David: we will do whatever is needed. But I just went out to that site and it is definitely not a stream of any sort.
There is more water in the mud puddle by the office than at that site. I cut the black berry vines back and took
some pictures. It is clear water has not run in that drainage for years. This was what our wetland guy reported
several months ago. Please let me know what needs to be done. We have already submitted the JARPA.
Basically the plan was to have the water line go over the existing culvert in the road shoulder. Not sure what else
can be done.

Subject: Marrowstone Island Water System
It appears that the new system will be installed on waters of the state. Work under, in or over waters of the state
requires a Hydraulic Project Approval to be issued by WDFW. The applicant should send a JARPA, cross-
section and plan view of the work proposed under, in or over waters of the state which includes year around as
well as seasonal streams and marine waters to WDFW once the construction plans are finalized. Thank you
