Changes in service areas should be made through a WSP amendment. Pursuant to RCW 43.20.260, the water system has a duty to provide new water service within its retail service area. This WSP has incorporated information that identifies the procedures and processes put into place to ensure that the water systems can provide timely and reasonable retail water service within the retail service areas. CONSTRUCTION WAIVERS Standard Construction Specifications for distribution main extensions were approved in this WSP. With this approval and consistent with WAC 246-290-125 (2), the JPUD water systems may procccd with the installation of distribution main extensions PROVIDED that a completed constmction completion repOli form be maintained in accordance with WAC 246-290-125 (2) and WAC 246-290- 120 (5) and is made available for review upon request by ODW. WATERSHED PLANNING Although there is an approved watershed plan in place for WRIA 17, there is no approved watershed plan in place for WRIA 16. But both watersheds are actively working and planning in your county. ODW encourages the Jefferson County PUD #1 to continue to be involved in this process.
